Afghans protest after NATO shooting

KABUL: The strafing of a bus by NATO troops that killed four passengers Monday prompted protests and harsh words from Afghans....

The shooting happened before dawn when a speeding bus caught up with a slow-moving NATO convoy in Zhari District outside the city of Kandahar, according to a NATO statement and Zalmai Ayobi, spokesman for the Kandahar provincial governor.

Kandahar is where NATO plans to launch the next phase in its offensive against the Taliban....

The bus was carrying passengers from Kandahar to Nimruz Province, Ayobi said. NATO said a steep embankment prevented the convoy from moving aside....[T]he troops opened fire, NATO said. NATO did not identify the nationality of the troops involved.

BACKGROUND: NATO troops kill four Afghan civilians in bus

Troops treated five wounded passengers at the site and took 13 others to medical centers. A team of NATO and Afghan officials was dispatched from Kabul to investigate.

Passenger Rozi Mohammad disputed the NATO version of events, saying the bus had pulled over to let a U.S. convoy pass when the shooting started.

"They just suddenly opened fire, I don't know why. We had been stopped, and after that I don't know what happened," said Mohammad, who was being treated at a Kandahar hospital.

About 200 Afghans later used burning tires to block the main highway out of Kandahar. They chanted "Death to America."

U.S. Gen. Stanley McChrystal, NATO commander in Afghanistan, has made reducing civilian deaths a priority. Afghan government, NATO and U.S. forces last year killed 596 Afghan civilians, down 28% from 2008, according to the United Nations Assistance Mission in Afghanistan. Even so, overall civilian deaths rose 14% because more were killed by the Taliban and other anti-government forces, it said.

SYDNEY:The year’s largest military exercise for Canadian Forces reservists in Atlantic Canada bore down in communities around Sydney this weekend.

The exercise is based primarily on how quickly reserve units from Nova Scotia and Prince Edward Island could assemble to respond to a large scale emergency in Cape Breton.

With about 1,600 reservists in 36 Brigade Group â€" the 10 reserve regiments in Nova Scotia and P.E.I. â€" about 430 volunteered for the exercise with 98 military vehicles. The exercise is named Scotian Traverse.

“We have practised bringing this together on short notice so that we can have an organization capable of responding to any kind of domestic emergency within Nova Scotia or P.E.I.,†[Col. Tom Stinson, the 36 Brigade Group commander] said.

Based on that concept, many might find the Afghanistan-style warfare exercise confusing, where insurgents are a fact of daily life, as well as the destructive and routinely fatal improvised explosive devices (IEDs).

Using the Victoria Park military garrison in north end Sydney as its home base for this fictional scenario, points of conflict had been spotted at the old strip mine in Reserve Mines, the Glace Bay smoke house between Renwick Brook and Brookside Street, the Glace Bay Armoury and the Sydney Rifle Range, located off Highway 125.

Maj. Vic Grandy in the tactical operations centre at Victoria Park explained to the group how an arms smuggler linked to activity with local insurgents is the “high value target†troops were preparing to take down at 7 a.m. Sunday.

Further out at the former strip mine in Reserve Mines, military police guarded the entrance to the site with semi-automatic rifles.

A C2 105-mm Howitzer fired blank ammunition, shaking the ground. The C2 is manually operated, single loaded, and uses semi-fixed ammunition. It’s very effective against most types of ground targets and is used in cases of direct or indirect fire.

In a firefight that ensued Pvt. Aidan Angus, a member of 35 Field Ambulance unit at Victoria Park, was working as the radio operator when he was grazed by a sniper’s bullet.

“I was semi-conscious. I wasn’t able to speak but I was semi-coherent,†said Angus, sitting in one of the military vehicles with fake blood and other makeup caked on his face.

Stinson said many skills the reservists will develop in exercises such as this one can be applied to very different situations.

“If you train reservists in war fighting skills, they can take those same principles of leadership and communication, passing orders, moving material, equipment, and people from one location to another in disaster situations,†he said.

ISLAMABAD: At least four people were killed and two others were injured Monday evening in a U.S. drone attack in northwest Pakistan's tribal area, local sources said.

Locals said a pilotless U.S. aircraft fired two missiles near Miranshah in North Waziristan, a Pakistani tribal agency near the border with Afghanistan.

Azerbaijan, Baku: Azerbaijan has become a strong partner of NATO, said the chairman of the subcommittee of the NATO Parliamentary Assembly.

"Azerbaijan is becoming a very strong partner for both NATO and the European Union. Today, Azerbaijan is the focus of the world not only because of its geopolitical position, but also due to other aspects. Watching the processes taking place here, we witness Azerbaijan's transformation into a rapidly developing country in recent years. From this point of view, we are pleased with Azerbaijan's transformation into an even more powerful state," Rainer Stinner, Chairman of the  NATO Sub-Committee on Partnerships (PCNP), briefed the media.

"The purpose of the visit is to closely get acquainted with the processes taking place in Azerbaijan and exchange views on some issues," said the chairman of the sub-committee.

NATO's cooperation with the South Caucasus states - Azerbaijan, Georgia and Armenia - is mainly carried out within the Partnership for Peace Program, an Individual Partnership Action Plan and the Planning and Review Process. "These documents define the objectives and intentions of the partner countries to hold consultations with NATO on reforms in the spheres of defense, security and military policy.

In addition to supporting the reforms, an important goal of cooperation between NATO and Azerbaijan is to develop interaction of the country's Armed Forces with the forces of NATO countries in peacekeeping operations.

Since 1999, the Azerbaijani troops have being providing support to peacekeeping operations of NATO in Kosovo, and since 2002 in Afghanistan.

Azerbaijan, Baku: Delaying the solution of the Armenian-Azerbaijani Nagorno-Karabakh conflict by peaceful means creates conditions for a worsening of the situation, Azerbaijani Defense Minister, Colonel-General Safar Abiyev, said on April 12 in Baku, receiving a delegation headed by Rainer Stinner, Chairman of the Sub-Committee NATO on Partnerships (PCNP).

"Armenia should understand that Azerbaijan will not accept the occupation of its lands. An international legal framework exists to resolve this problem peacefully, and the four resolutions adopted by the UN Security Council are sufficient to address this issue," said Abiyev, the press service of the Ministry of Defence reported.

Abiyev informed the guests about Azerbaijan's achievements in the economic, political and military spheres in recent years, and that the country attaches great importance to European integration and cooperation with NATO, and the development in this regard more clearly manifests itself.

The US Commanders paying visit MoD

Top Georgian and US military officials led discussions over cooperation issues in the security and defence spheres of the two countries.

During the meeting at the MoD the sides discussed the outcomes of the ISAF preparation program recently realized in Georgia and dealt with the details of the 31st Battalion’s engagement in the peace support operation in Afghanistan.

Participants of the meeting included Deputy Defence Minister Nodar Kharshiladze, Chief of the JS Major General Devi Tchankodadze, Lieutenant General Richard F. Natonski, Commander, U.S. Marine Corps Forces Command and Brigadier General Paul W. Brier, Commander, U.S. Marine Corps Forces, Europe.

Lieutenant General Richard F. Natonski, while speaking to journalists, expressed his appreciation to the Georgian side for its sustained contribution to the ISAF operation. “It is great honor for us to have been given the possibility to train the Georgian soldiers, as well as appreciating the fact that Georgian and US soldiers will perform their duties shoulder by shoulder in the Province of Helmand†, pointed out the American Commander.

According to the Deputy Minister, the ISAF preparation program within which the 31st Battalion has undergone military trainings proved to be successful. He commented as saying “Georgian military servicemen will be engaged in the peacekeeping mission side by side with the US Marines. We are determined to increase our peace contingent in Afghanistan by an additional 750 military servicemen. This is one more example demonstrating that Georgia continues to provide an active contribution in the overall development of worldwide stability and security†.

Clashes in Somalia kill 13 and wound 30

The capital of Somalia Mogadishu witnessed a round of clashes between government troops and radical Islamists. The militants opened fire in the capital’s airport forcing the African contingent troops to retaliate.

13 civilians are dead and over 30 are wounded. The authorities say the number of dead is likely to climb as the standoff continues.

Somalia has been torn by the internecine strife since 1991.

The interim government has no power over the south of the country controlled by Islamic extremists allegedly backed up by Al-Qaeda. UN reports say over 20 thousand civilians have been killed and 1.5 million lost their homes for the last 20 months.

Medvedev warns Israel not to start war

In [an] ABC interview Monday, Medvedev cautioned Israel against starting new wars in the Middle East.

He said an attack on Iran would lead to a conflagration and possibly result in a nuclear conflict across a densely packed and thickly populated region.

The Russian leader feared mass suffering would follow, together with a mass exodus from the Greater Middle East.       

He also reminded Israel that progress in peace talks with the Palestinians supposes an end to Israeli settlement construction on occupied Arab land.

Russia to participate in Iran's nuclear conference

Moscow: Russia is poised to participate in Iran's conference on peaceful nuclear use, which is scheduled for April 17-18 and will be held as an alternative to the nuclear summit in Washington D.C., Deputy Foreign Minister Sergei Ryabov told the Echo of Moscow radio station today.

He did not specify, however, what Russia's level of participation would be.

As reported earlier, the so-called nuclear summit is being held in Washington D.C. on April 12-13, in which Russian President Dmitry Medvedev is expected to participate.

Iran's representatives have not been invited to participate. Considering this, Iran is organizing its own conference Nuclear Energy for Everyone, Nuclear Weapons for No One.

Defense secretary discusses new nuclear posture, U.S. relations with Afghan president

WASHINGTON: While the new U.S. Nuclear Posture Review removes some of the intentional ambiguity from the country's nuclear policy, "all options are on the table" for countries like North Korea and Iran, the Defense secretary said April 11, here.

In a round of interviews, Secretary Robert M. Gates, appearing alongside Secretary of State Hillary Clinton, also discussed the U.S. relationship with Afghan President Hamid Karzai, whose reliability has been called into question recently.

Unveiled last week, the Nuclear Posture Review states that the United States will not deploy or threaten use of nuclear weapons against a country that possesses no nuclear weapons of its own and complies with the nonproliferation treaty and its obligations.

"Because North Korea and Iran are not in compliance with the Nuclear Nonproliferation Treaty," Secretary Gates said on CBS' "Face the Nation," "for them, all bets are off. All options are on the table."

"We were concerned about the biological weapons," Secretary Gates said. "And that's why we were very clear in the Nuclear Posture Review that if we see states developing biological weapons that we begin to think endanger us or create serious concerns, [the president] reserves the right to revise this policy."

Kosovo signs US$1 billion dollar highway deal

PRISTINA, Kosovo: Kosovo's Prime Minister says a $1 billion (euro735,445 million) deal has been signed with American-Turkish consortium Bechtel-Enka to build a highway across Kosovo.

Hashim Thaci says the project, the most ambitious in Kosovo's recent history, is "a dream come true" for the newly independent country.

The project set to start this month will link Kosovo with Albania in the west and Serbia in the east and could create up to 10,000 new jobs.

The Bechtel-Enka consortium - made up of San Francisco, Calif.-based Bechtel International Inc. and Istanbul-based Enka - built a 65-kilometer (40-mile) section of a highway in northern Albania. The planned Kosovo highway would link up with that road.

Kazakhstan to Permit Military Overflights to Afghanistan

WASHINGTON â€" Kazakhstan has agreed to let the United States fly troops and weapons over its territory, a deal that opens a direct and faster route over the North Pole for American forces and lethal equipment headed to Afghanistan.

Right now, troops and lethal material typically travel from the United States to Ramstein Air Base in Germany and then fly south along the Arabian Gulf and up to Afghanistan via Pakistan â€" avoiding a more direct route over Iran, because Iran does not allow American military overflights. The new route over the North Pole to Bagram Air Base, the military’s main air hub in Afghanistan, will allow troops to fly direct from the United States in a little more than 12 hours.

The agreement was reached at a meeting Sunday in Washington between President Obama and President Nursultan Nazarbayev of Kazakhstan, who is in Washington for a 47-nation summit meeting on nuclear security.. Officials said that the formal deal is not yet complete, but that the agreement of the Kazakh president to the overflights, which American military officials had long sought, was an important development in the Afghanistan war effort.

“The devil is the details, but this is obviously a great positive moment,†said Capt. Kevin Aandahl, a spokesman for the United States Transportation Command, which oversees military transport logistics.

Michael McFaul, the senior director for Russia on the National Security Council staff, told reporters in a conference call on Sunday that the deal would make transportation challenges less difficult for American commanders.

“This will save money; it will save time in terms of moving our troops and supplies into the theater,†he said.

Lethal supplies include not only weapons but also armored trucks designed to protect American forces from roadside bombs. Most non-lethal supplies to Afghanistan go over land or by sea.

Iran accuses NATO of supporting terrorism

United Nations: In a letter sent to UN Secretary-General, Iranian president Mahmoud Ahmadinejad has accused NATO of supporting terrorism inside Iran, slammed the Western media for biased reporting and called for an independent fact-finding mission to investigate NATO.

The letter was sent to UN chief Ban Ki-moon yesterday as the two-day nuclear summit chaired by US President Barack Obama kicked off in Washington.

The Iranian President alleged that NATO had supported Abdulmalik Riggi, the leader of the militant Sunni group Jundallah that has carried out several attacks killing numerous Iranian civilians and soldiers.

"There is concrete evidence of the involvement of intelligence and security services of at least three countries supporting his terrorist operations," he wrote, noting that the video attached to the letter contains the confessions Riggi made when arrested, which prove that he was backed by NATO members for his activities.

Ahmadinejad recommended that Ban condemn the alleged support given by NATO to Riggi and set up an independent panel to look into the matter.

"Condemnation of the supports given by NATO members for terrorism in the region, official impeachment of all those who officially supported this criminal," the Iranian leader wrote in the letter.

"You are at least expected to appoint an independent fact-finding team which is trusted by the countries of the region, to launch a comprehensive investigation into the main intentions of NATO military presence in Afghanistan and Iraq, the methods used, and the outcome of their presence and engagement, with results to be presented to the General Assembly," he added.

Ban's spokesperson, Martin Nesirky told journalists that the letter has not been formally received by the Secretary-General who is away in Washington for the nuclear summit.

Ahmadinejad also blasted the Western media for not covering the people who have been attacked by militant group, and accuses them of being hypocrites when it came to covering human rights abuses.

"Some western media that use a small mistake of a police officer - in countries that defy hegemony and imperialistic policies - to raise loud and deafening cries as pretending to be in deep grief for human rights abuse," he wrote.

Referring to coverage of Riggi, he stated that the Western media have either been silent on the matter or made him out to be a freedom fighter or a democracy activist.

More generally describing 9/11 as a pretext for the occupation of two UN member-states (Iraq and Afghanistan), Ahmadinejad pointed out that millions of people have been victimised and displaced in these nations while a third country (Iran) "is susceptible to military aggressions".

"The current method of combating terrorism, even if the claims of its proponents are accepted as true, has obviously failed," he wrote.

NATO Air Forces Exercise in German Sky During BRILLIANT ARDENT

BRILLIANT ARDENT is a large scale Air Force exercise to be hosted by Germany and directed by Commander Allied Air Command Izmir, Turkey. Air Forces from seven NATO members will participate in this NATO Response Force exercise from 12 to 22 April 2010.

The Czech Republic, France, Germany, Italy, Poland, Turkey and the USA will participate to Brilliant Ardent 2010 (BAT 10). Around 60 aircraft ranging from fighters, attack aircraft, helicopters, tanker and airborne early warning aircraft will operate from air bases located in Germany, the Czech Republic, France, Poland, and UK. In addition, tactical employment of Theatre Missile Defence and Ground Based Air Defence assets will be extensively exercised.

The aim of the exercise is to validate nominated Air Forces to NATO Response Force 15 (NRF), which starts July 2010. The exercise is also open to “non NRF†air units from NATO, as well as Partnership for Peace (PfP) nations.

The exercise scenario is based around a UN mandated NATO-led Crisis Response Operation (CRO) in a fictitious geo-political setting, a scenario specifically designed for this exercise. The NRF concept provides the Alliance with a robust capability to meet the challenging security environment of the 21st century by providing a highly trained and agile force, at high readiness, able to deploy at short notice wherever and whenever directed to do so by the North Atlantic Council.
