Gen. David Petraeus now has the unenviable task of salvaging the campaign in Afghanistan. In his announcement of Petraeus's transfer, U.S. President Barack Obama stated that there will be no change in the campaign's strategy. With the president reaffirming his administration's analysis of the situation and its strategy for solving the problem, the implication is that success will come with continuity in management, better cooperation among the players, and more resources.

At first glance this article on achievement gaps in Germany seems like it's going to be as clueless as anything published in an American paper.

Ninth-graders from 1,500 schools across the nation were tested for their English and German skills, and the clear leaders were the states of Bavaria and Baden-Württemberg. They were followed by Saxony and Rhineland-Palatinate, while the worst performer was the city-state of Bremen.

Going soft on the terms of Russia's WTO accession is bad for everyone.

In "Let Russia Join the WTO," Anders Aslund and C. Fred Bergsten have done a good job explaining the arguments in favor of Russian accession. As a member of the G-8 and the G-20, and as the largest economy outside the World Trade Organization (WTO), the case in favor of Russia joining the WTO practically makes itself. U.S. President Barack Obama, who met on June 24 with Russian President Dmitry Medvedev in Washington, said, "Russia belongs in the WTO" and confirmed that he would ask U.S. negotiators to speed up the pace of accession talks. He then set a Sept. 30 target date for accession, which plays right into Moscow's strategy.

There is more to the war than meets the eye. In addition to the military operations in Iraq and Afghanistan, the Pentagon is waging a covert war of which Iran is one of the central targets. Activities are coordinated by the United States Special Operations Command (UsSoCom), with approximately 57 000 specialists from four service branches (Army, Marine Corps, Navy, Air Force) at its disposal. Their official mission entails: intelligence gathering; direct target actions; capture or elimination of the enemy; non-conventional warfare through external forces, trained and supervised by UsSoCom; counter-insurgency activities to assist allied governments in quelling rebellions; psychological operations to sway public opinion abroad in favour of U.S. military actions. As reported by the Washington Post , special operation forces are currently deployed in 75 countries, up from 60 at the beginning of last year [1 ]. An indication of their growing importance is the fact that "Special Operations commanders have also become a far more regular presence at the White House than they were under George W. Bush's administration."

The theater of special operations, which are officially running up a cost of 10 billion dollars, is essentially concentrated around the Middle East, Central Asia and East Africa. However, plans exist "for preemptive or retaliatory strikes in numerous places around the world, meant to be put into action when a plot has been identified, or after an attack." The "advantage" of using secret forces for such missions is that they don't require Congress approval and can be kept under wraps. According to Administration officials cited by UPI, such operations "could pave the way for military attacks against Iran if the showdown over Tehran's nuclear programme should escalate".

Radio is king in Africa -- anyone who has spent much time on the continent knows that. Virtually no African government lacks a friendly frequency. A coup isn't really a coup here until the general commandeers a local radio station. In Rwanda's 1994 genocide, the only weapon as infamous as the machetes that the country's ethnic Hutus wielded against their Tutsi neighbors was the Hutu-allied Radio Mille Collines, whose broadcasts incited them to do it. The experience has taught the region that a radio station that traffics in rumors, subtle threats, and political accusations can be dangerous in and of itself -- and a sign of darker things to come.

At least 17 Iraqis were wounded in the latest violence, but 11 decomposed bodies were found in a mass grave. Also, two people were wounded in an attack on Iranian pilgrims.

Acting Electricity Minister, Hussain al-Shahristani, warned government officials to resist using their influence to gain more power and asked all Iraqis to cut down their usage altogether. "Emergency lines" reserved for officials and other notables were removed from use. The Green Zone in particular will be forced to reduce its massive power use.

The process of easing of the Gaza blockade followed the premier's usual behavioral pattern: protest and waffling - followed by bowing to American pressure.

The result is always the same and apparently unavoidable: Netanyahu changes his policy in a way that goes against the ideology he was raised on at home and his right-wing coalition platform. The premier listens to his father, Benzion, to his wife, Sara, to his colleagues in Likud and to his "natural partners" from Yisrael Beiteinu and Shas. He undoubtedly agrees with them in his heart, but understands intellectually that Israel is totally dependent on U.S. support.

The Jewish Agency is obsolete and its new strategic plan lacks a credible alternative vision.

Take this paragraph, for example: "Aliyah will be a choice that grows from Jewish identity and from spending extended periods of time in Israel, and therefore predominantly the pool of potential olim is among the Jewishly engaged. We will focus our efforts on this pool." In other words, the only real candidates for aliyah are those who have the knowledge, awareness and motivation to do it on their own accord. So why doesn't the strategic plan simply spell it out in plain English? Instead they offer amorphous ideas such as "tailored aliyah tracks" and an "aliyah service center." These are already on offer by private organizations such as Nefesh B'Nefesh and the Absorption Ministry, so why does the Agency even bother trying to compete?
