28th NATO soldier dies in Afghanistan this week

KABUL: A NATO soldier was killed in a bomb attack in eastern Afghanistan Saturday, the military said, the 28th to die in the troubled country this week.

The soldier, whose nationality was not released, was part of NATO's International Security Assistance Force (ISAF), whose estimated 142,000 troops in Afghanistan are set to increase to 150,000 by August.

The death came during a violent week for the military which included the killing of four US soldiers, when Taliban militants shot down a helicopter in the southern province of Helmand.

Kyrgyzstan asks for Russian peacekeepers as violence goes on

BISHKEK: Kyrgyzstan's interim leader said on Saturday that the Central Asian state wanted Russian peacekeepers to help stop ongoing ethnic violence in the south of the country.

Roza Otunbayeva's comments came after she had spoken by phone to Russian Prime Minister Vladimir Putin late on Friday.

At least 50 people have been killed and hundreds injured in continuing inter-ethnic violence that began in southern Kyrgyzstan's city of Osh on Thursday evening. Hospitals are unable to feed the injured and refugees, mainly Uzbek women and children, are heading for the border with Uzbekistan.

"The situation has gotten out of control since yesterday evening and we need outside military forces to arrest the situation," Otunbayeva said. "In connection with this, we are turning to Russia."

The interim leader said reports indicated that ethnic "Uzbeks, Russians and Tatars" were being sought out and murdered by the rioters.

"We are waiting for news from Russia and we are ready for active dialogue to bring outside forces in," she went on.

Otunbayeva also said that the death toll in the region was "higher than you or I know," and that rioters had even temporarily seized control of an armored vehicle.

"Entire streets are on fire," an Interior Ministry spokesman said earlier. "The situation is very bad. There is no sign of it stopping. Homes have been set ablaze."

Russian President Dmitry Medvedev said on Friday that he was confident the government in Bishkek would resolve the situation, but that Russia was ready to help if necessary.

"All the problems of Kyrgyzstan have internal roots. They are rooted in the weakness of the former authorities and their unwillingness to take care of the people's needs. I believe all the existing problems will be resolved by the Kyrgyz authorities. The Russian Federation will help," he said.

However, he also said that troops from the Collective Security Treaty Organization (CSTO) post-Soviet security bloc would not enter Kyrgyzstan as this was only possible in the case of an attack on the country by a foreign state.

The CSTO includes Kyrgyzstan, Russia, Armenia, Belarus, Kazakhstan, Uzbekistan and Tajikistan

Osh was the stronghold of former President Kurmanbek Bakiyev, who was overthrown following violent street protests in early April.

The interim government has declared a state of emergency and deployed troops to the region.

"We're clearly talking about a stand-off between two ethnicities. We need to… calm these people down, and this is what we are doing right now," Otunbayeva said earlier.

Medics have been unable to reach many of the injured people due to the fighting.

"Our doctors practically didn't go out on calls at night because they were afraid," Osh's top doctor was quoted by the 24 kg news agency as saying.

He also added that those doctors that had attempted to reach the injured had been attacked.

The UN has appealed for calm and has called on Kyrgyzstan's interim government to "pay particular attention to inter-ethnic relations in the country."

Both Russia and the U.S. have military bases in the former Soviet republic, which many experts fear may now be on the brink of civil war.

Kyrgyzstan addresses Russia for help as Osh situation aggravates
 

BISHKEK: Kyrgyzstan has addressed Russia for peacekeeping assistance, the head of the country's interim government Roza Otunbayeva said on Saturday.

The situation in the city of Osh has aggravated, she said.

"We need to bring in military forces from other countries," she said. "We have asked Russia for help in a letter sent to Russia's President Dmitry Medvedev, which I signed."

Kyrgyzstan is prepared to have talks with Russia on its peacekeeping mission in Osh at any time.

"We are waiting for a reply from the Russian Federation," Otunbayeva said.

She hopes the Russian side may take a positive decision approving "the bringing in of foreign forces into the zone of the conflict."

"I hope that all efforts will make it possible to take control over the conflict situation," she added.

She is confident, the brothers of the former president are responsible for the disorders which started on the night from Thursday to Friday.

"The pressure from these people to regain the power is very high, and they are already involved in the events in the southern part of the country," Otunbayeva said. Kyrgyzstan's authorities continue to forward extra forces to Osh. She also acknowledged that the conflict caused deaths from both sides.

"The number of victims is higher than what we all learn from official reports," she said.

The situation in Osh may become a humanitarian catastrophe, as there is shortage of food in the city, and it is brought in from neighbouring regions.

"We have made a decision to open the border towards Uzbekistan and this decision was supported in Tashkent," Otunbayeva said. "Women, children and the elderly may cross the border."

She appreciated the position of Uzbekistan's leaders to strengthen the border from their side, as in Uzbekistan "there are emotional elements, too, who are ready to take part in the conflict."

Official information confirms 50 died and 600 injured over the ethnic clashes in Osh between Uzbek and Kyrgyz nationals.

"The dynamics of the events there is very high, and sometimes we do not manage to trace the situation," Otunbayeva said. "From last night the situation has been overwhelming."

Kyrgyzstan asks Russia to restore order as death toll rises (WRAPUP)

MOSCOW/BISHKEK: Kyrgyzstan's interim leader appealed to Russia on Saturday to send troops to the south of the country as ongoing clashes between Kyrgyz and Uzbek groups left over 60 dead.

Roza Otunbayeva's comments came after she had spoken by phone to Russian Prime Minister Vladimir Putin late on Friday.

Hundreds of people have also been injured in the inter-ethnic violence, which began in southern Kyrgyzstan's city of Osh on Thursday evening.

Osh was the stronghold of former President Kurmanbek Bakiyev, who was overthrown following massive riots in early April, and some reports blame his supporters for starting the latest unrest.

Kyrgyzstan has seen frequent clashes since Bakiyev, who is now in Belarus, was deposed, but this is the most serious violence so far.

"The situation has gotten out of control since yesterday evening and we need outside military forces to arrest the situation," Otunbayeva said. "In connection with this, we are turning to Russia."

She also said that "Uzbek, Russian and Tatar" ethnic groups were being targeted and that the death toll in the region was "higher than you or I know."

Refugees, mainly Uzbek women and children, have been making their way to the border with Uzbekistan. There are reports that a child has been killed in the crush to leave Kyrgyzstan.

A highly-placed source told journalists on Saturday that Russian troops stationed at the Kant military base in Kyrgyzstan, some 20 km south of the capital Bishkek, would not be deployed to Osh.

"This unit has its own clear mission and it will not be involved in other tasks," the source said.

Hospitals say they are unable to feed the injured and attempts are being made to bring in supplies from other areas of the country..

Medics have been unable to reach many of the injured people due to the fighting.

Kyrgyz border guard officer killed in rioting in Osh

MOSCOW: An officer from the Osh border guard unit has been killed in riots in the southern Kyrgyz city, Kyrgyz Border Service deputy Commander Cholponbek Turusbekov told 24.kg news agency.

The officer was killed as unidentified attackers assaulted the border guard unit's base in an attempt to seize weapons, he said.

This step "could possibly more or less help stabilize the situation," he said.

Moscow police reinforces security of Kazakh, Uzbek embassies

   
MOSCOW: The Moscow police have reinforced the security near the embassies of Kyrgyzstan and Uzbekistan, where several dozens ethnic Uzbeks, citizens of Kyrgyzstan, gathered, the head of information department at the Moscow Interior Office (GUVD), Zhanna Ozhimina, said on Saturday.

"Additional police are guarding the district," she said. "Presently, the situation is under full control, no serious violations of order have been registered near the embassies."

On Friday night, about 200 ethnic Uzbeks, citizens of Kyrgyzstan, came to the embassy of Kyrgyzstan in Moscow, but they were not let in and they went to the House of the Government.

"The head of the Moscow police, Vladimir Kolokoltsev, and his deputies came there and persuaded them to disperse," Ozhimina said.

The people did not try to have a rally, they simply stood their in a big crowd, she explained.

On Saturday, the situation developed. At about 10:00 a.m. Moscow time some people again came to the White House. The deputy head of the Moscow police, Vyacheslav Kozlov, talked to them, and only a group of ten activists remained at the building. At about midday they handed in a letter addressed to Prime Minister Vladimir Putin and went away.

"The remaining part of about 150 came to the embassies of Kyrgyzstan and Uzbekistan, which are situated close to each other, and they still remain there demanding to be let in," she said. Some of them feel bad in the heat, and a few ambulance cars were called to be there.

Kyrgyzstan in flames again

The death toll of street violence in the Kyrgyz regional center Osh, 600 kilometres south of the capital city Bishkek, violence arising from interethnic clashes and mass-scale riots, pogroms and arsons of houses, shops and marketplaces, has exceeded 50. Almost 700 sought medical assistance. The city where ethnic Uzbeks were mainly engaged in local trade is now facing a threat of famine.

The current riots were ignited by a brawl in Osh on Thursday between groups of Kyrgyz and Uzbek young people, a brawl that quickly escalated into mass-scale unrest in different parts of the city. In the small hours of Friday the interim government imposed a state of emergency on the cities of Osh and Uzgen, and also on the Karasuy, Aravan and Uzgen districts of the Osh region, which are the predominantly Uzbek-populated areas.

Also, troops were sent to Osh. But this has proved insufficient to enforce law and order, so the Kyrgyz interim government has urged the retired officers who fought in the Afghan war to help stabilize the situation in the south of the republic. Unrest has since reached the capital city Bishkek, where group of Kyrgyz young people started seizing motor vehicles to go to Osh. But the Bishkek residents fear that marauders will again come to their flats and houses to rob them at night, as the case was following the overthrow of President Kurmanbek Bakiyev.         

The situation in Kyrgyzstan is again seen as an emergency on the international scene. The UN Secretary-General Ban Ki-moon has voiced concern about unrest that resulted in the loss of human life in the Central Asian country, and has called for immediately ending violence and restoring calm. He pointed out that the Kyrgyz interim government should pay special attention to interethnic relations and make moves to ensure peaceful coexistence of all of the republic's citizens. Friday's SCO summit in Tashkent also gave priority to the events in Kyrgyzstan. The leaders of the countries of the Shanghai Cooperation Organization (Russia, China, Kazakhstan, Tajikistan, Uzbekistan and Kyrgyzstan) reaffirmed their readiness to comprehensively contribute to a speedy stabilization in Kyrgyzstan, as well as to adding legitimacy to the republican government.

This is what Dmitry Medvedev said about the likely moves that the SCO will make to that end. It is certainly important to ensure the development of statehood in Kyrgyzstan in keeping with a legal scenario, Dmitry Medvedev says. We therefore think it correct to send a mission of SCO observers to the July 27th referendum on a new Kyrgyz constitution, as well as to subsequently monitor the general processes under way in Kyrgyzstan. This Central Asian country is an SCO founder, our ally and a close partner. So, we all want Kyrgyzstan to settle all the existing differences at an early date and to set up a system of modern government that would prove capable of coping with essential problems of the country's socio-economic development, the Russian President said.

Meanwhile, it has just been reported that the acting Kyrgyz President Roza Otunbayeva said following her telephone conversation with the Russian Prime Minister Vladimir Putin that Bishkek has sought the assistance of Moscow's peacekeeping units. Otunbayeva said she had signed a letter to that end to the Russian President Dmitry Medvedev.

Mass unrest in Kyrgyzstan reaches Bishkek

Mass-scale unrest in the south of Kyrgyzstan has reached the capital city, with the first clashes reported from Bishkek suburbs.

The situation in the southern Kyrgyz city Osh remains involved, with shootouts reported despite the imposed curfew. The death toll has reached 49, while the number of wounded has exceeded 650.

Clashes between ethnic Uzbeks and Kyrgyz erupted late at night of June 10th. The authorities have so far been unable to get the situation under control, although Interior Troop reinforcements from other districts, as well as police units from Bishkek have been sent to Osh to help out the local law enforcement agencies.

Death toll rises in Kyrgyzstan unrest, Uzbeks are leaving Osh


Baku: Uzbek residents of Kyrgyzstan's Osh city are leaving their houses for Uzbekistan, APA reports quoting ITAR-TASS agency. Witnesses say the majority of those who leave Osh are women and children.

Witnesses say there are a lot of wounded people in the areas densely-populated by Uzbeks. As these regions are encircled by the aggressive crowds, it is impossible to take the wounded to hospitals. A lot of shops, cafés, banks, hostels, buildings, cars and two theaters have been burned.

The Kyrgyz from the surrounding regions are coming to the center of the province. According to the recent reports, the death toll has reached 50, over 600 have been wounded. Half of the 450 people, who are being treated in hospitals, are in critical condition.

Servicemen, who have been sent to the province, are allowed to use arms in order to ensure public order.

Russian troops in Kyrgyzstan not to take action


MOSCOW: Russian troops stationed in Kyrgyzstan as security for Russia's Kant military base will not be used to restore order in the southern part of the Central Asian state, a senior military official said Saturday.

"These military units have a strict mission, and they will not be used for other purposes," said the source as quoted by the Itar-Tass news agency.

Earlier, Kyrgyz interim leader Roza Otunbayeva appealed for Russian military support to maintain order in the south of the country.

After talking with Russian Prime Minister Vladimir Putin by phone late Friday night, Otunbayeva told reporters Saturday a written appeal had been sent to Russian President Dmitry Medvedev.

"Since yesterday evening the situation has gone over the edge, we need the input of other military forces to stop the situation. In this concern, we appealed for help to Russia," the interim leader said.

Medvedev said Friday that Russia was ready to assist if necessary.

"I believe all the existing problems will be resolved by the Kyrgyz authorities. The Russian Federation will help," he said.

However, troops from the post-soviet security bloc, the Collective Security Treaty Organization (CSTO) would not enter Kyrgyzstan, Medvedev said.

That could only happen if one of the block -- Kyrgyzstan, Russia, Armenia, Belarus, Kazakhstan, Uzbekistan and Tajikistan -- was attacked by a foreign state, the Russian president said.

Medvedev said in the Uzbek capital of Tashkent Friday the Shanghai Cooperation Organization (SCO) would send observers to Kyrgyzstan, which he regarded as an "ally and a close partner".

Following the eruption of violence, Russian and Kyrgyz airlines have cancelled flights between Moscow and Osh, the second largest city of Kyrgyzstan where the unrest originated due to inter-ethnic clashes.

Moscow police also beefed up security around the Kyrgyz and Uzbek embassies to Russia.

The death toll has risen to 63 with another 838 injured.

The current clashes followed violence in May when supporters of former President Kurmanbek Bakiyev clashed with supporters of the interim government in the southern cities of Osh and Jalalabad.

Bakiyev was ousted in April when riots broke out across the country. At least 85 people were killed and thousands of others injured in those clashes.

Kyrgyzstan is expected to vote on a new constitution later this month, followed by new parliamentary elections in October.

Doctors and surgeons sent to Osh

The International Committee of the Red Cross (ICRC) and the Red Crescent Society of Kyrgyzstan due to ethnic clashes in Osh, provided medical supplies to six regional hospitals in order to cope with the influx of wounded.

"Dressings, glucose and painkillers were delivered to the hospitals. They are urgently needed to replenish stocks of drugs which have been spent to assist the more than 400 wounded," said a statement distributed by the humanitarian organization.

The Red Cross stresses that, "The majority of the victims suffered gunshot wounds and are in need of surgical care, half of the injuries will require further treatment."

ICRC spokeswoman Anna Nelson said that at this moment there are two more doctors and one surgical team being sent to Osh. She also added that, concerned with the ongoing violence which began in April, the ICRC has recently strengthened its presence in the city of Osh in order to monitor the humanitarian needs in the southern part of Kyrgyzstan, but could not say the exact number of medical organizations currently in Osh.

In a press release quoting Severin Shappaz, deputy head of ICRC delegation in Kyrgyzstan, it is noted that "most people who received gunshot wounds, will survive if they receive qualified medical assistance in the first hour or two after the incident."

"For this reason it is important that the sick and wounded have unimpeded access to health care and to enable health workers to perform their duties in safety." emphasizes Shappaz.

According to the latest data from the Ministry of Health of Kyrgyzstan, as a result of clashes between citizens of Uzbek and Kyrgyz origin which erupted last night in the regional center of Osh, medical care was sought in urban hospitals by 624 people, 406 of whom them remain hospitalized.

Approximately 50%-60% of the wounded are in serious condition.

The death toll has now risen to 46 people.

Emergency Russian medical assistance reaches Osh

The death toll in the city of Osh as a result of mass public unrest has reached 46 people, another 451 have been hospitalized, the press service of the Ministry of Health of Kyrgyzstan has reported.

"Over 646 victims have sought medical assistance, out of those, 451 people were hospitalized and 181 received outpatient care." stated the press-service.

According to the Ministry of Health, approximately 55% of the hospitalized are in serious condition."

In Osh, medical workers arrived from the capital of Kyrgyzstan, delivering loads of medicine and medical equipment.

"In Osh a shipment arrived from Russia which included items obtained from the World Health Organization. Medicine, emergency equipment and medical supplies were delivered. Arriving in Osh as well were 27 doctors from Bishkek, including surgeons, emergency technicians and anesthesiologists." Interfax reports.

Report: Saudis permit Israeli jets to pass over to Iran

London Times reports Saudis carry out defense missile tests aimed at allowing Israeli warplanes to pass through airspace on way to bomb nuclear facilities in Iran. 'We will let them through and see nothing,' says source

Saudi Arabia has carried out tests of its missile defense systems aimed at allowing Israeli warplanes to pass over its territory on their way to strike nuclear facilities in Iran, defense sources in the Persian Gulf told the London Times Saturday.

Passing over Saudi Arabia would shorten the flight to the Islamic Republic. According to the report, the missile tests were carried out in order to ensure that Israeli planes will not be shot down while flying over the kingdom's territory.

In 2009 the London Times reported that Mossad chief Meir Dagan held talks with Saudi Arabia on the subject, and even updated Prime Minister Benjamin Netanyahu on their outcome.

In the report, a diplomatic source was quoted by the paper as saying that "the Saudis hinted that they would agree to allow Israeli jets to pass through their airspace in order to carry out a mission with common Israeli and Saudi interests".

In Saturday's report a US defense source in the region was quoted as saying, "The Saudis have given their permission for the Israelis to pass over and they will look the other way."

He added, "They have already done tests to make sure their own jets aren't scrambled and no one gets shot down. This has all been done with the agreement of the State Department."

Sources in Saudi Arabia also told the paper that senior officials in the kingdom had agreed among themselves to allow the planes' passage....

"We all know this. We will let them through and see nothing," one source told the paper.

NATO soldier killed in blast, whilst Afghan bomb hits US convoy

A NATO soldier was killed Saturday in a blast in eastern Afghanistan, while a another bomb hit a US military convoy in country's north, causing injuries among the troops, officials said, DPA reported.

The NATO-led International Security Assistance Forces confirmed in a statement the death of its soldier as a result of the explosion in eastern region.

The statement did not reveal the soldier's nationality, nor did it say where exactly in the region the incident took place. Most of the soldiers deployed to eastern provinces are from the United States.

Saturday's death came a day after two US soldiers and another NATO service member were killed in separate attacks in southern Afghanistan. The latest death takes to 255 the total number of foreign troops killed in Afghan conflict so far this year - with 35 of those in the past two weeks alone.

A US military convoy was also hit by a roadside bomb in Kunduz city on Saturday morning, causing injuries among the soldiers, a police official said.

A German Press Agency dpa reporter in the area said that a military vehicle was flipped over by the force of the blast, while two helicopters landed near the site of the attack to evacuate the injured.

Taliban spokesman Zabiullah Mujahid took responsibility for the attack by phone from an undisclosed location, claiming that six US soldiers were killed when their fighters hit a military tank with a remote controlled roadside bomb.

There are more than 120,000 NATO and US troops currently based in the country, while the total number of foreign troops is set to peak at 150,000 by this summer.

Polish general appointed top NATO post


Lt General Mieczyslaw Bieniek is to be deputy commander at NATO headquarters in Norfolk, Virginia, US - the highest position a Pole has attained within the Atlantic alliance.

Defence Minister Bogdan Klich, refused to confirm the position simply however, saying a decision will be made "soon."

The PAP news agency reports that initially, Gen. Mieczyslaw Cieniuch was to fill the post. However, after the death of General Francis Gagor in the Smolensk air disaster General Cieniuch became the new head of the General Staff.

The post of deputy commander at NATO's Allied Command Transformation in Norfolk is a very prestigious position and Poland will share the post with Italy on a three year rotating basis. Four-star general positions in NATO positions are currently occupied by Americans, British, Germans, French and Italians. Poland will now be the sixth country to occupy a post at this level.

General Mieczyslaw Bieniek has been Poland's representative at NATO's Military Committee. Currently he is a three, not four star general, but by September, when Bieniek take sup his new role the Polish president, who is chief of the armed forces, will issue the general with the missing fourth star.

Ukraine's defense minister outlines priorities of cooperation with NATO


Ukrainian Defense Minister Mykhailo Yezhel has outlined the priority areas of cooperation with NATO in defense sector and stressed that they will use the proven mechanisms for their implementation.

At a meeting of the Ukraine-NATO Commission at the level of Defense Ministers, which took place on Thursday at the headquarters of the Alliance in Brussels, Yezhel noted that one of the priority areas of cooperation is the continued military and political dialogue between Ukraine and NATO in support of regional and global stability, reform of the armed forces and other components of the security sector of Ukraine, the press service of the Ministry of Defense reported.

Another area of cooperation involves practical support by Ukraine of "the global and regional stability by participating in operations lead by the Alliance," the minister said.

In addition, according to Yezhel, the cooperation will focus on "achieving the appropriate level of compatibility of the units of the armed forces of Ukraine and the forces of other countries - members of the Alliance."

Given this, the defense minister said that Ukraine will continue to use those mechanisms that have already proved their effectiveness. "This is, in particular, the NATO-Ukraine Commission, the Ukraine-NATO joint working group on military reform, the Partnership for Peace Planning and Review Process, the Individual Partnership Action Program between NATO and Ukraine, and other practical projects and initiatives," he said.
