Foreign Ministers to discuss Afghanistan and NATO's future in Tallinn

On 19 April, NATO Secretary General Anders Fogh Rasmussen presented the programme for the Informal Meeting of NATO Foreign Ministers, which will take place in Tallinn, Estonia, on 22 and 23 April. He highlighted as priorities the NATO-led operation in Afghanistan, discussions on the Alliance's new Strategic Concept, nuclear issues, missile defence, as well as NATO's reform and enlargement.

A clear framework for transition to Afghan lead

On Afghanistan, the Secretary General reminded that the aim of the 46 nations contributing to the NATO-led International Security Assistance Force (ISAF) is to move forward on transition to Afghan lead – a process that will take place when clear political and military conditions are in place, with the Afghans playing a key role.

"In Tallinn, we will take the next step, by agreeing on the principles and decision-making framework for transition," he said.

The Secretary General also announced that the ISAF operation is still missing about 450 army and police trainers, and said he would encourage Foreign Ministers to see what they can do to free up these resources.

The discussion on Afghanistan will involve the Foreign Ministers of the 46 ISAF contributing nations, the Afghan Foreign Minister as well as representatives from the European Union and the United Nations Mission in Afghanistan (UNAMA).

Addressing key aspects of NATO's future

Another main point on the meeting's agenda will be the process of reflection on a new Strategic Concept. NATO Ministers will be updated on the work of the Group of Experts and will discuss the way forward to the Lisbon Summit in November, where the Alliance will approve its new Strategic Concept.

Ministers will also address NATO's nuclear policy. This will be a timely discussion in view of the important steps recently taken on nuclear issues, namely the new START Agreement between the US and Russia, the new US Nuclear Posture Review, and the Washington Summit on securing nuclear material.

"No decision will be taken in Tallinn on NATO's nuclear policy," said the Secretary General, "but I do think the principles of the NATO discussion are already clear: first, that no Ally will take unilateral decisions; second, that as long as there are nuclear weapons in the world, NATO will need a nuclear deterrent."

In addition to NATO's nuclear policy, Ministers will discuss missile defence as a building block for the Lisbon Summit.

Also on the Tallinn agenda is NATO reform, including proposals for streamlining the Alliance's Command Structure.

Supporting Bosnia and Herzegovina's accession to NATO: not if, but when

Finally, on Bosnia and Herzegovina's request for the Membership Action Plan, the NATO programme of support to individual nations wishing to join the Alliance, Mr Fogh Rasmussen said: "It is not a matter of if, but when. The when is what Ministers will discuss in Tallinn."

"The place and future of Bosnia-Herzegovina is in the Euro-Atlantic structures," he added.

A final decision on whether the Ministerial Meeting will take place on 22 and 23 April, despite the ongoing air travel restriction, will be made on 20 April. It is currently still scheduled for these dates.

German prosecutors drop case against Kunduz airstrike colonel

The prosecution of the colonel who ordered the controversial Kunduz airstrike has been closed. The attack killed up to 142 people, many of whom were civilians. 

German state prosecutors on Monday said they had closed the case against Colonel Klein, the officer who ordered the controversial airstrike near Kunduz in September 2009.

According to the prosecution, neither Klein nor any of the other officers present before the attack were in a position to know that there were still civilians at the site at the time of the airstrikes.

Colonel Klein had, therefore, not acted in violation of either the international or German criminal code, the prosecution said. Ordering the airstrike on two fuel trucks that had been hijacked by Taliban insurgents did not qualify as an illegal method of warfare.

On September 4, 2009, Klein had requested a NATO airstrike against the two trucks fearing they would be used to attack a German troop base nearby.

NATO mission remains unpopular

The attack, and the subsequent revelations that many civilians were among the 142 dead, triggered a wide debate in Germany. The participation by the Bundeswehr in the NATO mission in Afghanistan is widely unpopular in the country.

The Kunduz airstrike is also currently the subject of a parliamentary board of inquiry which, in the course of the week, is to question Defense Minister Karl-Theodor zu Guttenberg.

The inquiry is focusing on whether the government has been transparent about the events in Kunduz or whether there have been attempts to cover up possible wrongdoing by German officers.

A surge of attacks on German troops in Afghanistan, and the death of seven soldiers over the last two weeks, have also reignited the controversy over whether the Germany military should be part of the NATO mission.

A memorial service for four German soldiers killed last week is scheduled for Thursday and a government spokesman has announced that Chancellor Angela Merkel will take part. She is expected to reconfirm the government's commitment to and support of the troops in Afghanistan.

The announcement of the suspension of the investigation into Colonel Klein was welcomed by Defense Minister Guttenberg. He said it provided "the greatest possible legal security" for German soldiers in Afghanistan.

NATO chief continues to seek trainers for Afghan mission

STUTTGART, Germany: Despite recent pledges, NATO remains short 450 trainers for its training mission in Afghanistan, according to the alliance's chief.

NATO Secretary General Anders Fogh Rasmussen, during his monthly news briefing Monday at NATO headquarters in Brussels, said Canada recently pledged 90 troops toward the effort to train Afghan soldiers and police.

In the past two months, 850 new trainers have been pledged or committed by allies for the training mission, which military leaders consider the linchpin to an exit from Afghanistan.

Rasmussen said NATO will continue to push for more commitments.

"I expect further offers to come soon," Rasmussen said.

Rasmussen also said Monday that NATO operations have not been affected by volcanic ash in the atmosphere, which has grounded flights across Europe since Thursday.

He declined to provide specifics for how NATO is coping. Military commanders last week had to reroute medical evacuation flights to Ramstein Air Base in Germany.

The unit's air traffic operations center and ramp operations have uploaded and downloaded more than 40,000 short tons of cargo from almost 3,000 aircraft moving in and out of the airfield here since Jan. 1.

Taliban moves onto abandoned U.S. base

KABUL: Taliban fighters swarmed over a mountaintop base abandoned last week by the U.S. military following some of the toughest fighting of the Afghan war, according to footage aired Monday by a major satellite television station.

The video [was shown] by Al-Jazeera....

The footage showed armed men walking through the former U.S. base, which was strewn with litter and empty bottles, and sitting atop sandbagged gun positions overlooking the steep hillsides and craggy landscape. Fighters said they recovered fuel and ammunition....

"We don't want Americans, we don't want Germans or any other foreigner. We don't want foreigners, we want peace. We want Taliban and Islam — we don't want anything else," one local resident said on the tape.

Another man identified by Al-Jazeera as a local Taliban commander said the militants intended to use the base for attacks on U.S. forces.

The pullout last week of the remaining 120 U.S. soldiers from the Korengal was part of a strategy announced last year by the top U.S. and NATO commander, Gen. Stanley McChrystal, to abandon small, difficult-to-defend bases in remote, sparsely populated areas and concentrate forces around major population centers.

Many of those outposts were established years ago to monitor Taliban and al-Qaida infiltration from Pakistan but proved difficult to resupply and defend.

Last October, about 300 insurgents nearly overran a U.S. outpost in Kamdesh, located north of the Korengal Valley, killing eight Americans and three Afghan soldiers. It was the bloodiest battle for U.S. forces since an attack on another remote outpost in July 2008, in which nine Americans died.

"When we repositioned our forces, we knew that there was a real possibility of insurgent forces going into there, but we still believe that decision was the correct one based on the resources that we have available and the objectives that we want to achieve," said a U.S. spokesman, Col. Wayne Shanks.

The withdrawal from Korengal, which U.S. troops dubbed the "Valley of Death," marked the end of near-daily battles with insurgents in the 6-mile (10-kilometer) valley in Kunar province. More than 40 U.S. troops were killed there over the last five years.

They included three Navy SEALs who died in a 2005 ambush. Insurgents also shot down a helicopter carrying Special Forces sent to rescue the SEALS, killing another 16 Americans.

Also Monday, an American soldier was killed and several wounded in an explosion at an Afghan National Army facility just outside the capital, Kabul, Shanks said. The blast originally was reported to have killed an Afghan soldier.

US to launch secret 'space warplane'

The United States Air Force has announced that it will launch a secret space plane that has sparked speculation about the militarization of space.

The Pentagon has set April 21 as the date for the launch of the robotic space plane known as the X-37B Orbital Test Vehicle (OTV), which is a reusable unmanned plane capable of long outer space missions at low orbits.

Since the nature of the project is shrouded in mystery, defense analysts allege that the US military is building the first generation of US 'space Predator drones' that will build up the United States' space armada, the Christian Science Monitor wrote in a recent article.

Military experts argue that the US Department of Defense would not have saved NASA's costly X-37B project, which had been scrapped, if it did not have a military application.

They say the US wants to maintain a leading role in space via the development of the new 'space weapon' at a time when other countries like China are expanding their space programs.

The OTV is capable of supporting a range of tests, the Air Force spokesperson for the project said earlier at the 26th National Space Symposium.

"The first mission will emphasize proving technologies necessary for long duration reusable space vehicles with autonomous reentry and landing capabilities," Angie Blair added.

She went on to say that the "specific details of the OTV capabilities, limitations and vulnerabilities" remain classified.

The X-37B can stay at an orbit between 200 and 800 kilometers for around 270 days before landing automatically at Vandenberg Air Force Base in California, reports say.

The location of the mission control center for the Boeing-made space vehicle is also a classified secret, but Blair says that Air Force Space Command's 3rd Space Experimentation Squadron (AFSPC) will run the operation.

Military space specialist Professor Roger Handberg, who is the chair of the Department of Political Science at the University of Central Florida in Orlando, told Space.com that the X-37B project may signify continued U.S. Air Force interest in a rapid response vehicle along the lines of the long-proposed space maneuver vehicle.

He added that the project could be viewed "as the logical extension of the push into unmanned aerial vehicles (UAVs) where vehicles used for observation have moved into weapon carriers and various other missions, many classified."

"From the perspective of international observers, especially in space-aspiring states such as China, the X-37B program just reinforces their view that the U.S. is pushing to gain first mover advantage in rapid response, including possible weaponization of space using this vehicle or a derivative," Handberg noted.

Political analysts say that the X-37B project could be interpreted as a violation of the Outer Space Treaty of 1967 if the space plane is used for military purposes.

The Outer Space Treaty of 1967, officially known as the Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies, states that the exploration and use of outer space shall be carried out for the benefit and in the interests of all countries and shall be the province of all mankind; states shall not place nuclear weapons or other weapons of mass destruction in orbit or on celestial bodies or station them in outer space in any other manner; the Moon and other celestial bodies shall be used exclusively for peaceful purposes; astronauts shall be regarded as the envoys of mankind; states shall be liable for damage caused by their space objects; and states shall avoid harmful contamination of space and celestial bodies.

Article IX of the Outer Space Treaty states: "A State Party to the Treaty which has reason to believe that an activity or experiment planned by another State Party in outer space, including the Moon and other celestial bodies, would cause potentially harmful interference with activities in the peaceful exploration and use of outer space, including the Moon and other celestial bodies, may request consultation concerning the activity or experiment."

In addition, a proposal has been put forward for a Space Preservation Treaty that would ban all space weapons, but no country has signed the treaty so far.

The U.S. Air Force this week will start flight-testing the first of a new generation of unmanned space planes designed to ferry satellite components to-and-from space.

On April 21, the service will launch the X-37B Orbital Test Vehicle into space from Cape Canaveral Air Station in Florida to "conduct various experiments and allow satellite sensors, subsystems, components and associated technology to be efficiently" ferried in-and-out of orbit, according to an April 19 service announcement.

While this week's flight is only meant to test the plane's performance in the highly stressful environment of space, it will eventually lead to the advent of so called plug-and-play experiments in space, according to the announcement.

"OTV has the potential to revolutionize how the Air Force operates in space by making space operations more aircraft like," said David Hamilton, director of the service's Rapid Capabilities Office.

The service is already discussing moving the program toward operational if the X-37B can prove its utility and cost effectiveness during tests of its advanced guidance, navigation, thermal protection and avionics systems, as well as high temperature structures and seals, according to the announcement.

The service has been eyeing various ways to install cheap, flexible systems onto its satellites as a way to quickly respond to changing mission needs under the Defense Department's operationally responsive space concept.

The space plane can stay aloft for 270 days before automatically re-entering Earth's atmosphere and landing like an airplane, according to the Air Force.

NATO soldier killed, several wounded in Afghanistan

A soldier of the NATO-led International Security Assistance Force (ISAF) was killed in an explosion and several others were wounded in Afghan capital Kabul on Monday, a press release of the alliance said.

"An ISAF service member died today following an explosion at an Afghan National Army facility in Kabul province,"the press release said, adding that several ISAF service members were wounded in the same incident and they were transported to an ISAF medical facility for treatment.

The incident is under investigation, it said.

However, it did not identity of the victim, saying it is ISAF policy to defer identification procedures for casualties to the relevant national authorities.

Earlier, Afghan Defense Ministry said in a statement that an explosion killed an Afghan soldier and wounded three others.

More than 160 ISAF soldiers have been killed since the beginning of this year with majority of them Americans in Afghanistan.

Azerbaijani-US military exercises postponed

The Azerbaijani Defence Ministry has confirmed the postponement of military exercises with the USA.

The exercises were originally scheduled for May and were to have been held in accordance with the US-Azerbaijani agreement on bilateral military cooperation.

The head of the Defence Ministry's press service, Lt-Col Eldar Sabiroglu, said that the training had been postponed.

'But I don't know the cause of the cancellation. I need to look into it,' he said.

US servicemen participated in the Regional Response – 2009 joint exercise in Azerbaijan last April, held in accordance with the bilateral military cooperation agreement. This year's exercise was to have been something similar.

It is not known who initiated the postponement of the exercises.

Nato tankers attacked in Pakistan's Khyber region


A bomb attack has destroyed two tankers in Pakistan's Khyber region, which were carrying fuel for Nato forces in Afghanistan, officials say.

A bomb was planted under one of the tankers, causing a huge explosion. The fire spread to another tanker and engulfed shops nearby, police say.

No-one has claimed responsibility for the attacks.

And correspondents say that militants also frequently target the supply lorries for US and Nato troops that travel through Pakistani territory.

NATO troops fire on vehicle, kill 4 unarmed Afghans

KABUL: NATO-led troops opened fire on a vehicle in southeastern Afghanistan, killing four unarmed men, the alliance said on Tuesday, the latest in series of incidents in recent weeks the United Nations has called disturbing.

The issue of civilian casualties caused by foreign forces is an emotive one in Afghanistan and has undermined public support for their presence in the country.

The statement described the men who had been killed as two "known insurgents" and two "associates," but a spokesman, Lieutenant-Colonel Todd Vician, said all may have been civilians.

The two were described as "insurgents" because they were found in the military's vast bio-metric database, Vician said. Asked if they could have been civilians who were scanned in the database for another reason, Vician said: "I think that's true."

NATO troops keep information about tens of thousands of Afghan men in their bio-metric database for a number of reasons, including those who seek access to military bases. Vician said none of the men were armed and no weapons were found in the car.

[R]ecent weeks have seen a spate of such incidents, prompting the new U.N. envoy in Afghanistan, Staffan de Mistura, to describe it last week as a "disturbing trend."

Last week foreign forces opened fire on a passenger bus outside southern Kandahar city, killing four civilians and wounding 18 others.

That incident came less than a week after NATO said it had launched an investigation into the deaths of four civilians -- two women, a child and an elderly man -- after an air strike.

Earlier this month, NATO acknowledged it had killed five Afghan civilians, including three women, during a botched night raid on a home in the southeast of the country in February.

More than 2,400 civilians were killed in 2009, the United Nations says, making it the deadliest year of a war now more than eight years old....
