U.S. Central Command commander pays sudden visit to Tajikistan

DUSHANBE: U.S. Central Command (USCENTCOM) Commander Gen. James Mattis paid an unannounced visit to Tajikistan on Wednesday, the U.S. Embassy in Dushanbe said on Thursday.

Mattis met with Tajik President Emomali Rahmon. The media was not admitted to the meeting.

The embassy said that Tajikistan was the first leg of the general's regional tour.

He met with Rahmon and other high-ranking Tajik officials to discuss regional problems and security and to express the U.S. gratitude for Tajikistan's support to the coalition efforts in Afghanistan, the embassy said.

Tajikistan's cooperation was of huge importance for regional stabilization, the embassy said.

The general confirmed the intention of the U.S. Central Command to continue cooperation with the Tajik government in the areas of mutual interest.

The United States granted $58.65 million in assistance to Tajikistan last year. This year the aid will grow by 11.2% to $65.48 million.

Tajikistan is an ally of the United States in the counter-terrorism operation in Afghanistan. It provided air corridors for supplies to Afghanistan in 2001, and opened land corridors for NATO non-military cargo in 2009.

Georgian delegation leaves for Brussels

Georgian governmental delegation has left for Brussels to take part in the North Atlantic Council session in the framework of the NATO-Georgia commission tomorrow.

The Georgian delegation will present the annual national action plan for 2011, which has been approved by the NATO integration state commission of Georgia.

The document was discussed at the session of the political council of the NATO-Georgia commission.

The document covers reforms in political, economic defence and security, legal, education and other sectors.

US focused on non-actual danger in Yemen

The modern idea of US security structures is that it is not Osama bin Laden who is the number one danger but a man from Yemen with his al-Qaeda department. The danger from this man to Saudi Arabia and Bab-el-Mandeb – every ship crossing the Suez Canal sails through Bab-el-Mandeb between Yemen and Somalia – is much bigger than from al-Qaeda groups in Yemen.

The current situation may provide for a division of Yemen into two states - the Shafi south and the Zaidi-style north. Especially now that civil war is about to break out and Saudi Arabian influence in Yemen is minimal.

Al-Qaeda in Yemen is no more than an instrument which President Saleh uses to persuade the US administration that he is their strategic partner in need of financial and military support, especially amid present-day conditions.

In this situation, the US came to realize that old plans, which are absolutely irrelevant today, were focused on a non-actual danger. This means that America will lose here as well, just as it happened in Afghanistan and Iraq.

Lithuania hopes for Azerbaijani gas

Baku: Lithuania hopes for Azerbaijan in solving problems with providing country with gas, the Speaker of the Lithuanian Seimas Irena Degutene said in Baku on Thursday.

According to her, there are problems with providing Lithuania with gas because of high [Russian] gas prices in the market. "Given that Azerbaijan has helped Georgia in this regard, we hope that it will cooperate with us as well. As part of my visit, this issue was also discussed," said Degutene.

Also the Speaker of the Lithuanian Seimas noted that during meetings with officials discussed the issue of Azerbaijani investments in Lithuania.

Azerbaijan is currently considering various options to sell the increasing volumes of gas.

In particular, the topic of discussion is the possibility of transporting Azerbaijani gas using pipelines belonging to the Southern Corridor. Such projects include Nabucco, ITGI, TAP and the White Stream.

Also, SOCAR (State Oil Company of Azerbaijan) is considering the feasibility of the project to supply liquefied natural gas to Romania via the Black Sea coast of Georgia (AGRI) and compressed natural gas - to Bulgaria.

Ulrich Eckle, principal administrator of the European Commission, Jeffery Piper, Desk officer USA and Ukraine at the European Commission; and Alexandros Petersen, Adviser on European Energy Security Initiative at the Woodrow Wilson Center were at the event.

Chevron-led Kazakh Venture Boosts 2010 Oil Output By 15%

U.S. Chevron Corp.-led (CVX) Tengizchevroil, Kazakhstan's largest oil producer, boosted its oil production in 2010 by 15% to 25.9 million metric tons, or about 567,000 barrels per day, a company spokeswoman said Thursday, Wall Street Journal reported.

The Tengiz field in western Kazakhastan is one of the world's deepest producing super giant fields. Its shareholders are Chevron with a 50% stake, Kazakh state oil and gas company KazMunaiGas with 20%, U.S. ExxonMobil (XOM) with 25% and LukArco with 5%.

Tengizchevroil's next expansion phase called Future Growth Project, if approved by its shareholders, would increase reserves by approximately 150 million tons, and would boost oil production to 36 million tons per year, or 780,000 barrels per day.

Tengizchevroil's potential is 6 billion to 9 billion barrels of recoverable oil.

Division stationed on Kurils may be turned into modern infantry brigade - source

MOSCOW: A machine gun-artillery division currently stationed on the Kuril Islands is to be turned into a modern-type motorized infantry brigade, a Russian Defense Ministry source told Interfax-AVN on Thursday.

"If such a decision is made, the brigade will be provided with standard weapons and military hardware and reinforced by Ground Forces' air defense systems. There are no plans to deploy S-400 air defense missile systems and fighter aircraft on the Kurils," he said.

After the division is turned into a brigade, its assigned strength will not be increased, he said.

Russia may build up military presence on Kurile Islands -- lawmaker

MOSCOW: Russia may build up its military presence on the Kurile Islands if faced with a security threat, State Duma Defence Committee Chairman Viktor Zavarzin said.

President Dmitry Medvedev said the islands of the Kurile Ridge should have enough armaments to ensure their security.

"The armaments to be additionally deployed there should be necessary, sufficient and modern to ensure the security of these islands as an integral part of the Russian Federation," Medvedev said at a meeting with Defence Minister Anatoly Serdyukov and Minister of Regional Development Viktor Basargin on Wednesday, February 9.

"Keep it under control, so that all the necessary decisions are implemented, supplies effected and the required reorganisation measures, if necessary, are carried through," he instructed the defence minister.

"The Kurile Islands are in fact of strategic importance for us, and we have a military unit stationed there. We are well aware that our frontiers must be effectively protected," Zavarzin said.

He recalled that "the state armament programme up to 2020 has been approved, for which 20 trillion roubles will be earmarked".

The programme calls for providing the Armed Forcers with new arms and equipment, with a focus on the development of the strategic nuclear capability, the Navy, missile defence, high-precision systems, reconnaissance and control.

"So if the situation warrants, we can increase our presence [on the Kurile Islands] as well as in any other region where our security is threatened," Zavarzin said.

His deputy Igor Barinov also confirmed earlier in the day that Russia would deploy defensive weapons on the Kurile Island as a political measure.

"The General Staff will decide which arms should be deployed there. It will also determine possible threats in that area and the resources that are available to our Armed Forces," Barinov said.

"Of course, these should be tactical weapons. We understand that we have no potential enemies with nuclear weapons in that region, except for North Korea, but I think it is not threatening us," the lawmaker said.

"Second, these should be defensive weapons – air defence systems, medium-range missiles – because we plan no offensive operations in the Far East. But nor will we cede even an inch of our own land," he said.

According to Barinov, practical steps to follow Medvedev's statements "will be more of a political nature in order to make it clear for some hotheads in Japan that there will be no revision of the results of World War II and that no territorial changes are planned."

MPs back US permanent military bases

KABUL: Some parliamentarians on Thursday voiced support to permanent bases of the US military in Afghanistan, arguing it would help prevent neighbours' interference.

President Hamid Karzai confirmed Tuesday that the United States was seeking to establish permanent bases in Afghanistan to target Al Qaeda and Taliban hideouts in the region.

Addressing a press conference in his fortified presidential palace, Karzai said that his government was negotiating with US officials over the legal and strategic details of the agreement.

Karzai did not say when the agreement was going to be finalised, but said the long-term US military bases would need approval from the traditional Loya Jirga and the Parliament.

Khalid Pashtun, a representative from southern Kandahar province, told Pajhwok Afghan News that US military bases would help prevent neighbouring countries from interfering into the country's internal affairs.

"The deal should be under the condition that the country's sovereignty will not be harmed," he said. "It would disappoint neighbours who fund militants."

Another MP, Gul Badshah Majeedi, said that the day foreign soldiers completed their withdrawal from Afghanistan, Iran and Pakistan would resume their past activities.

However, Majeedi insisted any deal about the long term presence of US military bases should be signed by the national assembly and the Loya Jirga.

"Since Afghanistan is a weak country compared to Iran and Pakistan, there is a great need for foreign troops' presence that may last long," he added.

MP Maulvi Arsala Rahmani, also agreed to a conditional presence of foreign soldiers in Afghanistan beyond the end of security transition that beings March 21.

When asked whether the presence of foreign troops would bring the country's sovereignty under question, he said: "No, by no means, because there are many US bases in Saudi Arabia and other countries, but they still do their work independently."

Japan's FM insists Russian-held islands are Japanese territory


TOKYO: Japan's Foreign Minister Seiji Maehara on Thursday reiterated his government's stance on disputed islands it holds claim to off Hokkaido, northeastern Japan, saying that they are sovereign Japanese territory from a point of law.

Speaking at a press conference, Maehara said that regardless of how many Russian dignitaries visit the islands or how much Russia' s military presence grows in the area, the islands are originally Japanese territory from an international legal standpoint.

Russian President Dmitry Medvedev became the first Russian leader to visit the islands last November.

Four islands - which Russia calls the Southern Kurils and Japan calls the Northern Territories - are the subject of a 60-year dispute between the two nations.

Maehara's comments are thought to be a retort to Russian President Medvedev's orders Wednesday to boost his nation's military presence on the Kuril Islands.

Japan's foreign minister will meet with his counterpart Sergey Lavrov in Moscow on Friday amid growing tensions and saber-rattling between the two countries, exacerbated by Japanese Prime Minister Naoto Kan saying this week that Medvedev's visit to one of the four Russian-held islands last November was an ''unforgivable outrage.''

Russian Foreign Ministry spokesman Alexander Lukashevich said that the comments made by Kan were extremely unfriendly and had considerably damaged Russia-Japan relations regarding the territorial dispute.

Against a backdrop of ill-feeling, Maehara's forthcoming visit to Russia is aimed at resolving economic issues between the two countries, but the territorial standoff is showing no signs of abating, with the Russian side insisting Japan changes its fundamental stance towards Russia.

The dispute over sovereignty is largely concerned with the somewhat ambiguous San Francisco Peace Treaty between the Allied Powers and Japan inked in 1951.

The treaty states that Japan must give up its claims to the Kuril islands, but recognition of sovereignty over the islands was not given to the Soviet Union either, and therein lies the conflict.

Russia believes sovereignty was recognized long before the 1951 treaty, at the end of the Second World War, but the islands of Etorofu, Kunashiri, Shikotan and the Habomai rocks are believed by Japan to be a part of the Nemuro Subprefecture of Hokkaido Prefecture. Russia has and continues to ardently contest this.

The pace of the deterioration of Russia-Japan relations quickened in 2006 when a Japanese fisherman was killed and a crab fishing boat was captured in the waters around the disputed Kuril Islands, but days later Russian Foreign Minister Sergei Lavrov pledged Russia would build relations with Japan through increased dialogue and Japan's foreign minister at that time received the pledge with equal good will saying Japan has a "firm and long standing relationship with Russia."

The Japanese government for its part incensed Russia when in 2008 it published a new guideline for school textbooks to teach Japanese children that their country has sovereignty over the Kuril Islands. The Foreign Minister of Russia said Tokyo's actions were reprehensible and Russia reaffirmed its sovereignty over the islands.

In January last year, Russian border guards were engaged in an aggressive encounter with two Japanese fishing vessels in disputed waters off the islands.

The territorial dispute has prevented the two countries from ever signing a postwar peace treaty.

Pacific ready response force closer to reality

A Pacific focussed ready response military force being set up by New Zealand and Australia is to be finalised next month, with two New Zealand soldiers posted to Brisbane.

The idea of the response force was first mooted 18 month ago and New Zealand's defence minister, Dr Wayne Mapp and his Australian counterpart, Stephen Smith, say joint training will be get underway later this year.
