Let U-2 Get Shot Down? Book Says Idea Broached
Former JCS Chairman says member of Clinton administration suggested idea to trigger action against Iraq

One proposal to start a war in Iraq: Let Saddam Hussein shoot down an U.S. Air Force U-2.
Retired Chairman of the Joint Chiefs Gen. Hugh Shelton said he heard that idea in October 1997 from a high-ranking member of the Clinton administration. The revelation is part of Shelton's new autobiography "Without Hesitation: The Odyssey of an American Warrior," released on Oct. 12.
Shelton said he agreed to the idea with one major condition, that the unnamed administration member fly the U-2. Needless to say, the idea was never mentioned again to the general.
At the time the Air Force, Navy and British Royal Air Force fighters flew daily combat patrols over Iraq as part of Operation Northern Watch and Operation Southern Watch, making sure Iraqi aircraft did not violate no-fly zones. When Iraqi anti-aircraft sites took pot shots at the planes, the response was swift. No allied fighters were ever lost.
Shelton said in the book that early in his tenure as chairman of the Joint Chiefs of Staff, top Clinton officials held small, weekly White House breakfasts in National Security Advisor Sandy Berger's Shelton said it was "a comfortable setting that encouraged brainstorming of potential options on a variety of issues of the day."
At that time, U-2 aircraft were on reconnaissance sorties over Iraq and at one of his first breakfasts, one of the cabinet members present said to Shelton, "Hugh, I know I shouldn't even be asking you this, but what we really need in order to go in and take out Saddam is a precipitous event - something that would make us look good in the eyes of the world. Could you have one of our U-2s fly low enough - and slow enough - so as to guarantee that Saddam could shoot it down?"
"The hair on the back of my neck bristled, my teeth clenched, and my fists tightened," Shelton wrote. "I was so mad I was about to explode. I looked across the table, thinking about the pilot in the U-2 and responded, 'Of course we can ...' which prompted a big smile on the official's face.
"'You can?' was the excited reply.
"'Why, of course we can,'" I countered. 'Just as soon as we get your ass qualified to fly it, I will have it flown just as low and slow as you want to go.'
Shelton went onto say that he was shocked at the disrespect and audacity of the question and told the cabinet member, "Remember, there is one of our great Americans flying that U-2, and you are asking me to intentionally send him or her to their death for an opportunity to kick Saddam. The last time I checked, we don't operate like that here in America."

600th NATO soldier killed in Afghanistan
The six hundredth NATO soldier has been killed in Afghanistan since the beginning of the year, the international security command in Afghanistan say.
A total of 521 foreign soldiers were killed in Afghanistan last year.
All in all, more than 2,100 servicemen have lost their lives in Afghanistan since coalition forces entered the country in 2001.

U.S.-South Korea sea exercise will go on as planned, U.S. military says

YOKOSUKA NAVAL BASE, Japan: An aircraft carrier exercise involving the United States and South Korea will go ahead as planned, U.S. officials said Monday after South Korean media reported that the exercise had been shelved to placate China.
The two nations had planned the Yellow Sea exercise for later this month but canceled it ahead of a G-20 economic in Seoul on Nov. 11, said several news outlets who attributed the news to unnamed "high-level government sources" Monday. An unnamed source said the exercise would not be held this year "in a bid not to unnecessarily antagonize neighboring countries," according to South Korean news agency Yonhap News.
U.S. military officials declined to comment directly on whether a Yellow Sea exercise was planned prior to the G20 meetings or postponed to ease tensions with China. However, they did say that the two nations will continue the ongoing series of military exercises agreed upon in July as a deterrent to North Korea.

"We have already said that one exercise in the series is expected to involve the aircraft carrier USS George Washington and be conducted off the western coast of the Korean Peninsula," said 7th Fleet spokesman Cmdr. Jeff Davis. "That plan still stands."
Chinese leaders spoke out strongly against earlier U.S.-South Korea exercises in September, which they said effectively put missiles within striking distance of Beijing. The Chinese consider the most of the Yellow Sea, East China Sea and South China Sea to be their territory....

Arming Canadian Coast Guard icebreakers in the Arctic is one more way for Canada to assert its sovereignty without provoking conflict.
The federal government has agreed to study the recommendation to put guns on decks of icebreakers, as part of a response tabled last week to a Senate report, Controlling Canada's Arctic Waters: Role of the Canadian Coast Guard.
The U.S. Coast Guard, which has a part-military mandate and enforces military law in both domestic and international waters, is preparing for increased traffic in the far North, suggesting Canada needs to up its game. This year, Russia sailed across the ocean through the Bering Strait, and is planning another eight trips next year.
Light arms in remote waters would be neither unusual nor provocative, as gunfire can be used as a warning when foreign vessels drift unauthorized into Canadian waters. Australia began using deck-mounted machine guns in 2004 as part of its commitment to police its remote and hazardous sub-Antarctic waters.
The Canadian Coast Guard's role will inevitably change because a thawing Arctic will eventually introduce potential security threats, including illegal immigration, piracy, drug smuggling and terrorism. Sending a Canadian Forces armed vessel to deal with Arctic security breaches, costs too much in time and money, when a Coast Guard ship is already there.
Arming icebreakers is the most obvious way to protect Canadian security and exert Canadian sovereignty in an increasingly accessible, internationally contested region.

Missile defense comes to UNL

Opportunity swept onto the University of Nebraska-Lincoln campus Monday at hypersonic speed.
Lt. Gen. Patrick O'Reilly, director of the U.S. Missile Defense Agency, came to recruit students and offer UNL a chance at a piece of the research pie.

Prem Paul, vice chancellor for research and economic development, welcomed O'Reilly and Sen. Ben Nelson to an auditorium filled with science and engineering students.
O'Reilly briefed them on a high-tech, other-worldly missile defense program that deals in cutting-edge science and engineering directed at precision "hits-to-kill" on streaking targets.
Bull's-eyes are measured in inches.
"Our challenge is to destroy it in flight," O'Reilly said.

Now, directed-energy lasers are ushering the program into the Star Wars world of warp speed.
Nelson, chairman of the Senate Armed Services subcommittee on strategic forces, said the agency faces a complex research and development challenge as it moves more into space.
O'Reilly said his budget provides about $52 million a year for university research as part of a $700 million expenditure for advanced technology research.

Missile defense can be strengthened by extended deterrence, O'Reilly said. That means persuading allies to work with the United States in building a united capability.
Within a month, he said, NATO countries will meet in Lisbon to consider a missile defense system for Europe....
So far, 43 of the 54 hit-to-kill intercepts launched by the United States in test flights since 2001 have been successful, O'Reilly said.
In 2008, a missile launch successfully destroyed an out-of-control U.S. spy satellite with a toxic fuel tank traveling at 18,000 miles per hour about 150 miles above the Earth.
The strike hit within two inches of the exact target, O'Reilly said.

Authors of Best Topics on NATO Awarded at Ministry of Education
An award ceremony for the winners of the competition Master and Bachelor Papers on NATO and Security was held at the Ministry of Education and Science (MES).
The competition was held by the NGO New Generation-New Initiative and NATO Public Diplomacy Division, with the support of the Ministry of Education and Science of Georgia.
The competition was designed to improve the knowledge of the youth on NATO and international security issues. Students of the leading Universities of Georgia, who wrote Master and Bachelor papers on NATO and Security issues took part in the project. Experts Soso Tsintsadze, Nika Chitadze and David Aphrasidze assessed the papers.
Minister of Education and Science of Georgia, Dimitri Shashkini and Chairman of the New Generation-New Initiative, Mikheil Devdariani spoke about the importance of the project at the press-conference. Officer of NATO Public Diplomacy Division, Kristina Baleisyte awarded the participants with diplomas and congratulated them on their success.
The competition of Master and Bachelor Papers on NATO and Security will be held every year from now on.

Exercise "Balkan Flash 2010" kicks off in Pepeliste
The situational-tactical exercise "Balkan Flash 2010", kicked off Sunday at the military Training Center Pepeliste near Negotino, the Information Service of the Macedonian Army Headquarters said in a press release.
The exercise will be a subject of a final NATO evaluation Level 2-CREVAL, i.e. combat readiness of Macedonian Army (ARM) units in NATO, EU and UN-led support operations.
The combat readiness of ARM's infantry battalion, military police unit and in-depth monitoring unit will be evaluated, along with the Level 2 self-assessment of helicopter detachment of the aviation VING.
A national NATO team will conduct the evaluation, under the monitoring of a NATO Assessment Team, in the army barracks and on the ground.
The exercise, which is to run until November 3 at army field Krivolak, military airport Petrovec, as well as army barracks Jane Sandanski in Stip and Ilinden in Skopje, will bring together over 1,200 participants.

The US will invade Pakistan to deal with instability and Australia must send troops there, too, says independent MP Bob Katter.
Mr Katter told parliament yesterday the situation in Pakistan was increasing the likelihood of a US invasion, which Australia should support.
Speaking during the debate on Afghanistan, Mr Katter, who was once the proud owner of an AK-47 assault rifle, said the security situation in Pakistan was "highly volatile".
With the government of Pakistan under increasing threat from armed fundamentalist rebels, a US military invasion was inevitable, Mr Katter said.
"Having said all those things, there has never been any doubt in my mind that if the Americans go in and they request us to go in, we absolutely must go in.
"This is not a happy event for Australia.
"Are we to tag along as the tail on the donkey? Yes, that is absolutely correct."

Yesterday, Defence confirmed that four soldiers had been wounded last week during a firefight with the Taliban in Sha Wali Kot, in southern Afghanistan. Two soldiers would be evacuated home, one of whom had a serious wound, a Defence spokesman said.
It brings to 156 the total number of Australian soldiers wounded in action in Afghanistan since 2001.
A total of 21 Diggers have been killed over the same period, 10 this year alone.

NATO Delegation in Krtsanisi National Training Center
A NATO delegation visited the Krtsanisi National Training Center today.
Ambassadors of NATO member states visiting Georgia as part of NATO Days were hosted by Deputy Defence Minister Nodar Kharshiladze and Head of Trainings and Military Education Department of JS of GAF, Colonel Nikoloz Janjgava.
Deputy State Minister of Georgia on European and Euro-Atlantic Integration Helen Khoshtaria visited the Krtsanisi Training Center together with the foreign guests.
NATO delegation members visited the simulation training center of the base.
A delegation of Ambassadors from Lithuania, Linas Linkevicius; Latvia, Janis Eichmanis; Estonia, Yuri Luik; and the Deputy Ambassador of the US to NATO John Heffern received information about ongoing reforms in the military education sphere; they also took interest in current training programs and exercises ongoing at the Training Center.
As the Lithuanian Ambassador to NATO Linas Linkevicius stated, the visit was very interesting: "We came during the final preparation of the summit, trying to show how important for us is the relationship with Georgia. It doesn't just sound good but it's in real life, because we have a very good frame of cooperation. I believe that Georgia has all necessary sets of leverages and the tools to be prepared for the membership, but it's not just a technical task. It's a political question and when the time comes there will be a political decision about membership," stated Linas Linkevicius.
"We had an opportunity to exchange information before the Lisbon Summit and find out what are the expectations regarding Georgia's NATO integration. The current reforms in the defence sphere received a positive evaluation.
"After the visit to the Krtsanisi National Training Center NATO ambassadors were satisfied with the level of preparedness of Georgian soldiers and expressed their appreciation for our participation in the ISAF operation," declared Deputy Defence Minister Nodar Karshiladze.
The NATO Delegation is paying a visit to Georgia in the framework of NATO Week. Delegation members already met with the State Minister of Georgia for Reintegration Temur Iakobashivili, Georgian experts, NGOs and representatives of ethnic minorities. The NATO delegation will leave Georgia tomorrow.
