Turkish-NATO missile defense talks under way

Negotiations between Turkey and NATO on the possible deployment of missile defense elements on the Turkish territory are currently in progress, the country's Foreign Ministry spokesman Selçuk Ünal told journalists in Ankara.

Turkey maintains the establishment of an integrated ABM system of the North Atlantic Alliance, aimed at ensuring security of all NATO member-states, he said. The Turkish government, which gives preference to NATO's missile shield rather than the American one, denounces any statements concerning Washington's alleged pressure on Ankara.

Turkey-NATO missile defense talks are planned to be completed before the alliance's November summit in Portugal.

Moscow urges NATO to limit presence near Russian borders

Russia is pressing for a NATO ban on the deployment of substantial numbers of allied forces in the newly-admitted eastern member-nations.

Last December, Foreign Minister Sergei Lavrov handed the alliance's Secretary General Anders Fogh Rasmussen a draft agreement on a new framework for Russia-NATO relationship. Although the fact was kept secret by mutual consent, talks have been going on uninterrupted ever since.

The Russian version of the draft sets a ceiling for the number of troops and weapons allowed for deployment, a move it says will make NATO's military activities more predictable. The alliance has hinted that a compromise is not unlikely and could be put for discussion at the upcoming Russia-NATO summit Lisbon, or even earlier, during Fogh Rasmussen's visit to Moscow, initially scheduled for November 5.

Vladimir Yevseyev, head of the Center for Socio-Political Studies, takes a look at the issue:

Speaking about what the term "substantial forces" actually implies, it looks like it's a question of new military bases. Apparently, Russia hates the prospect of having any new NATO bases in Central or Eastern Europe, and it will, of course, strongly object to any U.S. military bases, for example in Georgia or in Azerbaijan. Speaking about troop numbers, they could compare with relatively small U.S. bases in Bulgaria and Romania, roughly the size of a brigade, or between 2,500 and 3,000 servicemen.

Why does Russia oppose this? Because any additional amount of weapons deployed in relative proximity to the Russian border will force it to retaliate with deterrence. From that point of view, the idea is quite comprehensible and, in my opinion, it will not encounter strong opposition from NATO because new bases do not seem to be an issue now as the economic crisis continues.

Two U.S. drone attacks kill 8 in NW Pakistan


ISLAMABAD: At least eight people were killed and many others injured Wednesday in two American drone attacks in the northwest of Pakistan, local media reported.

According to reports, four suspected militants were killed when the U.S. pilotless plane fired two missiles at a vehicle in Datta Khel area of North Waziristan, Pakistan tribal region bordering Afghanistan.

In another attack the drone targeted a house in the Tehsil Mir Ali area of the same region which killed four people and injured many others, State TV channel PTV reported.

The U.S. drones regularly hit hideouts of the militants in the Pakistani tribal region, which Washington considers as the center of Taliban and al-Qaida remnants. Pakistan opposes the U.S. strikes inside the country's tribal regions, but the United States does not accept Islamabad's request.

Germany pledges millions for Taliban

Germany's foreign ministry says it has signed an agreement with Afghanistan to give 14 million dollars to Taliban militants, who choose to lay down their arms, every year.

Berlin says the contract will be valid for five years and the cash will only be paid to militants who lay down their weapons.

German Foreign Minister Guido Westerwelle said on Wednesday that reintegrating former militants into the Afghan social and political fabric is crucial to stabilizing Afghanistan, DPA reported.

However, the funding goes against the stated goal of the NATO mission in Afghanistan, which was to hunt down al-Qaeda militants and to root out the Taliban.

As a member of the military alliance, Germany joined the US-led war in Afghanistan violating its constitution, which forbids Berlin from military involvement in any wars.

The 2001 US-led invasion of Afghanistan was launched with the official objective of curbing militancy and bringing peace and stability to the country.

Nine years on, however, American and Afghan officials admit the country remains unstable as civilians continue to pay the heaviest price and militant commanders remain at large and have resorted to negotiation with the very terrorists they initially opted to eradicate.

9 million Afghans live in extreme poverty

KABUL: Two years ago, five million people in Afghanistan lived in extreme
poverty, but now the number has increased to nine million, a senior official said on Wednesday.

Salim Kunduzi, the deputy agriculture, irrigation and livestock minister, told a gathering to mark World Food Day that those people who did not have enough food and other basic daily necessities were considered the “extreme poor†.

According to the Food and Agriculture Organisation, (FAO), extreme poverty is measured by having none or less than five hectares of land.

Kunduzi said that the number of poor varied throughout the year, but always
increased in the winter.

Recent floods across the country and in Pakistan have also contributed to the number of people in dire circumstances, he said.

Marking the World Food Day in Kabul, the Agriculture, Irrigation and Livestock Ministry, the World Food Programme (WFP) and the United Nations Food and Agricultural Organization (FAO) signed an agreement under the title "Stand United Against Hunger".

According to FAO, 925 million people across the world are living in extreme
poverty.

A FAO representative in Afghanistan, Tekeste Ghebray Tekie, said people who have no agriculture land or less than five hectares of land were living in extreme poverty in Afghanistan.

Senate approves Czech foreign military missions until 2013


Prague: The Czech Senate, the upper house of parliament, today approved the government´s proposal for Czech foreign military missions until 2013.

Next year, up to 720 Czech troops are to operate in Afghanistan, and up to 640 in 2012, mainly within the Czech Provincial Reconstruction Team in Logar.

On the other hand, Czech soldiers are to gradually withdraw from Kosovo. Their number is to decline to about 90 troops by the end of this year, and to some 60 by next summer. Afterwards, only 15 Czech officers will remain serving in the KFOR headquarters.

The government proposal was supported by 57 senators, including all present senators for the governing ODS and TOP 09, and 11 opposition Social Democrats (CSSD).

Two CSSD senators and all three opposition Communists (KSCM) voted against.

Fourteen CSSD senators abstained from voting.

"Our army should mainly be ready to assist our citizens, apart from our participation in foreign operations," one of the CSSD critics, Jaroslav Sykacek, said.

The Senate decided on the missions in its "old" lineup from 2008, dominated by the right-wing government parties.

This has been criticised by the CSSD, which gained a majority in the upper house in the elections earlier this month. The Senate, however, will start working in its "new" lineup in November only.

The lower house of parliament, in which the government has a comfortable majority, is to vote on the 2011-2013 missions in the weeks to come.

The government reckons with the Czech contingent in Afghanistan to be reinforced by about 200 troops next year. In 2012, their number is to decline by 80.

"The plan mainly reflects our responsibility in relation to the Czech Republic´s position in the world and to its own security," Defence Minister Alexandr Vondra (Civic Democrats, ODS) told the senators today.

He said the proposal is shaped "to secure Czech units´ maximally effective participation in the areas of interest, and also the [state´s] responsibility for those who serve in the first line of the Czech Republic´s defence, i.e. Czech soldiers."

An increase in Czech military participation in Afghanistan has been requested by the international community with the United States at the head.

Britain's senior military officer warned on Wednesday that troop levels in Afghanistan won't be reduced for up to five years as America conceded that it has failed to inflict significant damage on the Taliban since sending 34,000 reinforcements to the battle

Air Chief Marshall Sir Jock Stirrup, who retires as Chief of the Defence staff on Friday, told the BBC that a significant cut in numbers would not come until the end of Prime Minister David Cameron's 2015 deadline for the end of combat operations.

"I suspect that our reduction is going to be fairy rapid and steep towards the end of that period rather than gradually over the next four to five years," he said. "It would be wrong to suggest that from next year you could start to see significant reductions in numbers of British forces; I really do not think that would be sensible."

US officials said the Taliban had been able to "re-establish and regenerate" after coming under attack by the addition Nato troops.

"The insurgency seems to be maintaining its resilience," a defence official told the Washington Post newspaper. "For the senior leadership not much has changed. At most we're seeing lines of support disrupted but its temporary."

Mikhail Gorbachev, the former Soviet leader who pulled the Red Army out of Afghanistan in 1979 [1989], added his own warning that victory for Nato in Afghanistan was "impossible" but advised President Barack Obama to press on with the withdrawal of US troops from the middle of next year.

"Victory is impossible in Afghanistan. Obama is right to pull the troops out. No matter how difficult it will be," he said. "But what's the alternative – another Vietnam? Sending in half-a-million troops? That wouldn't work."

William Hague, the Foreign Secretary, dismissed Mr Gorbachev's warnings, telling the House of Commons that Nato had the right strategy to secure British national security interest in Afghanistan although he predicted attacks by the Taliban were continuing to escalate.

"The Government is confident that we have the right military strategy in place and the right number of troops in Afghanistan," he said. "However we must expect levels of violence to remain high, and even increase, as Afghan and Isaf forces tackle the insurgency."

A UN report issued in September said there had been 95 per cent increase in assassinations of Afghans and an 82 per cent increase in road side bombings over the past year.

NATO soldier killed in Afghan bomb attack

KABUL: A NATO soldier was killed in a bomb attack in northern Afghanistan on Wednesday, the alliance said.

The International Security Assistance Force gave no further details and does not identify nationalities of casualties as a matter of policy.

Wednesday's death brings to 603 the number of foreign troops to die this year in Afghanistan, according to an AFP tally based on the independent icasualties.org website that tracks military deaths.

The figure is by far the highest annual toll in nine years of war and on average, two soldiers die each day.

More than 2,170 foreign soldiers have now been killed since the 2001 US-led invasion of Afghanistan overthrew the hardline Islamist Taliban regime.

The United States and NATO have more than 150,000 soldiers in the country fighting the Taliban-led insurgency, which is concentrated in the south but has spread increasingly to previously peaceful parts of the north and west.

'NATO missile system targets Russia'

Senior Iranian lawmaker Alaeddin Boroujerdi says NATO's US-backed missile system plan has been devised to counter Russia not the Islamic Republic.

"The Russians have always stressed that this missile system is for countering Russia, not Iran," head of the Majlis National Security and Foreign Policy Commission said on Wednesday.

"The missile system is a rusty weapon and the Americans have been using this weapon since they declared war against the Islamic Republic of Iran and [since] our capabilities [started to] worry them," Mehr News Agency quoted Boroujerdi as saying.

In September, Secretary-General of the North Atlantic Treaty Organization (NATO) Anders Fogh Rasmussen proposed to develop a 200-million-euro (253-million-dollar) missile system around Europe against possible attacks by "rogue states."

Rasmussen then named Iran's nuclear program as one of the reasons that justify the necessity of a missile system, saying, "If Iran eventually acquires a nuclear capability that will be very dangerous, and a direct threat to the allies."

This is while the International Atomic Energy Agency (IAEA) has repeatedly verified the non-diversion of Iran's nuclear program.

As a member of the IAEA and a signatory to the Nuclear Non-Proliferation Treaty (NPT) Iran has repeatedly said it has no plan to develop a military nuclear program.

NATO member states have been trying to ensure Russia's cooperation in the missile system project.

Russia, however, has opposed the plan, arguing that the missile system would be a threat to its sovereignty and that it is meant to pacify its ballistic capability, dismissing NATO claims regarding an Iranian threat.

Turkey, has also expressed skepticism towards the proposal, and opposed singling out Iran, Syria or Russia as threats to be countered by the anti-missile system.

"We do not perceive any threat from any neighbor countries and we do not think our neighbors form a threat to NATO," Turkish Foreign Minister Ahmet Davutoglu said last week.

Boroujerdi said Turkey has long been under pressure form the US because of its revolutionary stances towards Gaza and Palestine, and the deployment of the missile system is in line with this pressure.

"Iran's [military] capabilities are merely defensive and we are not considered a threat in the region, so there is no need for a missile system," the Iranian lawmaker concluded.

U.S.-India Exercise Exemplifies Growing Cooperation

-While reinforcing military-to-military relationships with longtime partners in the region such as South Korea, Japan, Thailand, the Philippines and Australia, Mixon said the command is increasingly engaging with other strategically significant nations. These include Indonesia and Malaysia, important moderate Muslim nations, as well as India.

WASHINGTON: U.S. Army elements in Alaska are preparing to host India's army for the next in a series of annual field engagements that aim to improve bilateral readiness and cooperation while demonstrating U.S. commitment to South Asia and the broader Asia-Pacific region, the U.S. Army Pacific commander told American Forces Press Service.

U.S. Army Lt. Gen. Benjamin R. Mixon called the Yudh Abhyas exercise to be held next month on Joint Base Elmendorf-Richardson an example of the growing theater security cooperation program under way throughout the region that's extending far beyond historical alliances.

Last year alone, U.S. Army Pacific conducted 214 of these events in 29 countries – ranging from the Army's largest multinational exercise, involving 12,000 participants, to small staff-officer exchanges.

While reinforcing military-to-military relationships with longtime partners in the region such as South Korea, Japan, Thailand, the Philippines and Australia, Mixon said the command is increasingly engaging with other strategically significant nations. These include Indonesia and Malaysia, important moderate Muslim nations, as well as India.

During Yudh Abhyas 2010, the 25th Infantry Division's 4th Brigade Combat Team "Spartans" will join their Indian counterparts in airborne and weapons exchanges and a brigade-level command post exercise.

"It's going to be a great exercise," Mixon said.

The training will build on last year's Yudh Abhyas exercise, the U.S. and Indian armies' largest joint military exercise ever, which also included the largest deployment of Stryker armored vehicles outside a combat zone. About 300 U.S. soldiers from the 25th Infantry Division's 2nd Squadron, 14th Cavalry Regiment, deployed from Hawaii with 18 Strykers to train with the Indian army's 7th Mechanized Infantry Battalion at one of India's premier military training sites.

These and similar engagements, Mixon said, are key building blocks in supporting a regional security framework.

"The importance of the Asia-Pacific region is obvious to everybody," he said. "So across the board, having a U.S. presence on the ground in the Asia-Pacific region enhances peace and stability in the area."

Mixon has presented Army leaders with a long-range plan to improve training areas within U.S. Army Pacific. The plan, if approved, will enhance capabilities and save dollars spent deploying Pacific-based U.S. units elsewhere for training, he said. But it will also offer U.S. Army Pacific new opportunities to host regional partners for military-to-military training such as Yudh Abhyas 2010.

Mixon noted how many of his soldiers easily adapted as they shifted from one culture to another during exercises last year in Thailand and the Philippines. "That is what we want our soldiers to be able to do," he said.

As these efforts continue, U.S. Army Pacific is undergoing an internal reorganization that will improve its ability to support a operations in one of its key focus areas, the Korean peninsula. That initiative, called Pacific Integration, involves folding 8th U.S. Army in Korea into U.S. Army Pacific by next year. Eighth Army already has reorganized as the Army's only field army, poised on the Korean peninsula to fight alongside its South Korean counterparts, if required.

U.S. Army Pacific will provide enabling capabilities for 8th Army, along with other Army units throughout the region.

Establishing a single Army service component in the Pacific will eliminate redundancies and provide a more efficient, more capable force, Mixon said.

Kazakhs to serve at coalition HQ in Afghanistan

BRUSSELS: Several Kazakhstani troops will serve at the headquarters of the international coalition in Afghanistan, Kazakhstani President Nursultan Nazarbayev said October 25 after talks with NATO Secretary General Anders Fogh Rasmussen, news.mail.ru reported.

Kazakhstan has opened air and rail corridors for delivering supplies to the international coalition, Nazarbayev said.

Rasmussen called Kazakhstan a "leading partner" of the coalition.

COPENHAGEN: A Danish warship boarded a pirate supply vessel off the coast of Somalia, captured six suspected pirates and then sank the ship, Denmark's navy said on Wednesday.

The suspects were later freed on the coast, a Danish naval command spokesman said.

"They had not committed anything criminal at sea -- they were just on the wrong boat, with the wrong gear at the wrong time," spokesman Kenneth Nielsen said. "They had equipment on board that could be used in piracy."

The boat was seized on Tuesday by the navy's Esbern Snarre vessel during a NATO patrol along Somalia's east coast, the naval command said in a statement.

The Danish crew confiscated a small number weapons and a large amount of fuel before setting explosives to the boat and sinking it, the navy said.

Turkey preparing for NATO ABM system

ANKARA, Turkey: Despite initial doubts about NATO's anti-ballistic missile system, Turkey has begun technical studies of the system.

Turkish officials expressed concern that the system may be deployed against either Iran or Russia, two countries with which Turkey has increasingly close relations, Today's Zaman newspaper reported Wednesday.

Turkey has, despite its doubts, begun technical studies on the X-Band radars in preparation for a possible NATO decision on deployment of the system during a NATO summit in Portugal on Nov. 19-20.

The core of the possible dispute is that Turkey maintains that the planned NATO anti-missile system shouldn't be perceived as a threat against any of its eastern or northern neighbors, which include Iran or Russia, as its economic and political relations with both have increased.

That position puts Ankara increasingly at odds with Washington's policies, which have consistently maintained that Turkey approve hosting the ABM system as part of the Europe-wide anti-ballistic missile defensive shield.

Citing national security concerns, Turkey has asked U.S. officials whether non-NATO countries would have access to intelligence that the X-Band radar sensors gather.

The expansion will include a dock for a nuclear-powered aircraft carrier, a missile defence system, live-fire training sites and the expansion of the island's airbase. It will be the largest investment in a military base in the western Pacific since the Second World War, and the biggest spend on naval infrastructure in decades.

However, Guam residents fear the build-up could hurt their ecosystem and tourism-dependent economy.

Estimates suggest that the island's population will rise by almost 50 per cent from its current 173,000 at the peak of construction. It will eventually house 19,000 Marines who will be relocated from the Japanese island of Okinawa, where the US force has become unpopular.

The US's Environmental Protection Agency (EPA) has said that this could trigger serious water shortages. The EPA said that dredging the harbour to allow an aircraft carrier to berth would damage 71 acres of pristine coral reefs.

The EPA's report said the build-up would "exacerbate existing substandard environmental conditions on Guam".

Local residents' concerns, however, have been sidelined by the US-China strategic competition. China has significantly expanded its fleet during the past decade, seeking to deter the US from intervening militarily in any future conflict over Taiwan, which Beijing claims as its own, and to project power across disputed territories in the gas and oil-rich South China Sea.

Beijing's naval build-up is also intended secure the sea lanes from the Middle East, from where China will import an estimated 70-80 per cent of its oil needs by 2035 supplies it fears US could choke in the event of a conflict.

China has therefore invested in what are called its "string of pearls" a network of bases strung along the Indian Ocean rim, like Hambantota in Sri Lanka and Gwadar in Pakistan and in developing a navy which can operate far from home.

Experts agree China does not currently have the capability to challenge US supremacy in the Pacific and Indian Ocean. "China has a large appetite", says Carl Ungerer, an analyst at Australian Strategic Policy Institute, "but it hasn't got enough teeth".

But China clearly intends to add bite to its naval arsenal. The country has acquired several modern Russian-made submarines and destroyers. Its shipyards are building new nuclear-powered submarines, as well as an aircraft carrier. There have also been reports that China is planning to test a new type of ballistic missile, the Dong Feng 21D, which would effectively render US carriers defenceless.

"China's charm offensive is over", says Ian Storey, an expert at the Institute of Southeast Asian Studies in Singapore, "and its given way to what you might call an adolescent foreign policy. The country's flexing its muscles, letting us know it won't be pushed around".

The US is also investing another £126 million on upgrading infrastructure at the British-owned Indian Ocean atoll of Diego Garcia, 700 miles south of Sri Lanka.

Key among the upgrades at Diego Garcia, which are due for completion in 2013, will be the capability to repair a nuclear-powered guided-missile submarine which can carry up to 154 cruise missiles striking power equivalent to that of an entire US aircraft carrier battle group.

Diego Garcia, which has served as a launch-pad for air strikes on Iraq and Afghanistan, is already home to one third of what the US navy calls its Afloat Prepositioned Force equipment kept on standby to support military deployment anywhere in the world.
