I met LTC David Osinski (US Army Reserve) while he was serving as General Manager Contracts in Louis Burger Group Kabul in April 2005.
Osinksi was perhaps one of the very few absolutely clean guys in Burger ! He was straight talking no nonsense type of person and stayed miles away from any shady dealings with sub contractors ! The norm in Burger where many multi million big road sub contracts were awarded arbitrarily and without competitive bidding !
Needless to say his integrity in corruption ridden Afghanistan was outstanding and unique !
Osinski then left Afghanistan but we stayed in touch by e mail.This was around November 2005.He returned to Afghanistan around March 2008 , this time to Camp Eggers , also known as Kabul Compound !
I asked Osinki for a GPS on loan for the CASA 1000 Transmission line survey from Tajikistan to Torkham and he readily gave me one on loan ! Sometimes I visited him at Eggers and it was great chatting with him !
It was OSINSKI who introduced me to Prof Dr Andre DeGeorges and thats how we all teamed to write our book The Development of Taliban Factions in Afghanistan and Pakistan !
Osinski loves the phrase " wet pussies " which Second Secretary Doug Scherer invented to describe the senior US bureaucracy !
We all roared with laughter when we discussed the " Wet Pussies" who dominate decision making ! I guess this breed is in majority in all countries !
Osinksi presently serves in the USAID in Bagram !
