NATO reaffirms ACT's presence in Norfolk
NORFOLK, Va. - The House Armed Services Committee held the second hearing in two days on the Pentagon's proposed closure of the Norfolk-based Joint Forces Command.

NATO's Norfolk-based Allied Transformation Command (ACT) officially named it's new Deputy Supreme Allied Commander on Wednesday as LT General Mieczyslaw Bieniek of Poland relieved Adm. Luciano Zappata of Italy. Gen. Bieniek is now second in command at ACT, what Poland's Minister of Defense, Bogdan Klich, calls one of the most import assets to the alliance "providing framework for the conduct of operations, recognizing possible threats, defining how future operations will look like."
But ACT's future in Norfolk has come into question after Defense Secretary Robert Gates' recommendations to eliminate JFCOM.
"Joint Forces Command provides the leadership for NATO to change its armed forces to armed forces which are more useful to challenges of the future," said retired Admiral Harold Gehman.

The current Supreme Allied Commander, French General Stephane Abrial, says JFCOM is an American issue. He says the Secretary General of NATO, Anders Rasmussen, remains committed to a presence in Norfolk.
"He said there is no view among NATO authorities that this Command should change place," Abrial told WAVY News 10.

Raytheon to improve Patriot ABM system
TEWKSBURY, Mass. - Raytheon has upgraded its Information Coordination Central for the Patriot Air and Missile Defense System.
The ICC was reworked to modern threat specifications and upgraded systems are shortly to be delivered to South Korea, while work under way for an upgraded Patriot anti-missile system for both the United Arab Emirates and Taiwan, the company reported Wednesday.
The ICC is designed to coordinate battalion and fire unit operations to interoperate with other systems to provide maximum target kills against cruise and tactical ballistic missile targets.

EU debates Afghan mission
BRUSSELS: The European community will leave a "mess" in Afghanistan if it abandons the fight, Europe's special envoy to Afghanistan told EU delegates.
NATO Secretary-General Anders Fogh Rasmussen joined representatives from the 27 members of the European Union to address the mission in Afghanistan.
NATO forces were criticized by Islamabad for a weekend airstrike in Pakistan by helicopter gunships. NATO forces said there were in pursuit of Afghan insurgents and operating according to the rules of engagement.
Vygaudas Usackas, the EU special envoy to Afghanistan, told delegates that the reintegration of former combatants, diversifying the economy and boosting regional cooperation were key tasks for the reconstruction of Afghanistan.
"The most important test of the military strategy comes now," he said in a statement. "If we leave now, we leave a mess behind us."
Pino Arlacchi, the European parliament's rapporteur on Afghanistan, said the special envoy's priorities were "extremely weak" but welcomed renewed efforts a building a local Afghan police force.
European lawmakers were divided, however, over whether civil police training should take place under the authority of NATO.

Today, prospects of developing joint US-Georgia educational programs were the key topics of discussion held at the Ministry of Defence.
Adjutant General of the Georgia [U.S. state] National Guard, Major-General William T. Nesbitt, paying a visit to the MoD, met with the Chief of JS of GAF Major-General Devi Chankotadze, Deputy Commander of Land Forces Major Iveri Subeliani, Head of J-3 Operations Department Col. Nodar Kvilitaia and representatives of the civil office of the Ministry and JS.
The purpose of the visit is to deepen cooperation between the Georgian armed forces and National Guard of the US state of Georgia.
"The progress and reforms ongoing in Georgia are very impressive. Georgia is an important partner of the United States and that is why we are sending here our best officers", said the Major-General. At the meeting, William Nesbit expressed his appreciation for Georgia's active contribution to the Afghan peacekeeping mission and pointed out that Georgian soldiers are fulfilling their duties faithfully.
Following the meeting, the US Major-General took a view of the Simulation Center based in the Krtsanisi National Training Center. He is also planning to visit Trainings and Military Education Command in city of Gori.
William Nesbitt will leave Georgia on September 30.

Germany sees "good basis" in NATO's proposed strategy
Washington: NATO Secretary General Anders Fogh Rasmussen's proposal for a new strategic concept forms a 'good basis' for determining the future of the alliance and its role in the world, German Foreign Minister Guido Westerwelle said Wednesday.
Westerwelle met with US Secretary of State Hillary Rodham Clinton for wide-ranging discussions that included the Middle East, Iran, the conflict in Afghanistan and the November EU-US and NATO summits in Lisbon.
Rasmussen presented a confidential draft Tuesday to NATO's 28 members that will be the focus of the November 19-20 summit, and outlines his vision of the alliance's future.
'We are facing important foreign policy decisions this autumn,' Westerwelle said through a translator, before adding that Rasmussen has provided 'a good basis for further discussion and that takes up many of the suggestions that we have made in the process of preparing this new strategic concept.'
Rasmussen in New York last week outlined 'three tracks' for improving security in Europe and for NATO's cooperation with Russia. That included missile defence, conventional arms control and reducing the number of short-range nuclear weapons.
Westerwelle was in Washington days ahead of the 20th anniversary of German reunification. Clinton marked the anniversary by calling German re-unification a 'remarkable story' and 'a testament to the vision of Germany's leaders and the strength of the German people.'
Sunday marks the 20th anniversary of German reunification, which ended the Cold War division of Germany into East and West. Unity came less than one year after the fall of the Berlin Wall and the end of communist rule in East Germany.
'Germany has shown the world that walls can be torn down, that communities can be stitched back together, that lasting peace is possible, even after long periods of division and discord,' Clinton said.
Westerwelle thanked the United States for supporting Germany throughout the Cold War and for backing former chancellor Helmut Kohl's successful push to reunify.
'Without your unconditional support, our freedom and our unity would not have been possible,' Westerwelle said in English. 'And this is something the German people will never forget to the American people.'

Study: Wars could cost $4 trillion to $6 trillion

The authors of the book "The $3 Trillion War" noted in a conference call on Wednesday that when they first released their findings two years ago, the estimates were widely criticized as being too high. Now, the researchers believe they may have been too low.
Joseph Stiglitz, who received the 2000 Nobel Prize for Economics, and Linda Bilmes, a public policy professor at Harvard University, said the number of veterans seeking post-combat medical care and the cost of treating those individuals is about 30 percent higher than they initially estimated. That, combined with increases in the cost of military medical care and the lagging economy, will likely push the true long-term cost of the war over the $4 trillion mark.
"This may be more of a crisis than the Medicare and Social Security problems we have looming," said House Veterans Affairs Chairman Bob Filner, D-Calif. "It rivals both in the potential impact. This is another entitlement we've committed ourselves to, and it could break the bank."
In a conference call with reporters, Bilmes said about 600,000 Iraq and Afghanistan veterans have already sought medical treatment from the Department of Veterans Affairs, and 500,000 have applied for disability benefits. That's about 30 percent higher than initial estimates for care, and could cost the department nearly $1 trillion in costs for the current wars alone.
The House Veterans Affairs Committee will hold a hearing on the costs Thursday morning. Filner said he'll use the new research to push for a "veterans trust fund" to pay for the long-term costs of war, a proposal he's already pitched to Democratic leaders in the House.
Under his plan, lawmakers would add a 10 to 15 percent surcharge on all appropriations bills, banking billions of dollars for future veterans medical costs. Reaction to the idea so far has been negative, Fliner said, because lawmakers are concerned that such a move would make the costs of war look astronomical.
Of course, Filner said, that's exactly the point. Stiglitz said history has shown the costs of treating illnesses such as post-traumatic stress disorder only increase with time, and with the country still expecting a significant presence in Afghanistan for years to come, the bills will keep piling up.

RAMSTEIN AIR BASE, Germany: On the eve of his departure as U.S. Air Forces in Europe commander, Gen. Roger Brady remains a vocal advocate of a robust U.S. military presence in Europe, despite calls by some U.S. lawmakers to reduce that footprint in an effort to curtail a ballooning defense budget.
Working with European allies builds partnerships that reap dividends in war and peace, Brady said, citing support from more than three dozen European nations in the Afghanistan war. Those alliances can't be forged from a distance, he said in a recent interview at USAFE headquarters.
"You do that by being here," he said, sitting in his office on Ramstein Air Base.

Brady is focused on building relationships on the Continent, efforts that he says have translated into support from European countries when the United States has needed it most — in Afghanistan.
Of the 46 nations involved in the war in Afghanistan, 39 are from Europe, Brady said, contributing about 39,000 of the more than 119,000 troops serving in Afghanistan.
"I think that is huge," he said.
And, while the Cold War may be over, the nature of future conflicts is unpredictable, Brady said.
"If you're going to go to war … or if you're going to conduct humanitarian operations with people, you practice with them," Brady said.
"When we go to war, we go to war with our European allies. They are our most reliable partners."

"The mission is not going away," Brady said. "The mission of maintaining access to three continents, the issue of enabling our allies … none of that changes. We really can't do that effectively with less."

FM Qureshi takes up NATO violation with top US officials, says incursion unacceptable
WASHINGTON: Terming the recent NATO planes intrusion into Pakistani territory as "unacceptable," Foreign Minister Shah Mahmood Qureshi on Wednesday said he has taken up the issue with top U.S. officials in his meetings. "I have spoken about this with Senator (John) Kerry and I am taking it up with the (US) National Security Advisor - I think it is unacceptable," Qureshi told reporters after a meeting with Senator Kerry the Capitol Hill.
Qureshi was due to meet President Obama's National Security Advisor James Jones Wednesday afternoon. Asked about the NATO helicopters' violation of Pakistan's territorial integrity,in purusit of militants, from across the Afghan border, the foreign minister replied"
"It is a complete violation of the mandate that ISAF (international security assistance forces) have been given and should not be repeated." The chief Pakistani diplomat said the people of Pakistan "feel very strongly about it. And I have taken it up."

-Japan becomes the ninth country with which the Indian Army has bilateral dialogue. So far, it engages in talks with Australia, Bangladesh, France, Israel, Malaysia, Singapore, the United States and the United Kingdom.
NEW DELHI: India and Japan will have their first army-to-army talks aimed at reviewing the present status of engagements, military cooperation and military security issues, starting here on Tuesday.
The dialogue comes at a time when Chief of Air Staff, Air Chief Marshal Pradeep Naik, began a three-day goodwill visit to Japan that started on Monday. Air Chief Naik will meet his counterpart, the Chief of Japan Self Defence Force, General Kenichiro Hokazona.
Major General Koichiro Bansho, Director-General of Policy and Planning, leads a three-member delegation that will interact with his army counterparts, defence sources said. The talks will conclude on October 1.
Japan becomes the ninth country with which the Indian Army has bilateral dialogue. So far, it engages in talks with Australia, Bangladesh, France, Israel, Malaysia, Singapore, the United States and the United Kingdom.
India and Japan last year agreed on a Defence Action Plan. It aims at holding regular meetings between the defence ministers, annual official-level defence policy dialogue, annual military-to-military talks, regular reciprocal visits of the service chiefs and ground-to-ground staff talks, Navy-to-Navy staff talks, and developing an annual calendar of defence cooperation and exchanges.
In July this year, for the first time, India held talks in the 2+2 format (Foreign and Defence Secretaries from both sides) with Tokyo suggesting an increase in the levels of security dialogue. This enabled a detailed review of the security environment and positive discussions on all elements of the Action Plan.
The two sides had also decided to step up maritime cooperation by expanding the joint exercises to include the navies from both countries and stepping up cooperation in anti-piracy operations off the Gulf of Aden.
