The German issue today

-Berlin created a succession of precedents for an expanded interpretation of the Moscow Treaty. For example, during Operation Desert Storm (1991) Germany backed the anti-Iraq coalition. Twenty years later, German soldiers maintained a presence in Bosnia, Kosovo, Macedonia and Afghanistan....[T]here are some misgivings about German nuclear issues. Germany participates in the NPT as a non-nuclear state. Yet at the same time Berlin has a complete nuclear fuel cycle. Hence, it could produce nuclear weapons.

This fall marks 20 years since the reunification of Germany. On 12 September 1990 the Moscow Treaty was signed, apparently bringing the curtain down on the German question. On 3 October 1990, on the basis of the Moscow Treaty, the Cold War's Eastern and Western Germany were reunified. Now, two decades later, it is time to consider whether the Moscow Treaty really did settle the "German question".

After the fall of the Berlin Wall (November 1989) there were two alternative possibilities for the reunification of Eastern and Western Germany. The first was the "2+4" formula. Under it, the FRG and the GDR would independently create a new unified whole, later to be joined by "the victorious powers" (the USSR, the U.S., Great Britain and France). The alternative was a "4+2" formula, according to which the four "victorious powers" were to jointly decide on how Germany was to be unified. Britain and France favored the latter. The U.S. took a neutral position to avoid possible conflict both with Germany and one of its key allies - Britain. The situation changed, however, when the USSR became involved. At a meeting with Chancellor Helmut Kohl in Zheleznovodsk (July 1990) Michael Gorbachev backed the "2+4" formula. The George Bush senior's administration in turn supported him, and France and Britain fell in line behind the two global superpowers.

Thus the Moscow Treaty was born of compromise. It was signed by two German states (Eastern and Western Germany) and the four "victorious powers." The document stipulated the conditions for Germany's reunification according to the "2+4" formula alongside a guarantee of its future peaceful development. It also repealed "the victorious powers'" rights to German territory. Germany pledged to keep within restrictions on conventional armed forces, not to create weapons of mass destruction (WMD) and to refrain from acts of aggression against other states. Particular emphasis was placed on the new Germany's final borders and neighboring countries.

Despite all the efforts taken, the Moscow Treaty did not manage to settle the German question. Moreover, for a number of reasons it may yet prove a flashpoint in relations on the continent.

Firstly, the Moscow Treaty is not technically a peace treaty. In law "the victorious powers" as yet have no peace treaty with Germany. The parties' obligations under the Moscow Treaty are preliminary in character.

Secondly, the Moscow Treaty retained the restrictions on German sovereignty. It restored Germany's full legal identity and repealed "the victorious powers'" rights to German territory. But the limitations on German sovereignty imposed by the Bonn treaty (1952) remain in force. Germany is still forbidden to hold referendums on military affairs, to demand the withdrawal of Allied troops before signing a peace treaty, to make foreign policy decisions without the approval of the victorious powers, and to pursue a number of developments within their armed forces, in particular, Germany is banned from creating weapons of mass destruction (WMD).

Thirdly, Berlin created a succession of precedents for an expanded interpretation of the Moscow Treaty. For example, during Operation Desert Storm (1991) Germany backed the anti-Iraq coalition. Twenty years later, German soldiers maintained a presence in Bosnia, Kosovo, Macedonia and Afghanistan.

Fourth, there are some misgivings about German nuclear issues. Germany participates in the NPT as a non-nuclear state. Yet at the same time Berlin has a complete nuclear fuel cycle. Hence, it could produce nuclear weapons. Indeed, such a move would only require a political decision. Two of Germany's ex-Ministers of Defense - Rupert Scholz and Rudolf Scharping – pointed out that, in certain circumstances, this could in fact be possible. Besides, Germany has ambitions to become a permanent member of the UN Security Council, which will give it legal nuclear status. Thus, the five permanent UN Security Council members will be five legitimate nuclear powers.

Other states are still concerned about Germany's future. In 1991, despite the positions taken by Britain and France, Berlin recognized the independence of Slovenia and Croatia. Moreover, it even threatened to withdraw from the European Community. Then Paris and London persuaded Bill Clinton's U.S. administration to maintain an American military presence in Germany at all costs. When entering the Bosnian war (1992 -1995), the U.S. tried to unite its NATO allies (including Germany) in a joint military operation in order to bring a halt to Berlin's unilateral response to the Balkan issue.

Today the issue of Germany's military independence is developing in a new direction. In April 2009, the Bundestag recommended that Angela Merkel's Government consider the possibility of the withdrawal of U.S. tactical nuclear weapons from Germany. Although a majority of deputies voted against the immediate withdrawal of American tactical nukes, in February 2010, Berlin cooperated with the Benelux countries and Norway, proposing to raise this issue for consideration within NATO. But since 1957 American tactical nukes have been at the core of U.S. security guarantees to Germany. Thus their potential withdrawal would confirm Berlin's intention to construct an independent military policy.

Germany's nuclear discussions have raised concern among some NATO allies. In February 2010 the U.S. Secretary of State Hillary Clinton and her deputy James Steinberg said that such decisions should be considered within the Alliance. At the Tallinn Summit (22 -23 April 2010) NATO foreign ministers decided to maintain a united Alliance policy on the issue of nuclear deterrents. The new draft of NATO's military doctrine (May 2010) focused on (1) the preservation of a common nuclear policy and (2) the continued presence of American tactical nuclear weapons on NATO members' territory. So this could be a new potential source of stress in regard to the German question.

Russia also has some food for thought. Berlin is one of Moscow's leading partners. So Russia is unlikely to oppose any discussion the issue of restoring full German sovereignty. Yet a Germany that is militarily independent is one factor that is sure to alter the balance of power in Europe. Therefore, the twentieth anniversary of the Moscow Treaty an even more apt moment to reflect on how and in what format the impending revision of the document meets Russia's interests.

Clinton to travel to Balkans, Brussels for NATO meet

WASHINGTON: US Secretary of State Hillary Clinton will travel to the Balkans next week before heading to Brussels for a NATO ministerial meeting, her department said in a statement.

During her travels, on October 11-14, Clinton will go to Bosnia and Herzegovina, Serbia and Kosovo to meet leaders and citizens "to highlight the continued US commitment to support all the Balkan states in achieving their aspirations for full integration into the European and Euro-Atlantic community."

In Brussels, Clinton will take part in a NATO foreign ministers' meeting and hold talks with European Council President Herman Van Rompuy and with High Representative for Foreign Affairs and Security Policy Catherine Ashton, the State Department said.

Afghan soldier attacks French troops


Baku: An Afghan soldier has fired a rocket-propelled grenade at an outpost manned by French and Afghan troops in Kapisa province in northeastern Afghanistan, APA reports quoting presstv.ir website.

The attack which took place on Tuesday caused no casualties, the French military said.

"It missed and nobody was injured. The soldier fled and we haven't caught him," Reuters quoted the French Armed Forces spokesman, Colonel Thierry Burkhard, as saying.

Several similar incidents have taken place in Afghanistan over the past months. Two Spanish police and an interpreter were killed by an Afghan policeman in August.

There were measures put in place last year to tightly monitor the recruitment of new man power by the army in Afghanistan.

NATO supply trucks torched in Pakistan

Gunmen attacked and torched several NATO supply trucks near the north-western Pakistani town of Quetta early Wednesday, news reports said.

According to the Express News channel, one of the drivers was killed and at least four trucks carrying fuel set on fire. The Dawn newspaper said in its online edition that 20 trucks had been torched, dpa reported.

NATO convoys have come under attack repeatedly in the past week following a US drone attack in Pakistani territory.

The government in Islamabad closed its borders to NATO supply vehicles on Thursday. International troops in Afghanistan receive most of their supplies via the overland route through Pakistan.

Georgia, U.S. Discuss Strategic Partnership Charter


Tbilisi: Georgian and U.S. senior officials will hold a meeting of Strategic Partnership Commission in Washington on October 6 to review cooperation in the framework of the Charter on Strategic Partnership signed between the two countries in January, 2009.

Georgian PM Nika Gilauri and U.S. Secretary of State Hillary Clinton will make opening remarks at the beginning of the U.S.-Georgia Charter on Strategic Partnership Omnibus Meeting. Bilateral talks between PM Gilauri and Secretary Clinton are also planned.

The Charter on Strategic Partnership covers four areas of cooperation involving defense and security; trade and the economy; democracy and people-to-people contacts and cultural exchange. Respective four working groups have been set up to address these four areas of cooperation and meetings of those working groups were held in course of 2009 and early 2010.

PM Gilauri, who leads the Georgian delegation, said that during the visit to Washington he would also meet with U.S. Treasury Secretary Timothy Geithner, as well as with senior executives of the World Bank and International Monetary Fund.

Estonia remains U.S. ally in Afghanistan – foreign minister

TALLINN: The Estonian authorities support measures to expand both military and civilian cooperation with the United States in Afghanistan, Estonian Foreign Minister Urmas Paet said.

"Estonia has been participating in the international armed forces, and it views Afghanistan as one of the main target groups for cooperation development," Paet said at a meeting with U.S. Secretary of the Navy Ray Mabus in Tallinn on Wednesday.

"Apart from military cooperation, Estonia is ready to promote contacts in civilian issues with the U.S. in Afghanistan," he said.

Paet and Mabus discussed work on NATO's new strategic concept in light of a meeting of foreign and defense ministers from the alliance's member states next week.

The Estonian minister also brought up the issue of EU and U.S. energy security.

"Both the EU and the U.S. need to find possibilities to diversify their energy supplies. Energy cooperation with the U.S. in the region of the Caspian Sea and the Black Sea is crucial to implementing projects of the southern corridor," Paet said.

US media have already reported that the concentration of US troops in the Eastern regions of Afghanistan seems to indicate that some kind of operation on Pakistani soil is imminent.

October 7 will see the 9th anniversary of the beginning of the US bombings over the territory of Afghanistan. I happened to be in neighboring Pakistan on those days, and therefore I could witness the reaction of the local population to the bombings. No one in Pakistan seemed to be sympathetic with them. Even a young man, a refugee from Afghanistan in Peshawar, who had been brutalized by the Taliban while living in his motherland, said. "Well, I was disobedient, and therefore I was punished. But why are the Americans punishing the Taliban who have never done anything against them?"

The problem at that time seemed black and white. The Taliban allegedly gave refuge to Osama bin Laden and other leaders of what was conceived to be Al-Qaeda. But never at that time or even later did any accusations against the Taliban that they were supporting global terrorism arise. The refuge given to Osama bin Laden (himself a creation of US Special Forces in the 1980s) was only due to the Pashtun tradition of never giving away whoever asks for protection.

The next accusation against the Taliban read, "Afghanistan is the centre of global drug trade".

Yes, it is, and it had been before the Taliban. But that radical Islamist movement was the only force that ever succeeded in bringing the poppy cultivation and opium production to the lowest levels in history. After 2001, when the Americans started their campaign, opium production swiftly returned to the pre-Taliban level, and very soon exceeded it. Now, as UN reports show, the level has dropped by 50 percent compared to 2009, but it is still several times higher than it was at the Taliban time.

Another claim by the US authorities at the beginning of the campaign read that the campaign will lower the level of terrorist threats in the US and the West in general. Well, just a couple of days ago the US State Department issued a warning for American citizens to avoid visiting such tourist attractions as the Eiffel Tower, the Tower of London, the Alexanderplatz in Berlin, etc. Does it really mean that the terrorist threat has been reduced?

More so, the 'war against terrorism' is spreading over neighboring Pakistan. At present, it is limited to air strikes and drone attacks, but since the Pakistani civilian government seems to be unable to deal with the terrorists in the border regions, the possibility of the involvement of land forces seems more than real. US media have already reported that the concentration of US troops in the Eastern regions of Afghanistan seems to indicate that some kind of operation on Pakistani soil is imminent.

At the same time, the US media have found a personality whom they portray as a 'real Afghan hero'. This is a 32-year-old Afghan colonel Abdul Razziq from the Afghan border force. Everyone knows that he is a drug dealer, that he presides over a vast corruption network, but no one seems to give any notice to these facts. What makes him attractive in the American eyes is the fact that he is a staunch Taliban opponent, and that the territory under his control has seen the least number of attacks against American forces.

Just yesterday, US President Barack Obama had a telephone conversation with Hamid Karzai. Obama reiterated that despite all difficulties, the US remain committed to the noble cause they pursue in Afghanistan, and the two leaders agreed to align efforts to secure the transition of security responsibilities to Afghan forces by 2014.

This appears to be three years later that the previously announced date of US troops' withdrawal in 2011. But does it really matter? The US has shown its complete impotence in solving any single problem they targeted at the beginning of the campaign. The so called Afghan security forces, loyal to President Karzai while the NATO ISAF is still there, can pretend that they are controlling something in the country, but after the inevitable withdrawal of foreign troops (whether it occurs in 2011 or 2014), nothing will be left of their present bravado.

So, the real question is, are we going to witness another round of the Big Game in Afghanistan, that no foreign superpower succeeded in winning over the last 150 years or more?

Georgia invited to NATO LIsbon Summit

Georgia received an invitation to the NATO Lisbon Summit, the president`s press speaker, Manana Manjgaladze, announced at a briefing held on Tuesday.

The press speaker has also summed up the visit of the NATO Secretary General Anders Fogh Rasmussen to Georgia. She hailed the visit as very important before the Lisbon Summit.

She particularly emphasized the statements which Mr. Rasmussen made during that visit in Tbilisi.

At the NATO Lisbon Summit, which will be held in November, the alliance will adopt its new strategic concept.

Supply blockade enters 7th day as NATO tankers sabotaged once again

ISLAMABAD: Dozens of NATO supply oil tankers were sabotaged to ashes Wednesday in southwest Pakistan, as the imposed blockade of vital supplies to U.S.-led multinational forces in Afghanistan entered the 7th day, amid heightening tension between Washington and Islamabad.

At least one driver was killed as some 20 NATO oil tankers were attacked by unknown gunmen early Wednesday morning near Quetta, a city in southwest Pakistan.

It was the fourth terrorist attack since the first one on Friday that burnt over 30 NATO oil tankers in Shikarpur in southern Sindh province. Two tankers were destroyed in Balochistan the same day. Another two dozen tankers were set ablaze early Monday morning in the garrison city of Rawalpindi near the Pakistani capital Islamabad.

Thousands of NATO supply oil tankers and container trucks are lined up, vulnerable to terrorist attacks in different parts of Pakistan. The country blocked these convoys from entering into Afghanistan on Friday following the violation of Pakistani airspace a day earlier by NATO helicopters that left three Pakistani paramilitary troops dead at a checkpoint near the Pakistan-Afghanistan border in the northwest.

"There is no time frame," Pakistani Foreign Office spokesman Abdul Basit told Xinhua in an exclusive interview on Tuesday regarding the blockade of supplies to over 140,000 multinational NATO troops fighting an insurgency in Afghanistan since the ouster of the Taliban government in 2001.

Outlawed Tehrik-e-Taliban Pakistan (TTP) claimed responsibility for the Shikarpur and Rawalpindi attacks on NATO trucks, promising more attacks in retaliation to the violation of Pakistan's sovereignty by NATO gunship helicopters.

Pakistani Taliban spokesman Azam Tariq in a telephone call to media on Saturday said, "We will never allow a supply line which is taking ammunition for NATO forces to be used against the Afghan Taliban."

Despite the Pentagon's Tuesday statement that the blockade "has not in any way adversely impacted our ability to supply our forces," media reports suggested that tension mounts between Islamabad and Washington over the issues amid hopes that it would be resolved soon.

The situation would damage U.S. and NATO's strategic relations with Pakistan, a frontline ally in the U.S.-led war on terror, which has been fast spreading into Pakistan from Afghanistan during the past few years.

"Pakistan has communicated very clearly and explicitly to all friends and allies that such incursions are unacceptable," Basit told Xinhua, adding "we'll not bear them under any circumstances."

The coalition forces' limited supplies are being airlifted via a leased airstrip in Manas, Kyrgyzstan and shipped through northern supply routes that are expensive and would become far more difficult in the approaching freezing winter in Central Asia.

"We stopped supplies for security reasons," Basit said, adding "and as soon as these concerns are addressed supply will be restored."

On the other side, a new White House assessment unveiled by U.S. media concludes that Pakistan has been unwilling to aggressively pursue Al-Qaeda and Afghan Taliban militants in its North Waziristan tribal area, making the situation more complex.

Iran and Honduras in the Propaganda System:
Part 1, Neda Agha-Soltan versus Isis Obed Murillo

It would be hard to find a better test of the integrity of the establishment U.S. media than in their comparative treatment of Iran and Honduras over the past couple of years (2009-2010).

Iran has been on the United States' regime-change hit list for many years. Since the first-half of 2003 (and overlapping its soon-to-be-discredited lies about Iraq's "weapons of mass destruction"), the United States has worked hard to inflate the alleged threat posed by Iran's nuclear program and to enlist allied governments as well as the International Atomic Energy Agency and the UN Security Council in the same cause.

This U.S. and U.S.-allies' focus on Iran's nuclear program bore tremendous fruit throughout most of the past decade.

A survey that we once published in MRZine1 of wire-service and newspaper reports' focus on ten states' nuclear programs for the seven-year period from 2003 through 2009 found that the amount of media attention paid to Iran's dwarfed that of any of the other nine states (i.e., 36,778 print and wire-service items mentioning Iran's nuclear program, compared to 6,237 for second-place India's).

More strikingly, the ratio of media attention paid to Iran's versus Israel's nuclear program was 114-to-1 (92-to-1 on the pages of the New York Times) -- astounding ratios, as Iran's nuclear program has never been determined to be anything other than in accord with its Non-Proliferation Treaty obligations, while Israel steadfastly rejects joining the NPT, and remains the only state in the Middle East with nuclear weapons (perhaps 200-300) as well as the means of delivering them.2

Thus by the spring of 2009, with Iran's June 12 presidential election fast approaching, Iran's nuclear program had been kept on the agenda of major U.S.-dominated multilateral bodies and media for six consecutive years, and a harsh Western media and intellectual focus on its incumbent President Mahmoud Ahmadinejad had accompanied this U.S. agenda since the time he took office in the summer of 2005.

Honduras, on the other hand, had been out of U.S. media headlines for many years. But this changed suddenly on June 28, when in what sardonically came to be known as the "Pajama Coup," the country's democratically-elected President José Manuel Zelaya was overthrown and replaced in office by a member of his own Liberal Party, Roberto Micheletti.

The coup regime accused Zelaya of "treason, abuse of authority, and usurpation of powers" for his proposal, first announced in November 2008, to add a "popular consultation" to the national elections scheduled for the following November: a referendum-type question that would have asked voters whether or not they favored convening a National Assembly to study amending the Honduran Constitution.

Both the Honduran oligarchy and military bitterly opposed Zelaya's idea, and took extraordinary steps to have it declared unconstitutional and to suspend all moves to carry it out.

After months of conflicts between Zelaya and the judiciary, with Zelaya losing in court but gaining enormous support among the 60% or more of Honduran society who live below the poverty level, Zelaya issued an executive decree on June 25 announcing that a special vote, now referred to as a "public opinion survey," would be held on June 28, that asked essentially the same question as before.

Three days later, the Honduran military snatched Zelaya from his residence at five o'clock in the morning, drove him to the Mejía Air Base outside Tegucigalpa, and shipped him to Costa Rica.3

Despite condemnations of the coup by the Organization of American States and the UN General Assembly,4 and very loud support for Zelaya's restoration from regional powers such as Brazil and Venezuela, Zelaya never again served another minute as the president of Honduras.

The Honduran military executed its coup d'état against President Zelaya only 16 days after the presidential election in Iran, in the middle of a tsunami of U.S. and Western media coverage of Iran's election and its aftermath, which saw the opposition's claims of vote fraud5 spark massive public demonstrations against both the official results and Iran's clerical regime itself, and also saw large and sustained expressions of solidarity with Iran's "democratic movement" dominating the metropolitan centers of the West.

Yet, when the coup in Honduras took place against its democratically-elected and populist president, nothing comparable was to be observed in U.S. and Western media interest in this event and its aftermath, much less in public displays of solidarity on behalf of Honduras' ousted president and its anti-coup protestors.

This kind of disparity in responses can hardly be explained by a greater violation of democratic principles in Iran's presidential election than in the Honduras coup.

Indeed, the coup terminated democracy altogether in Honduras, whereas the election in Iran was bitterly contested, even if allegedly "stolen" (a matter to which we return in Part 2).

On the contrary, we believe that in the cases of Iran and Honduras 2009-2010, the establishment media once again focused their attention and channeled their benevolence and indignation on behalf of those who demonstrated against a U.S.-targeted regime, and once again ignored the victims -- here the Hondurans -- now subjected to a return to the familiar pattern of a U.S.-approved theft of democracy in the hemisphere.

Interests and Standards at the New York Times

Double standards in attention, solidarity, benevolence, and indignation can be illustrated in the New York Times' coverage of the two events for the first 30 days following each of them -- June 13-July 12, 2009 for Iran's election; and June 29-July 28, 2009, for the Honduran coup. During the first of these 30-day periods, the Times devoted at least 100 news reports to Iran, with at least 23 of these reports beginning on Section 1, page 1; in fact, the Times devoted page-one reports to Iran for the first 15 consecutive days after the election (June 13-27).

Following the coup in Honduras, the Times devoted 26 reports to the coup and its aftermath, and placed only two of these reports on Section 1, page 1 (June 29-30). Whereas the attention devoted to Iran was sustained and the interest taken in the public demonstrations and charges of vote fraud fed off itself, the attention devoted to Honduras was short-lived, and though interest in the coup couldn't be avoided for at least a couple of days, it quickly faded away.

The ratio of news reports on the election in Iran to reports on the coup in Honduras thus was 100-to-26 on the pages of the New York Times. For page-one reports it was 23-to-2; and for op-eds plus editorials, it was 17-to-3.

But the Times' real standards were revealed with even greater clarity by the fact that whereas the two op-ed columns and single editorial that it published on Honduras were both anti-Zelaya and apologetic towards the coup, none of the 14 op-eds and three editorials it published on Iran was anything but hostile towards Iran's government while also highly critical of the official election results.

In its only editorial on Honduras in our 30-day sample, the Times repeated the coup-regime's false justification for the coup: That the "rich businessman turned left-wing populist and a close ally of Venezuela's Hugo Chavez" had sought to "change the Constitution so he can run for a second term." 6 Likewise with its two op-eds.

Zelaya was "pushing the limits of democracy by trying to force a constitutional change that would permit his re-election," wrote Alvaro Vargas Llosa in a commentary filled with warnings about, not the threat that the coup posed to democracy in Honduras, but the threat that "Venezuela's caudillo" poses to the hemisphere.

Roger Marin Neda mentioned the referendum that Zelaya had urged, but also turned it into his "laying the groundwork for an assembly to remake the Constitution to allow him to serve one more term," his "larger goal" being to change the "democratic system into a kind of 21st-century socialism," a "Hugo Chavez-type of government."

No mention of the illegality of the coup or its inherent repressiveness. Hardly any mention of actual violence -- Roger Marin Neda conceded that "At least one person is reported to have died," but added that "despite this, life for many Hondurans has continued as usual." 7

Turning to the Times and Iran, everything reverses. "[T]he hard-line mullahs brazenly stole the election for the hard-line president," the third and last Times editorial in our sample stated (July 3). "Government authorities bulldozed the results of last week's presidential election -- declaring the incumbent, Mahmoud Ahmadinejad, the winner by a landslide before the votes could be credibly counted," the second editorial claimed. "If the authorities want to resolve this impasse peacefully . . . they should call a new election. . ." (June 18). "Neither Real Nor Free," the Times' first post-election editorial proclaimed (June 15).8

In what must have been a first in the Times' history, it published a commentary under the pseudonym "Shane M." According to the Times, "Shane M." is a "student in Iran who, for reasons of safety, did not want to be identified by his full name." "[I]n important sectors of the American press a disturbing counternarrative is emerging," S.M. wrote: "That perhaps this election wasn't a fraud after all . . . and that perhaps Mahmoud Ahmadinejad is the president the Iranian people truly want. . . ." "Do not believe it," S.M. countered. "Those so-called experts warning Americans to be leery of claims of fraud by the opposition are basing their arguments on an outdated understanding of Iran that has little to do with the reality we here are experiencing during these singular days."9

Why S.M. was so concerned about "what our friends in the United States are saying about us" was only vaguely addressed. But since this commentary appeared on June 19, S.M.'s fears were unfounded. In Western metropolitan centers, the belief that Iran's Interior Ministry and clerical regime had stolen the election was not weakening -- in fact, it kept strengthening, and the U.K.-based Chatham House's attempt to discredit Iran's official results (entirely by misrepresenting how Iran's election was conducted) wouldn't be published until June 21.10 "Let's also forget the polls, carried out in May by Terror Free Tomorrow,"11 S.M. counseled.

As we describe in Part 2, all other credible public opinion polls in Iran, both before and after the election, produced results contrary to S.M.'s claims, but were suppressed by the New York Times, including a major assessment of 12 different opinion polls by the Program on International Policy Attitudes in February 2010.12

Moreover, of the 14 op-eds the Times published on Iran during our sample period, no fewer than 9 of them characterized Iran's June 12 presidential election variously as rigged, fraudulent, or stolen, with the "self-discrediting thuggery by Iran's clerical leadership" (Ross Douthat, June 16) and the thwarting of democracy being the most commonly repeated themes. 13

Overall, the Times' editorials, opinion columns, and news reports on Iran and Honduras coordinated nicely with each other in the months of June and July 2009 to articulate the U.S. government's and Times' political position that whereas democracy allegedly thwarted in Iran constituted a major human rights violation and was of urgent interest to the world, an actual coup d'état in Honduras was a relatively minor affair.

Neda versus Isis (and 23 Other Hondurans)

Beyond the New York Times, the establishment U.S. media's biases can also be shown in their treatment of public demonstrations in the two countries: For post-election protesters in Iran, we find intensive and sympathetic media treatment; but for the anti-coup protestors in Honduras, coverage was minimal and quickly declined towards nothing.

A dramatic illustration of the scale and intensity of this bias can be seen in the treatment of protesters killed by the security forces of their own states. On June 20, 27-year-old Neda Agha-Soltan was shot to death while participating in a peaceful demonstration on one of the streets of Tehran. Her death became "a galvanizing symbol, both within Iran and increasingly around the world," Rachel Maddow said on her MSNBC cable television program in the United States.

"As people near her tried desperately to staunch her bleeding and try to keep her alive, two different witnesses on the scene captured her last moments on video. Those images have now rocketed around the world." Maddow then telecast a portion of one of the videos -- "not to be gratuitously graphic," she explained, "but because this has become one of the most, if not the single most iconic moment of this uprising."

"Martyrdom is a powerful force in Shia Islam," Roger Cohen wrote in the New York Times, recounting his attendance at a memorial for Neda at Nilofar Square in Tehran. "The cause is the annulment of Iran's fraudulent election and, beyond that, freedom."14

But not all youthful and innocent victims of their own states' security forces became galvanizing symbols of dissent in 2009. In near identical circumstances just 15 days after images of Neda's shooting death went viral, 19-year-old Isis Obed Murillo was shot dead by the Honduran military when it opened fire on a peaceful demonstration at the Toncontín airport in Tegucigalpa, and a bullet struck him in his head. Like Neda's death, video images of Isis's death were recorded in his dying moments at the scene, and like Neda's, image sets of Isis's death were placed on the Internet and made available to the global media. But whereas Neda's death received massive coverage, and images of her dying moments "rocketed around the world," Isis's death passed almost unmentioned in the dominant English-language media and created no global martyrdom out of it.

Table 1 captures the different level of interest the media showed in each death. Whereas Isis's murder by his state's security forces was reported once on CNN (July 7), Neda's was reported by ABC, NBC, CBS, PBS, CNN, Fox, MSNBC, NPR, and by other TV and radio programs in the States as well as abroad; eventually, it even received Frontline documentary treatment on PBS.15

Overall, Neda's death was mentioned by a large sample of English-language media, 107 times as frequently as was Isis's -- and this discrepancy doesn't begin to convey the kind of passionate indignation expressed over Neda's death and the complete lack of anything remotely similar over the death of Isis.

We also compared newspaper coverage of Neda's death with the deaths of 24 Hondurans over a 12-month period (see Table 2). Here we found a similar discrepancy: By a ratio of 35-to-1, newspapers showed more interest in the death of this single young woman than they did in the deaths of all 24 Honduran protestors, journalists, social organizers and human rights advocates taken together.

Conclusion

This evidence on the interest in and treatment of protests and protestors in two different countries is a testimonial to a beautifully working propaganda system, where attention and indignation are focused on evils in the country whose government is being delegitimized, while similar evils are downplayed or entirely ignored in the country whose rulers are being protected.

In Part 2 we will describe how the government-media nexus worked to delegitimize the June 12, 2009 presidential election in Iran as "stolen," based on a serious misrepresentation of evidence, while the same government-media nexus legitimized the November 29, 2009 elections in Honduras, even though carried out in a coup- and state-terror environment and without a popular electoral option on the ballot, and therefore truly fraudulent.

Unauthorized US attack kills 6 Pakistanis

A non-UN-sanctioned US strike has killed at least six people and wounded several others in Pakistan's troubled northwestern tribal region.

Local officials say an unmanned plane has fired two missiles into a residential compound in North Waziristan. The attack has triggered a fire in the building; its smoke was seen from as far as a half a kilometer away.

The death toll is expected to rise as some of the injured are reported to be in critical condition.

Unauthorized airstrikes in Pakistan, initiated by former US president George W. Bush, have continued under President Barack Obama, contributing to the death of hundreds of Pakistani civilians.

While Washington says the attacks target militants, reports show that mostly civilians bear the brunt. The US military has launched a record numbers of such attacks this year.

The attacks have turned into a source of tension between Islamabad and Washington. Islamabad has condemned the airstrikes, describing them as a violation of its sovereignty.

In retaliation to the surge in cross-border attacks, Pakistan has closed its borders with Afghanistan to NATO supply trucks.

The recent Pakistani move against the US-led forces has not stopped the US military from carrying out such attacks inside Pakistani territory.

Locklear assumed command of NATO operations in Naples

NAPLES, Italy: The reins of several top-level commands changed hands Wednesday morning during a ceremony held at NATO's Joint Force Command headquarters.

Adm. Samuel J. Locklear III relieved Adm. Mark Fitzgerald as head of Allied Joint Force Command Naples, Naval Forces Europe and Naval Forces Africa.

A surface warfare officer by trade, Locklear has served in a wide range of assignments to include U.S. 3rd Fleet commander. He comes to Naples from Washington, D.C., where he served as director of the Navy staff.

"I am honored to have the opportunity to serve with the NATO team, officers, enlisted and civilians," Locklear said at the ceremony. "You truly represent the cooperative and collaborative spirit of NATO, furthering its standing as the most successful alliance in our world's history."

Fitzgerald, who is retiring after 37 years in the Navy, called the alliance "the glue that holds Europe together, the glue that holds that trans-Atlantic alliance together."

Defence minister speaks out against protectionism in NATO deals

-Vondra said the capabilities of individual countries should be combined as much as possible so that NATO and EU armies were equipped with modern technologies and their soldiers trained according to state-of-the-art standards.

Prague: NATO countries should end protectionism in armament purchases to cut prices, Czech Defence Minister Alexandr Vondra said at the opening of the international conference Industry Day 2010 yesterday.

If the countries let foreign armament makers in their markets, the prices of military materiel would drop, Vondra said.

Stephane Abrial, Commander of Allied Command Transformation, said he agreed with Vondra.

Abrial said in the situation in which defence budgets were seriously cut it was right to share the capabilities of NATO armies.

The multinational approach does not give any space to protectionism, Abrial said.

Vondra said the capabilities of individual countries should be combined as much as possible so that NATO and EU armies were equipped with modern technologies and their soldiers trained according to state-of-the-art standards.

"Although NATO members spend almost 900 billion dollars on defence in total, we do not have the necessary capacities, a sufficient number of trained professional soldiers and usable equipment on the level of the 21st century," Vondra said.

He said in the past years countries mainly focused on supporting their own defence industries. Whenever nodding to a foreign deal, they demanded extensive offset programmes from the foreign suppliers, that would maintain a part of the production on domestic soil, Vondra said.

If states let international trade and economic competition enter their market, they could save from 10 to 25 percent of the costs, according to some studies. Further 15 to 25 percent can be saved by reducing the production volume, Vondra added.

Representatives of NATO and EU countries along with defence industry representatives are looking for solutions with which to ensure further development of the armies without a useless increase in costs at the two-day conference.

Due to the current recession, many countries have seriously reduced their defence spending. This applies to the Czech military, too. Next year, it will be allotted roughly 44 billion compared with this year's 49 billion crowns.

Trans-Atlantic industrial cooperation of NATO and the EU is the main issue of the 7th Industry Day.

Jackal Stone 10, a multinational special operations forces (SOF) military exercise, concluded in Poland and Lithuania on Sept. 27 marking the third consecutive year of the capstone training event for U.S. Special Operations Command Europe (SOCEUR).

More than 1,100 SOF members from Croatia, Latvia, Lithuania, Poland, Romania, Ukraine and the United States participated in the exercise held Sept. 13 – 27 aimed at enhancing the capabilities and interoperability amongst the participating forces.

SOCEUR personnel provided key logistic, operational, medical, personnel, aviation, and public affairs staff support to the host nations and four other countries participating in the exercise.

Col. Duke Christie, SOCEUR J-3, said the command conducted the Jackal Stone exercise with a counter-insurgency (COIN) and ground level developed intelligence scenario for the first time this year, simulating conditions in COIN environments such as in Afghanistan.

"The lessons we learned in running this exercise will enable us to create an even better plan for training U.S. and partner nation Special Operations Forces to operate on the irregular but highly lethal battlefields in the future," Christie said.

Poland's Minister of National Defence Bogdan Klich viewed a live demonstration of a direct action mission conducted by a Polish-led multinational Special Operations Task Group held Sept. 20 in Poland. Afterwards he took part in a news conference with Maj. Gen. Michael Repass, SOCEUR commander and exercise director....

On Sept. 21, Lithuanian President Dalia Grybauskaite, Lithuanian Minister of National Defense Rasa Jukneviciene, U.S. Ambassador to Lithuania Anne E. Derse and Lithuanian Chief of Defense Maj. Gen. Arvydas Pocius were among distinguished guests that visited Jackal Stone participants in Lithuania, which also included a tour aboard the U.S.S. Mount Whitney, the flagship for the U.S. 6th Fleet.

Each year SOCEUR conducts Jackal Stone, the largest and most comprehensive annual SOF exercise within Europe, to provide special operations forces the opportunity to train together....

Christie said the exercise is critically important as part of SOCEUR's mission to develop SOF that meet NATO standards for interoperability, especially at the operational level, and that this year's event provided a model to build upon for next year's Jackal Stone exercise.

"It [Jackal Stone] is the best venue possible for capstone training of SOF in combined environments, in particular for advanced staff training in the CJSOTF [Combined Joint Special Operations Task Force]," Christie said. "Jackal Stone 11 should be even better, with further development of COIN operations as well as better role player and Information Operations support at all levels."

Three killed in 2nd US drone strike in Pakistan


MIRANSHAH: At least three militants were killed when a US drone fired two missiles on a house in Pakistan's tribal region in a second strike Wednesday, security officials said.

The missile targeted a militant house in the Hormuz area of Mir Ali town in North Waziristan, a security official said.

Another security official said the missiles fired by a US drone destroyed the house, which has been surrounded by militants.

It was the second such incident on Wednesday, coming hours after a US drone strike killed five people in the region's main town Miranshah.

The United States has intensified its drone campaign in the tribal region on the Afghan border, which it calls the global headquarters of Al-Qaeda.

The US does not as a rule confirm drone attacks, but its military and the Central Intelligence Agency operating in Afghanistan are the only forces that deploy the pilotless aircraft in the region.

Pakistani authorities have reported 26 attacks since September 3 which have killed more than 140 people in the region, a hub for homegrown and foreign militants fighting in Afghanistan.

-Although Habu Nag is an annual exercise, this is the first time the Indian military had the chance to work alongside Marines in this situation.

USS ESSEX, AT SEA: Fourteen service members from the Indian Army, Air Force and Navy boarded the ships of the Essex Amphibious Ready Group, Sept. 28, to work alongside Marines of the 31st Marine Expeditionary Unit and Sailors with Amphibious Squadron 11 during exercise Habu Nag 2010.

Indian officers came to observe Navy and Marine Corps amphibious training off the coast of Okinawa and participate in a tabletop planning exercise.

"India and the United States share seafaring traditions," said Col. Andrew MacMannis, commanding officer, 31st MEU. "We consider them partners and friends, and we strengthen the bonds between our militaries with this training."

Habu Nag '10 is the 5th annual, bilateral amphibious training exercise between India and the United States, designed to increase interoperability during amphibious operations, including mock humanitarian assistance/disaster relief operations and mechanized raids.

"We specialize in amphibious operations and work with the U.S. Navy several times a year, but this time we are getting so much more information because of the opportunity to see how the Marines train," said Col. Manoj Tiwari, amphibious operations coordinator with the Indian Army. "Interoperability developed by exercises such as these enable our forces to better work together in real-world efforts."

Although Habu Nag is an annual exercise, this is the first time the Indian military had the chance to work alongside Marines in this situation.

QUETTA/LAHORE: Twenty two oil tankers carrying fuel supplies for ISAF in Afghanistan were attacked and destroyed in a daring raid in the early hours of Wednesday on the outskirts of Quetta. Meanwhile, unidentified assailants attacked a convoy of NATO oil tankers on the GT Road near Nowshera, setting 35 of the tankers ablaze, a private TV channel reported,

The incident in Quetta – the sixth of such on convoys taking supplies to Afghanistan since Pakistan closed a key border crossing almost a week ago – took place at Akhtarabad on the outskirts of the city. The driver of one of the trucks was killed in indiscriminate shooting by the assailants, while firefighters took over six hours to put out the fire as they faced "shortage of chemicals" in doing so.

Witnesses confirmed that armed men in two vehicles and motorbikes attacked the roadside terminal at dawn and opened indiscriminate fire to scare away people. They also fired two rockets on an oil tanker parked inside. Consequently, eight tankers caught fire, which later engulfed, and significantly damaged, at least 22 oil tankers, while 12 were destroyed completely.

Drivers managed to take out at least 25 oil tankers from the inferno and saved them from any damage, witnesses confirmed. The body of the deceased driver was taken to the Bolan Medical College Teaching Hospital. He belonged to FATA.

Talking to reporters, Provincial Police Officer Malik Muhammad Iqbal said it was impossible for police to provide security to NATO suppliers with such limited resources. "NATO did not ask police for security and security arrangements for suppliers are made by a private company," he added. He said that the contractors were getting millions of rupees from NATO forces and it was their duty to provide security cover.

He candidly stated that it was not police's responsibility to provide security to NATO oil tankers in Balochistan. He said that the drivers had parked the oil tankers at the terminal and did not even inform the police. "We will also include drivers in the investigation," he added.

"NATO should formalise an agreement with the provincial government for security of its supply convoys," Iqbal told reporters. Separately, the Nowshera DPO confirmed the incident near the Khairabad area of Nowshera, saying that at least four containers had been completely destroyed due to the fire.

Servicemen at a Moray RAF base welcomed their international colleagues yesterday for a Nato training exercise involving 10,000 military personnel.

RAF Kinloss will be a hive of activity for the two-week Joint Warrior exercise, which focuses on warfare involving ships and submarines.

The station is currently hosting Falcon and fast-jet Hawk planes, as well as maritime aircraft from Canada, Norway and the US.

The programme incorporates all three of the UK armed services and forces from the allied nations.

Throughout Joint Warrior, crews will be given intelligence, surveillance and reconnaissance missions against Royal Navy and other Nato ships which are operating in the Sea of the Hebrides and Minch, on the west coast. The exercise has been organised by the Joint Tactical Exercise Planning Staff (JTEPS), based at Northwood HQ in London.

For the duration of the training, staff from JTEPS are stationed at a joint warfare operations centre at Faslane.

They are accompanied by an extra 130 tri-service personnel, many of whom are reservists, to ensure there are enough staff for an operational level of command.

Czech Republic to increase troop numbers in Afghanistan

The Czech Republic is to increase its troop numbers in Afghanistan, while reducing the number in Kosovo, the government announced Wednesday, dpa reported

"We recognize our duty to the (NATO) alliance," prime minister Petr Necas told the news agency CTK.

Defence Minister Alexandr Vondra had already said in September that he wanted to send an extra 200 soldiers to Afghanistan, bringing the total to 720.

Parliament, where the centre-right government has a solid majority, has still to approve the measures.

At the same time, the Czech Republic is to reduce the number of its troops in Kosovo from 270 to 90.

Neighbouring Slovakia has also announced plans to gradually withdraw from Kosovo completely by the end of November and is to double the number of its troops in Afghanistan to over 520 next year.

"Bulgaria has been given full support from the United States in the judicial reform and in the fight against crime and corruption, as in many other spheres," Bulgaria's Foreign Minister Nikolay Mladenov said after talks with US Secretary of State Hillary Clinton in Washington on October 5, 2010.

Mladenov and Clinton held bilateral talks at the close of Mladenov's visit to the United States that included meetings with a wide range of his counterparts and an address on behalf of Bulgaria to the United Nations.

According to a US State Department transcript of her welcoming remarks, Clinton said that Bulgaria was not only a NATO ally and a member of the European Union but also a "close partner" of the US "on the most important challenges and opportunities that we face together".

The two discussed the Western Balkans, and Mladenov thanked Clinton for US support for the adoption of the action plan for Bosnia and Herzegovina's membership of NATO, which Mladenov said had created new opportunities for countries from the rest of the region.

The meeting also discussed the situation in Afghanistan, Bulgaria's Foreign Ministry informed.

US Air Force airman seriously injured in Plovdiv

A 52nd Fighter Wing Airman from Spangdahlem Air Base, Germany, is in critical condition after being seriously injured in an accident on October 3, while participating in a training deployment at Graf Ignatiev Air Force Base, Plovdiv, Bulgaria.

The airman, whose duties involved moving equipment, was hurt while unloading a generator from a truck while preparing for the 480th Fighter Squadron's partnership exercise with the Bulgarian Air Force.

The airman was immediately transported to Plovdiv Emergency Hospital and attended to by Bulgarian doctors as well as the 52nd Fighter Wing's flight doctor who was in Plovdiv as a part of the exercise.

After an operation on October 4 performed by Bulgarian doctors, with assistance from the 52d Fighter Wing's flight doctor, the airman was no longer thought to be in a life-threatening condition.

The Airman was flown from Plovdiv to the Landstuhl Regional Medical Center in Germany for further medical treatment.

The U.S. Defense Security Cooperation Agency, in notifying the U.S. Congress last week of the proposed sale, said the upgrade would "contribute to the foreign policy and national security of the United States by improving the security of a friendly nation that has been, and continues to be, an important force for political stability and economic progress in Europe.

"Finland will use this equipment to modernize its armed forces by expanding its existing architecture to counter threats from potential attacks."

It said implementation of the proposed sale will require about 10 U.S.
government or contractor representatives to travel to Finland for a period of up to one year for equipment de-processing/fielding, system checkout and training.

Lockheed Martin would be prime contractor.

The program, if approved, would include upgrade Finland's M270 multiple launch rocket systems to universal fire control system configuration.
