-[I]n February 2010, we released our Ballistic Missile Defense Review. This review put our previously announced European Phased Adaptive Approach in a broader framework and helped rebut incorrect and inaccurate accusations that we were shelving missile defense plans for Europe and abandoning central Europe.
Of course, nothing could be further from the truth.
-This new approach also creates more opportunities for cooperation and burden sharing among our NATO Allies. We will seek to expand NATO's ALTBMD {Active Layered Theatre Ballistic Missile Defence] command and control system to provide it with the capability to support territorial missile defense. This will allow the United States and our NATO Allies to plug their missile defense assets into the overall NATO missile defense capability should our Allies choose to do so, and we are certainly encouraging that.

General Scowcroft, thank you so much for that introduction. Fred, thank you for your leadership on this issue. Let me also express my great appreciation for the work of my friends at the Atlantic Council, especially Fred, General Scowcroft, and Senator Hagel, and everyone else both here and abroad who works to promote transatlantic cooperation.

A lot has changed since Under Secretary Tauscher spoke at last year's Atlantic Council missile defense conference.

At that time, the Obama administration had just announced our European missile defense plans, but had yet to take any of the concrete steps that President Obama had set forth in his Prague speech last year.

The [new START] Treaty will re-establish effective monitoring and inspections of Russia's strategic nuclear forces while also imposing lower limits on those forces. And I might as well add this now as a pre-buttal, the New START Treaty does not constrain our ability to field the most effective missile defenses possible.

Beyond the New START Treaty, we released a new Nuclear Posture Review that reduces the role of our nuclear weapons while reaffirming our commitment to maintain a safe, secure, and effective deterrent so long as nuclear weapons exist.

And our budget increases for the nuclear complex and weapons systems demonstrate our seriousness with respect to modernization.

And, in February 2010, we released our Ballistic Missile Defense Review. This review put our previously announced European Phased Adaptive Approach in a broader framework and helped rebut incorrect and inaccurate accusations that we were shelving missile defense plans for Europe and abandoning central Europe.

Of course, nothing could be further from the truth.

President Obama's missile defense decisions have significantly improved our ability to protect the United States, our European NATO Allies, and our forward deployed troops from ballistic missile threats.

So, as I speak to you today, we have had a year to implement this new approach. I know General O'Reilly gave a briefing on the technical details of the European Phased Adaptive Approach. Let me spend a few minutes focusing on the reaction of our NATO allies and explaining the progress we have made over the past year.

First, our NATO allies have overwhelmingly embraced this approach because the new architecture can provide coverage for all of our European Allies. It also focuses on addressing the existing threats in a prioritized manner, something that both NATO and the United States Congress have repeatedly urged. First and foremost, we will protect our most vulnerable Allies from the existing short- and medium-range ballistic missile threats from Iran. And we will expand coverage to counter the threat as it evolves.

This brings me to my second point. We have sought to put this new approach squarely in a NATO context. We want there to be political buy-in by our NATO Allies on this issue. We will do this by seeking Allied agreement at the Lisbon Summit to pursue a missile defense capability for our European Allies' territory, populations, and forces.

The European Phased Adaptive Approach will then become the U.S. contribution to a NATO effort.

This new approach also creates more opportunities for cooperation and burden sharing among our NATO Allies. We will seek to expand NATO's ALTBMD command and control system to provide it with the capability to support territorial missile defense. This will allow the United States and our NATO Allies to plug their missile defense assets into the overall NATO missile defense capability should our Allies choose to do so, and we are certainly encouraging that.

We have received high level support for our efforts from throughout the Alliance, including from Secretary General Rasmussen and from Madeline Albright's Group of Experts. Support is evident in the Ministerial communiqués as well. And we hope to get more support at the Joint Ministerial meeting this week.

Beyond the benefits for our NATO Allies, this approach also strengthens our ability to defend the United States. Deploying the ANTPY-2 radar in the first phase of the approach will augment the ability of our existing Ground-based Midcourse Defense system to intercept any future long-range missiles launched from the Middle East. By 2020, we will supplement that capability when we deploy the SM-3 Block 2-B missile in Europe.

Finally, this approach benefits our security through the deployment of proven missile defense assets. MDA's thorough test plan will ensure that the systems we deploy in Europe are operationally effective before we deploy them – another fact that has been well-received by our European partners.

Now, let me turn to the progress we have made over the past year.

For Phase 1, we seek to deploy a forward-based radar close to the threat. We have briefed Allies on our plan and held bilateral discussions about hosting the radar. Following the NATO Joint Ministerial and Summit meetings, we hope to be able to move forward on discussing basing agreements for the radar with appropriate Allies.

Meanwhile, Romania agreed to host the Phase 2 Land-Based SM-3 interceptor site, and we have held three rounds of negotiations on a basing agreement since June. We are making good progress on this agreement, building on the excellent history of cooperation we have with Romania and the existing Supplemental Status of Forces Agreement.

Finally, last October, Poland agreed to host the Phase 3 SM-3 interceptor site. Since then, we have ratified a Supplemental Status of Forces Agreement and signed a protocol amending the Ballistic Missile Defense Agreement to allow for the deployment of the SM-3 interceptor site in Poland. The next step to bring this agreement into force is Polish ratification.

These activities have put us on track to have all the necessary agreements in place to support the deployment of assets under the European Phased Adaptive Approach for the first three phases.

Finally, let me also touch briefly on Russia. We did not design this plan in response to Russian concerns about our missile defenses. There were no "secret deals" as part of the negotiations on the New START Treaty.

I've said it earlier and I'll say it again. This plan is simply better for the defense of our European Allies and the United States. The New START Treaty will not prevent us from implementing the European Phased Adaptive Approach. The New START Treaty will not constrain the United States from deploying the most effective missile defenses possible. And it does not add any additional cost or inconvenience to our missile defense plans.

As we look to Lisbon and beyond, I think it is clear that we have made excellent progress in the implementation of a system that provides for better security for our European Allies and better confidence in our intentions. And in the coming months and years, I look forward to continuing to work with all of our friends and partners, including the Atlantic Council, and discussing how we can best work together to counter the ballistic missile threat through both missile defense and our arms control and nonproliferation efforts.

6 NATO Troops Killed In Afghanistan

Six soldiers belonging to the NATO-led International Security Assistance Force (ISAF) have been killed in blasts and an insurgent attack in southern and eastern Afghanistan, reports said on Wednesday.

According to an ISAF statement, four of them were killed in a blast from a roadside bomb in the Taliban-dominated south. Another soldier also died in a separate attack there.

It was an insurgent attack in eastern Afghanistan which claimed the life of the sixth soldier.

In keeping with its official policy, NATO did not disclose the identities of the slain soldiers.

The majority of foreign troops deployed in the south are from the U.S., Britain and Canada while there is a sizable section of American soldiers stationed in eastern Afghanistan too.

Figures available with I Casaulties.org, an independent website that tracks military deaths in Afghanistan, reveal that over 580 NATO troops have been killed there this year making it the deadliest yet for the alliance.

Presently there are around 150,000 foreign troops stationed in the war-ravaged country which has been witnessing a surge in militancy of late.

Afghanistan Air Strikes Up 172 Percent

WASHINGTON: The number of U.S. and NATO air strikes over Afghanistan has spiked since General David Petraeus replaced General Stanley McChrystal as commander of the war effort in June.

U.S. Air Force statistics show a 172 percent increase, with 700 separate missions flown in September. A total of 257 assault missions were flown in September, 2009.

Surveillance flights increased to nearly three times the number from September 2009 and supply flights are up as well.

Civilian casualties had led McChrystal to issue restrictive rules of engagement, curtailing the number of airstrikes and, critics say, tying the hands of forces trying to beat back a crafty insurgency best located from above.

Petraeus is sometimes seen as more willing to risk the so-called "collateral damage" of civilian deaths....

A senior official of the US Department of State has said Turkey played a major role in the US missile defense system with its geographic location 

 
Washington: Deputy Assistant Secretary of Defense for European and NATO Policy, Jim Townsend, told a press briefing Tuesday that the U.S. adopted the phased adaptive approach following the abandonment of "the third site system" planned to be based in Poland and the Czech Republic.

He said Turkey, a very strong NATO ally, played an important role in the context of the phased adaptive approach, because of its geographic location.

"One of the major changes from the former to this approach on missile defense is involving the NATO alliance. And so what we did was we began to talk within the alliance and suggest this as a - as a - as an important capability for NATO to take on. But at the same time, we began to talk to other nations on a bilateral basis, because, you know - think nothing had been decided at NATO. As we were just saying before, it is still looking at this as a political decision," said Townsend.

He said Turkey was among the countries the U.S. talked to see if it is willing to host some of the missile defense system.

"So we've been talking to Turkey as well as to other - these other nations since the beginning of the phased adaptive approach as we began to refine the plan, as we looked at questions that nations have had about, well, how will this system work, et cetera," said Townsend.

"And as we look at where the ballistic-missile threats can come from, Turkey seems to us to be quite - very much along the front lines. And so in terms of geography, Turkey would be a good place to have, you know, some capability there," he said.

Townsend said there also has been ongoing discussions within NATO about the costs, and the equipment and other factors of "the phased adaptive approach".

"As I said, a couple NATO committees have been working on aspects of this, and we've gone and seen some of the nations, such as Turkey, Poland, others - we've gone to see them a couple of times with senior-level groups of experts, to sit down around a table and answer detailed questions that nations have. So it's been an ongoing process. It's been one that has been very useful, helping us sort out issues as well as the nations involved. And Turkey has played a very helpful role. We've had some very good, deep discussions with Turkey. And now the decisions are in Ankara to make, both on Turkey's role but especially - and this is another important point - especially on where Turkey is when it comes to voting at NATO in terms of this political decision for NATO to take on missile defense as a - as a NATO capability," said Townsend.

Secretary Clinton is in Kosovo today, and many people there love the Clintons. In the capital, Pristina, Clinton visited an 11-foot statue of her husband Bill, who as U.S. president backed the 1999 NATO air campaign that stopped a crackdown by Serbian forces on Kosovo's ethnically Albanian majority.
 
When he attended the unveiling of the statue last year, he was greeted with a giant cake bearing his portrait. And, both Hillary and Bill have been lauded on billboards in Pristina.

French carrier sets off on Afghan mission

France's flagship and only aircraft carrier was to set sail Wednesday on a four-month mission to fight piracy and terrorism in the Indian Ocean and support NATO troops in Afghanistan.

The nuclear-powered Charles de Gaulle and its escort group - two frigates, an attack submarine and a refuelling tanker - was to set sail from its home port of Toulon after a refit lasting several months, officers said.

In all, the battle group carries 3,000 sailors and 27 aircraft: ten Rafale F3 fighters, 12 Super Etendard attack jets, two Hawkeye early warning planes and three helicopters.

Rear Admiral Jean-Louis Kerignard, commander of the group, said the force would help allied navies fight piracy off the coast of Somalia and send jets to support NATO in the skies above Afghanistan.

The ships will also train alongside allies from Saudi Arabia, India, Italy, Greece and the United Arab Emirates and make two stopovers at the French base in Djibouti before returning to France in February 2011.

6 killed in U.S. drone attack in NW Pakistan

ISLAMABAD: At least six people were killed in a U.S. drone strike launched late Wednesday night in Pakistan's northwest tribal area of North Waziristan, reported local media.

According to local media reports and sources in North Waziristan, the U.S. drones fired four missiles at a house in the village of Lataka in the Datta Khel area of North Waziristan which borders Afghanistan.

Wednesday's strike is the eighth of its kind since October. So far a total of 62 people have reportedly been killed in the U.S. drones this month, most of which are said to be militants.

Turkish FM to participate NATO meeting on missile shield plan

Turkish Foreign Minister Ahmet Davutoglu said Tuesday he would leave for Brussels to discuss with NATO member nations setting up a U.S. missile defense system in Europe.

"I will depart for Brussels later today or tomorrow to participate in NATO talks over the issue and we will assess together what could be done in line with a joint strategy of the Alliance," Davutoglu said at a joint press conference with visiting Sudanese Foreign Minister Ali Ahmed Karti in the Turkish capital of Ankara.

The proposed missile system - expected to cost nearly 280 million U.S. dollars - is an anti-ballistic missile "shield" which would be extended across NATO's territory.

Deputy Assistant Secretary of Defense for European and NATO Policy Jim Townsend said in a press briefing last month that Turkey played a major role in the U.S. missile defense system due to its geographic location.

Turkish media reported Tuesday that foreign and defense ministers of the NATO member countries will gather Thursday in Brussels to discuss the new strategic concept of the alliance, which will be submitted to the approval of the leaders in the upcoming Lisbon summit scheduled for Nov. 19-20.

RP-US military exercises kick off today

CLARK FREEPORT, Pampanga, Philippines: Apart from their annual Cooperation Afloat Readiness and Training (CARAT) exercise which opened yesterday in Olongapo City, Filipino and US military forces are kicking off their joint Amphibious Landing Exercises (Phiblex) here today.

In a statement, the US embassy said the opening rites for Phiblex are slated at 10 a.m. at the Holiday Inn Hotel here.

"The two-week long training will be held simultaneously in various locations in Luzon covering the areas of Cavite, Tarlac, Nueva Ecija, Zambales and Pampanga," the US embassy said.

The bilateral exercises, according to the embassy, "are designed to improve interoperability, increase readiness, and continue professional relationships" between the Philippine and US armed forces.

The Philippine Marine Corps and Air Force will join US Marines from the Japan-based 3rd Marine Expeditionary Force and US sailors from the Essex Expeditionary Strike Group in both the ground-air and naval integration training, it added.

In addition to these exercises, the Philippine Marines, together with other military units, will join US military

Meanwhile, CARAT is the US Navy's 7th Fleet annual exercise with the Philippine Navy to improve interoperability between them.

CARAT includes amphibious landings, humanitarian civic action, subject matter expert exchanges, naval operations symposia, community service projects, and diving and salvage operations.

Pakistan is considering a request from Canada to use its military base during the scheduled withdrawal of troops from Afghanistan.

A source in Pakistan's Foreign Ministry says Canada wants to use Pakistan's military infrastructure to remove troops and supplies from Afghanistan.

Canada made the request several months ago, prior to its eviction from the semi-secret military base in the United Arab Emirates.

The UAE has terminated an agreement that had allowed the Canadian military to use a base in Dubai.

Multinational PSI Military Drill Hosted by S.Korea Under Way in Busan

For the first time, South Korea is hosting a multinational military exercise aimed at preventing the transfer of weapons of mass destruction in the country's southern port city of Busan.

Starting Wednesday the two-day maritime drill involves the 14 member nations of the Proliferation Security Initiative or PSI including the United States, Canada, France, Australia and Japan.

Seoul's Defense Ministry said about 10 vessels are participating in the exercise - including a guided missile destroyer, maritime patrol planes and anti-submarine helicopters.

The purpose of the training is to practice stopping and searching vessels suspected of carrying illegal weapons.

Prior to the drill the representatives of the initiative held a seminar.
The PSI program was launched in 2003, with Seoul joining after North Korea's second nuclear test last year.

The communist nation criticized the South's decision to join calling it a 'declaration of war.'

According to local media reports and sources in North Waziristan, the U.S. drones fired six missiles at a residential area in the village of Lataka in the Datta Khel area of North Waziristan which borders Afghanistan.

Details about the killed are not immediately known. But most of the killed are believed to be militants hiding in the area.

Wednesday's strike is the eighth of its kind since October. So far a total of 65 people have reportedly been killed in the U.S. drones this month.

The special attention attached by the local media to the U.S. drone strikes is mainly based on the following two reasons: one, such strikes have violated the territory rights of Pakistan; two, many innocent people including children and women have also been mistakenly killed in such strikes.
