Seoul, Washington heighten tensions in northeast Asia

Tension is growing in North-East Asia now that Seoul and Washington are about to get down to practicing the detection and destruction of North Korea's sea targets. The manoeuvres, the second in the last three months, are due in the Yellow Sea on the 5th through the 9th of September. Pyongyang has described the exercise as a grave military provocation. Beijing says the manoeuvres are a violent challenge to the situation in the region.

South Korea and the United States are flexing muscles in response to the incident around the South Korean corvette Cheonan. The two accuse Pyongyang of sinking the corvette, while the latter emphatically denies its involvement in the incident and calls for an independent inquiry into the tragedy.

Seoul and Washington have reacted by bringing unprecedented pressure to bear on North Korea. In July they used 20 warships to destroy conventional enemy targets in the Yellow Sea, including the US nuclear-powered aircraft-carrier George Washington, as well as 200 planes and helicopters. This time the US and South Korea are using 6 missile destroyers, high-speed frigates and antisubmarine planes that are due to destroy an allegedly North Korean submarine.

The current military exercise of South Korea and the United States has strongly angered China. August saw major growth of the Pentagon's military activity in Asia and the Pacific. The United States held three war games involving South Korea, Japan, Australia, Singapore and Vietnam.

The next naval exercise, due in December, will involve a US and Japanese naval force, and is due to rehearse the defence of the Shenkaku Islands (the Chinese name for the islands is Dyaoyuydao), in the East China Sea. The islands are contested by Beijing.

China slammed an earlier attempt by US Secretary of State Hillary Clinton to mediate in Beijing's long-running territorial disputes with its neighbors over the islands in the South China Sea. During the ASEAN forum in Hanoi in July Clinton made it perfectly clear that mediation in the conflict over the 200-odd isles and atolls claimed by China, Vietnam, Brunei, Malaysia, Indonesia, the Philippines and Taiwan was in America's best interest.

Many see this as just another US attempt to check China's expansion in the strategic part of the world.

China is building up its clout, much to the chagrin of the Americans who have traditionally dominated the region, says Yevgeny Bazhanov, deputy rector of the Foreign Ministry's Diplomatic Academy in Moscow. South Korea and some ASEAN countries, plus Australia and New Zealand, have always been on Washington's side. What we see now, however, is the emergence of a new giant challenging America's domination and changing the balance of forces in the region....Hence all these US attempts to check the Chinese expansion, both economic and military....

Beijing apparently wants the Americans to ask it to make the North Koreans more compliant about their nuclear activities.

China has obliged so far because it is not very happy about Pyongyang's intransigence on this matter. On the other hand, China has traditionally  sided with the North and will hardly tolerate any attempts to unseat the Communist regime in Pyongyang.

Indian army likes U.S. weaponry

KOLKATA, India: India's Ministry of Defense is placing orders for U.S. armaments following joint exercises with U.S. military forces.

Russia has traditionally been India's largest arms supplier but following evidence of the capabilities of U.S. military equipment during joint exercises with the Indian army, navy and air force, the Indian army decided to purchase of several hundred Javelin anti-tank guided missiles, demonstrated during the war games, the Telegraph reported Friday.

The Javelins were deployed for Indian forces for the first time in the Yudh Abhyas 09 joint military exercise in Babina, the largest war game that the two armies have had.

A Ministry of Defense source said: "We have sent a letter of request to the U.S. government. We want to procure the Javelin ATGMs with an agreement for transfer of technology."

One point that has yet to be negotiated is the final cost of the ATGMs, which is significantly higher than the army's current anti-tank weapon, Milan anti-tank missiles made in India with French collaboration.

India to acquire advanced U.S.-made anti-ship missiles 


MUMBAI, India: India has signed an agreement with the U.S. government to buy the advanced anti-ship missiles to improve coastal aerial combat capability, local media reported on Friday.

The agreement worth about 170 million U.S. dollars was signed late last month, and the Indian Air Force (IAF) will acquire 24 U. S-made Harpoon Block II air-to-surface missiles, the Indian newspaper the Economic Times reported.

According to the report, the deal has been negotiated for more than two years, and the former Bush administration approved the sales of the missiles during Indian Defense Minister A. K. Antony' s visit to Washington in 2008.

The report said the Indian Navy's air fleet lacks the lethal coastal anti-ship capability due to the shortages of the advanced fixed-wing aircraft and weapons. Those Harpoon missiles will be used for the coastal aerial guard by the Jaguar ground attack planes in the IAF .

It will be the first time for India to buy the advance anti- ship missiles from the United States in dozens of years.

Harpoon is a world-known all-weather, over-the-horizon anti-ship missile. Its launching platforms include the fixed-wing aircraft, surface ships and submarines.

Harpoon Block II is an improved version of the Harpoon family for the littoral water anti-ship striking.

India, South Korea sign landmark defence deals

India and South Korea on Friday signed two landmark defence arrangements that envisage joint military training and exercises besides co-development and production of defence products during the first ever visit by an Indian Defence Minster to Seoul. The Memoranda of Understanding (MoUs) were finalised after several rounds of discussions between Defence Minister A K Antony and his South Korean counterpart Kim Tae-young in Seoul.

The first MoU that will be valid for five years relates to enhancing exchange of military experience by conducting joint training exercises and increasing visits by military personnel between the countries. "The MoU envisages mutual exchange of visits by military personnel and experts, including civilian staff associated with defence services, military education and training and conduct of military exercises, exchange of visits of ships and aircraft, as jointly decided between the two countries," Defence Ministry spokesperson Sitanshu Kar, who is accompanying the minister, said.

Dozens of British machine guns have been stolen in Afghanistan and used against Nato forces, The Daily Telegraph has learnt.

Serious questions are being asked about a cover-up by commanders in Helmand after the 59 Minimi machine guns were not reported missing for almost a year. The theft was revealed only when American forces recovered two of the guns following a battle with the Taliban.

Liam Fox, the Defence Secretary, who was told about the incident this week, is said to be furious that the weapons were allowed to be taken by the insurgents and, potentially, could have been used against British troops.

He has ordered an inquiry into why enough weapons to equip an infantry battalion could go missing without anyone noticing or being informed.

The light machine guns, which can fire 1,000 rounds a minute, were flown from Britain to Camp Bastion in Helmand last October. They were then transported overland to British forces operating at Kandahar airfield but it is believed the convoy was either ambushed or the weapons were illegally sold. No one realised or reported that they had gone missing until last month, when American forces operating in southern Afghanistan discovered two of the guns, whose serial numbers matched those stolen. Defence sources have described the incident as a "terrible embarrassment for British forces".

"We have no evidence that they have been used against British forces but clearly it's an alarming situation," said one defence source.

A Royal Military Police investigation has been under way since the end of last month. Dr Fox was said to be "livid" and "hit the roof" when told about the incident.

"Alongside the official investigation, he has ordered a wider review of how weapons are transported and is asking some serious questions over how this happened," an MoD source said. "It's astonishing that 59 machine guns went missing last year and no one realised it for months."

An MoD spokesman confirmed the investigation "into the whereabouts of a number of weapons in Afghanistan which remain unaccounted for since late last year".

Attack on NATO container kills one

One person has been killed and two others wounded after unknown gunmen attacked a NATO container in Pakistan's eastern province of Punjab.

Police officials told a Press TV correspondent that the person killed was the driver of the container carrying food supplies to US-led forces in Afghanistan.

Pakistan is the main supply route for the US-led forces in Afghanistan.

Afghanistan-based US and NATO forces receive up to 80 percent of their supplies via routes that pass through the Khyber region of northwestern Pakistan and the southwestern Chaman border-crossing in Balochistan.

Hundreds of vehicles carrying fuel and supplies for US-led forces in Afghanistan have been attacked and destroyed in Pakistan over the past three years.

Azerbaijan says two of its officers killed in Armenian attack

BAKU: Azerbaijan has aired its version of an armed incident that took place at the contact line between the Nagorno-Karabakh and Azeri forces on Saturday morning.

The Azeri TV channel ANS said Armenian armed forces had attacked Azeri army positions in the Tartar district of Azerbaijan.

Two Azeri military officers were killed and one soldier was wounded, ANS said. As one of the officers was involved in suppressing an enemy firing point, his body remained on the Armenian side, it said.

The Azeri Defense Ministry has not yet commented on the incident.

Armenia had said earlier that an Azeri military serviceman had been killed and several others wounded while an Azeri reconnaissance and sabotage group attempted to infiltrate Nagorno-Karabakh territory.

Yerevan has called on the international community to assess what it described as Azerbaijan's steps aimed at disrupting Nagorno-Karabakh peace negotiations.

Japanese foreign minister's 'occupation' statement unacceptable – Moscow

MOSCOW: Japanese Foreign Minister Katsuya Okada's statement alleging 'occupation' of the South Kuril Islands is impermissible and politically incorrect, Russian Foreign Ministry spokesman Andrei Nesterenko said on Friday.

"Moscow paid attention to the latest statement by the Japanese foreign minister. Judging by media reports, he once again used the term 'illegally occupied by Russia' in relation to the South Kurils," he said.

Such statements are totally unacceptable for Russia, the diplomat said. "These islands are Russian territories, which is confirmed by universally recognized territorial realities that took shape after the WW2," he said.

Such rhetoric of Japanese officials "does not help develop bilateral relations and breaches the principles of political correctness, which are in effect in relations between good neighbors," Nesterenko said.

Baku: "President of the NATO Parliamentary Assembly John Tanner promised that the Nagorno Karabakh conflict will be raised during the fall session," first vice-speaker of the Azerbaijani parliament, head of the Azerbaijani delegation to the NATO PA, Ziyafat Asgarov told journalists, APA reports. He said he had met with the President of NATO Parliamentary Assembly during the spring session.

"All the documents adopted concerning Nagorno Karabakh conflict were introduced to Mr. Tanner. John Tanner promised to raise this issue during the fall session of NATO Parliamentary Assembly. This fact caused serious concern to Armenia. This issue will also be considered at the UN on Azerbaijan's initiative on September 9. NATO being an influential military, political organization should express its position on this issue," he said.

Ziyafat Asgarov expressed his confidence that Azerbaijan's right position will win again.

"We will at least get a new support. Of course, this will make Armenia think over the issue again. Armenian leadership should think better of it. This can not last long," he said.

Uzbekistan, Tashkent: Uzbekistan and NATO strengthened their cooperation, which is a positive factor for both sides, NATO Secretary General's Special Representative for the Caucasus and Central Asia, Robert Simmons's congratulatory message, published in the local media outlets in connection with the celebration of Independence Day of Uzbekistan, reads.

Simmons reminded that Uzbekistan accepted an Individual Partnership Action Plan, on which it successfully carries out its activities.

"Taking this opportunity I'd like to thank Uzbekistan for providing transit to transport non-military supplies for our armed forces in Afghanistan," the message says.

Simmons noted that the Alliance has closely watched the events in Kyrgyzstan and highly appreciated Uzbekistan's actions at the height of the tragic events in this country.

Previously it was reported that besides cargo transit for Afghanistan, Uzbekistan provides the German Air Forces with a civilian airport near the city of Termez on the border with Afghanistan. The base is used for the transportation of humanitarian aid and logistics support of the German military contingent in Afghanistan.

An airport lease agreement was signed in February 2002, and a new agreement on the use of the airport as signed in April 2010.
