NATO to stay in Norfolk, even if JFCOM shuts down

-JFCOM's most recent commanding officer, Marine Gen. James Mattis [now U.S. Central Command chief], also served as the NATO commander until last fall, when he was relieved by French Air Force Gen. Stephane Abrial.

NATO's top official said Tuesday he's committed to keeping the alliance's North American headquarters, known as Allied Command Transformation, in Norfolk, regardless of whether American defense officials carry out plans to close the U.S. Joint Forces Command.

"We have no plans to move ACT," Secretary General Anders Fogh Rasmussen of NATO said in Washington. "Personally, I believe that it makes sense to have a NATO headquarters also in the United States and not only in Europe. So I would expect ACT to continue to be located in Norfolk."

Rasmussen did not offer any direct comments about the planned closure of JFCOM, which is part of an effort to cut spending on contractors and overhead and redirect money to troops and force modernization. But he said he expects that NATO, which has been in Norfolk for more than a half century, will be looking for "efficiencies" of its own.

ACT's staff has worked closely with that of Joint Forces Command. JFCOM's most recent commanding officer, Marine Gen. James Mattis, also served as the NATO commander until last fall, when he was relieved by French Air Force Gen. Stephane Abrial.

Much like JFCOM, the command aims to encourage development of new military technologies and techniques. It also supports NATO operations in countries such as Afghanistan. It employs about 120 civilians and about 700 active-duty service members, many of whom hail from NATO's other 27 member countries.

Norfolk Mayor Paul Fraim said NATO's commitment "is very good news and continues to build the case for keeping JFCOM intact, even if it's smaller."

On Aug. 9, Gates announced that he would shut down JFCOM within a year and cut spending on defense support contractors by nearly one-third over three years.

Hungary boosts Afghan mission

-Cuts will most probably have to be made in other areas like family allowances or pensions, experts suggested.

Hungary has been instrumental but not active in NATO's Afghanistan mission so far, but to save face the government has voted to send a further 200 military staff to its already existing 400 personnel contingent in the Asian war-torn nation.

Hungarians have been in this country since 2003, where they run a technical provincial reconstruction division under the auspices of NATO's Afghanistan mission. The ill-fated decision was originally made by the previous administration as the failed Socialists believed they would reign another four years when they made the promise that will now cause the new administration an extra annual HUF 13-bil in tax-payers' money.

Defence Minister Csaba Hende alleged that Hungary has no choice but to satisfy its commitments to NATO, despite the fact that the former administration was incapable of securing the funding of the mission. Cuts will most probably have to be made in other areas like family allowances or pensions, experts suggested.

Hende believes that the new addition is necessary following his visit in June this year, where he was alarmed to learn that the Hungarian security mission, like all other contributing countries' of the ISAF serving in the Pol-e-Khomri region in Nothern Afghanistan, were constantly under-protected and over-worked while the situation has reportedly increasingly deteriorated in Afghanistan. The US has just last month allegedly started evacuating its soldiers from the troubled nation.

NATO soldier killed in Afghanistan

Kabul: A NATO soldier was killed fighting insurgents in Afghanistan on Wednesday, NATO's International Security Assistance Force said, amid a surge in military deaths.

It give no further details.

The latest death took to 503 the number of foreign troops killed in the Afghanistan war so far this year, compared to 521 for all of 2009, according to an AFP tally based on that by the independent website icasualties.org.

Military deaths have increased dramatically in recent months amid a surge in Taliban-led violence and counterinsurgency operations by the 150,000-strong US-led NATO force and its Afghan allies.

2 ISAF Soldiers Killed In Afghanistan

Two soldiers of the NATO-led International Security Assistance Force (ISAF) in Afghanistan died on Tuesday. A Hungarian soldier succumbed to his injuries sustained in an attack in northern Afghanistan, the country's Defense Ministry said.

Warrant Officer Gyorgy Kolozsvari, who was seriously injured when a Hungarian convoy was attacked on August 23 in the city of Mazar-i-Sharif, died in hospital in the Hungarian capital Budapest.

A second ISAF troop was killed in a militant attack in southern Afghanistan, but the coalition statement did not disclose his nationality.

ISAF casualties in Afghanistan this year had already crossed 500, indicating that 2010 is going to be the deadliest year for foreign forces since they began anti-Taliban operations in 2001.

More than 1,040 people have been killed in 122 drone strikes in Pakistan since August 2008

MIRAMSHAH: Two US missile strikes in Pakistan's North Waziristan tribal district on the Afghan border killed at least 10 militants on Wednesday, DawnNews reported.

The first attack took place in Dandey Darpakhel village, five kilometres northwest of Miramshah, the main town in North Waziristan tribal district.

At least six militants were killed in the US drone attack which targeted the compound of a local militant, reports said.

A security official in the region confirmed the strike and casualties.

In the second attack, a US drone fired two missiles which struck a vehicle, killing four militants in Amboor Shaga village of Dattakhel town in North Waziristan tribal area, 40 kilometres west of Miramshah.

The US military does not as a rule confirm drone attacks, but its armed forces and the Central Intelligence Agency operating in Afghanistan are the only forces that deploy pilotless drones in the region.

More than 1,040 people have been killed in 122 drone strikes in Pakistan since August 2008, including a number of senior militants. However, the attacks fuel anti-American sentiment in the country.

Officials in Washington say the drone strikes are a vital tool needed to protect the 150,000 foreign troops in Afghanistan, and have killed a number of high-value targets including Pakistani Taliban chief Baitullah Mehsud.

NATO official to arrive in Georgia today

Tbilisi: Head of the NATO Defense Policy and Planning Division's Force Planning Department Frank Boland will arrive in Georgia today.

Boland will meet with senior officials, the Georgian Defense Ministry told Trend.

A group of NATO experts has already arrived to Georgia to evaluate the country's implementation of obligations under the Planning and Review Process and the Annual National Program.

The NATO delegation has held a meeting with the Defense Ministry. Deputy Defense Minister Nodar Kharshiladze and other ministry and military figures attended.

During the four-day visit, the group of experts will meet with the finance and interior ministries, as well as the National Security Council.

The delegation will also meet with the NATO military attaches and embassies in Tbilisi.

The delegation will leave Georgia on Sept. 10.

Investment Needed for NATO Missile Defenses

NATO Secretary General Anders Fogh Rasmussen says his staff estimates that an alliance-wide territorial missile defense system would cost about €200 million ($245 million) over the next 10 years.

This is above the €800 million ($1.2 billion) investment already required to field theater missile defenses designed to protect deployed troops.

Rasmussen says the funding required is a "modest additional cost to achieve so much." He spoke with U.S. press during a Defense Writers Group breakfast Sept. 7 in Washington.

A decision on whether and how to proceed on missile defense will be on the agenda during the forthcoming NATO summit in Lisbon in November.

Rasmussen says that because of the shared potential enemy of Iran, NATO's deployments of technology would be needed in line with the timeline laid out by U.S. President Barack Obama.

He has proposed the Phased Adaptive Approach, which is incrementally fielding defenses through 2020. SM-3s already are being deployed in the Mediterranean Sea. The SM-3 Block IB, with improved divert-and-attitude-control systems and a new seeker, will be in place around 2015. Land-based elements of this system also will be deployed by then. In 2018, the larger 21-in. SM-3 Block IIA is expected to provide longer range for defenses, and finally a so-called SM-3 Block IIB will be in place around 2020 to function as an ICBM killer.

Rasmussen did not specify which technologies NATO would need to buy. But the U.S. equipment would be an "input" into the NATO system, he says.

He also hopes that Russia will take up a forthcoming invitation to participate in the NATO missile defense system.

GRAFENWOEHR, Germany: About 1400 participants of more than 40 countries and organizations gathered at the Joint Multinational Simulations Center (JMSC) at Grafenwoehr Training Area for the U.S. European Command's (EUCOM's) exercise, Combined Endeavor 2010, the world's largest military communications and information systems exercise, Sept. 2-16.

"We are here with different types of equipment. We are teaching each other how to use these systems," said Miha Plevnik from the Slovenia Delegation. "We are getting more and more experience, and in this way we are getting better in communications."

"Improvements in communication and computer network capabilities will not only enhance the readiness of our forces to provide regional stability," said the U.S. European Command Civilian Deputy, U.S. Ambassador Katherine Canavan. "They will also enable more efficient cooperation among partners across a broad range of activities, including natural disaster response."

In addition to hosting Combined Endeavor 2010, there are two additional exercises on-going at the site at Camp Aachen, Phoenix Endeavor, which is focused on network-frequency management; Cyber Endeavor, which trains the nations in cyber-defense and information assurance.

"Because of the capacity Grafenwoehr has both in facilities and network capabilities Grafenwoehr became the main operating site," said Capt. Petero Lole, JMSC's lead planner. "a forward-site is located in Romania. There are a few networks connecting Romania [Mihail Kogalniceanu Airbase] to Grafenwoehr."

Lole says, the savings are significant for participating nations. The countries did not have to spend funds on transportation costs associated with bringing those goods or providing contract staff to support the exercise.

"We have an existing facility here for participants to fall inside, instead of countries having to travel and stand-up a facility to support the exercise," said Lole. "If you look around this room all these computers, tables, chairs and projectors, most countries didn't have to bring those things here."

Although a large majority of the countries participating are from Europe, this year, representatives from Iraq and Afghanistan are participating to help U.S. Central Command develop a template for a future Combined Endeavor exercise in that region.

"There's an "endeavor" now in the Pacific, Pacific Endeavor. There is one in North America that uses South America and Canada to interconnect their network communication systems, said Capt. Jack H. Gaines, EUCOM spokesperson. This exercise that we do here in Grafenwoehr has branched-out world-wide, and every major command is launching their version of it."

Representatives from Iraq and Afghanistan benefit by participating in this event as they move beyond combat operations toward development and capacity building, which is the next step for the nations. Combined Endeavor 2010 in Europe serves as a dry-run or rehearsal for their own exercise, said Gaines.

British Army Takes Deliveries of Warthog Vehicles

LONDON: The British Army has begun taking delivery of Warthog armored all-terrain vehicles ahead of their deployment to Afghanistan. Deliveries had been delayed several months due to the need to improve the machines' armored protection.

A spokeswoman for Warthog builder Singapore Technologies Kinetics (STK) said the machine had been "delivered and accepted by the British Ministry of Defence." She declined to comment on whether deliveries to Afghanistan had actually begun.

"After carrying out a thorough assessment of the Warthog armored vehicle, the U.K. Ministry of Defence can confirm it is fit for use on operations. In a series of rigorous trials, the vehicle successfully demonstrated its ability to protect against the threats encountered in Afghanistan as well as operate effectively in demanding terrain. U.K. troops have been training with Warthog since March 2010 and the first vehicles are planned to deploy in the next few months for operational use in Afghanistan," the spokeswoman said

Two industry sources said some vehicles were currently at the British base in Cyprus ahead of Warthogs being dispatched to Helmand province in Afghanistan. It is not clear whether the Warthogs are being staged through Cyprus or are undergoing last minute work-up or tests.

The MoD spokesman declined to comment on whether vehicles were in Cyprus at present.

The Ministry of Defence signed a 150 million pound ($230.3 million) contract with Warthog supplier STK in 2008 to deliver about 110 vehicles. The first Warthogs were meant to have been in theater in April to coincide with the deployment of the initial operators, the Royal Dragoon Guards.

The sale of Warthog to the British was ground-breaking for the Singaporean company. The British military buy ammunition from the STK but had never acquired an Asian-built armored vehicle.

The Warthog is a much modified variant of the Bronco vehicle already in service with the Singaporean military. The British-bound vehicles are built in Singapore and delivered to STK partner Thales UK for final integration work.

Thales has already delivered a number of training vehicles for use by the British military.

U.K. Orders 89 Husky Vehicles for Afghan Use

LONDON: Britain has ordered a second batch of Husky armored tactical support vehicles from Navistar Defense for delivery to its forces in Afghanistan. The $56 million deal covers the delivery of 89 vehicles.

The U.S. manufacturer secured an initial 120 million pound ($184.2 million) contract in 2008 to supply 262 Huskies as part of a wider urgent operational requirement to equip British troops in Afghanistan with better-protected logistics and support vehicles.

The Husky, a variant of Navistar's MXT truck, was selected to meet the medium-weight requirement with Force Protection providing the Wolfhound in the heavy sector and Supacat's Coyote being selected for light payloads.

A second batch of Wolfhounds was ordered in mid-year. Supacat said there are no ongoing negotiations regarding further Coyote deliveries.

Utility vehicles make up the bulk of the Husky deliveries, although some machines act as command vehicles and some as protected ambulances.

Deliveries on the latest batch of Navistar vehicles are scheduled to begin at the end of next month and be complete during early 2011.

3 NATO trucks set ablaze

QUETTA: Unknown assailants set three NATO trailers on fire in Khuzdar on Wednesday.

According to sources, two trailers, carrying logistic support for NATO forces stationed in Afghanistan, were heading towards Kandahar from Karachi when unknown armed men intercepted them and made the drivers and cleaners hostage at gunpoint.

The assailants sprinkled fuel on trailers and set them ablaze. The attackers managed to flee from the scene.

Separately, some unidentified men set another NATO trailer ablaze in Wadh area of Khuzdar.

Meanwhile, unknown armed men torched the ambulance of Civil Hospital, Khuzdar and fled from the scene.

Separate cases had been registered and investigations were underway. Militants had been frequently carrying out attacks on NATO trucks for the past 12 days.

Clinton touts US as global leader

-Clinton made it very clear in her speech that the developed and the developing world needs the United States for guidance, leadership, advancement, democracy and the preservation of human rights. However, not everyone subscribes to the statement. The rise in secret war tactics like targeted assassinations and drone attacks are very much part of the US foreign policy apparatus, which Clinton left out of her speech.

"The US can, will, and must lead in this new century," said US Secretary of State Hillary Clinton.

However, it is how the US is leading that has put the subject of American foreign policy in question. But that was not part of the analysis at the Council on Foreign Relations, where the country's top diplomat praised the Obama administration's can-do spirit of American engagement and the progress of the administration's foreign policy objectives.

"Today we can say with confidence that this model of American leadership which brings every tool at our disposal to be put to work on behalf of our national interest works," said Clinton.

In the middle of wars and an on-going occupation, a resurgent Taliban that has been working with the Pakistani intelligence agency, the same one the US is funding, and with re-launched peace talks in danger of collapsing, US foreign policy is looking more like US exceptionalism to some.

Touting the banner of American democracy and diplomatic engagement, Clinton cited the success of the sanctions she campaigned for against Iran.

"Our deepen support for global organizations such as the IAEA underscores the authority of the international system. Iran on the other hand continues to single itself out through its own actions for refusing to let inspectors to visit," she said.

This without mentioning the IAEA's struggle to get Israel to allow inspection into what some high ranking officials call Israel's ambiguous nuclear arsenal.

Clinton also noted that funding countries or territories in need of direction will help their advancement, like the West Bank.

"The United States invests hundreds of millions of dollars to build Palestinian capacity because we know progress on the ground improves security and helps lay the foundation for a future Palestinian state," added Clinton.

A move some argue is further dividing the Palestinian people and making them suspicious of the Palestinian Authority's cozy relationship with the US.

"If the Palestinian Authority cannot claim legitimacy over the territory that it governs, it's going to be very difficult to convince the Americans, the Israelis or anyone else for that matter, that they will be able to deliver," said Yousef Munayyer, the executive Director of the Palestine Center.

Clinton made it very clear in her speech that the developed and the developing world needs the United States for guidance, leadership, advancement, democracy and the preservation of human rights. "For the past year and half the Obama administration has been increasing the budget for the special operations command. This is what we are seeing, we are seeing state authorized selective assassinations, it was a policy created by the Bush administration, but it's a policy that has been enforced and continued under the Bush administration. So it's really just a question of U.S. State policy," said author Eva Golinger.

It is a policy that is not so hidden from the public eye, but definitely not part of what Clinton would like the world to know about enforcing US foreign policy and global cooperation.

Clinton concluded her by speech saying, "We are a nation that has always believed we have the power to shape our own destiny."

And perhaps the destiny of others, no matter what the future repercussions may be.
