The Pentagon's number two official, Deputy Defense Secretary William Lynn, was in Brussels, Belgium on September 15 to address the North Atlantic Council - the North Atlantic Treaty Organization's top civilian body - and the private Security & Defence Agenda think tank.

His comments at the second event, hosted by the only defense-related institution of its type in the city that hosts NATO's and the European Union's headquarters, dealt extensively with what Lynn referred to as a "cyber shield" over all of Europe, which he described as a "critical element" for the 28-nation military bloc to address and endorse at its summit in Lisbon, Portugal on November 19-20.

Lynn added that "The alliance has a crucial role to play in extending a blanket of security over our networks," and placed the issue in stark perspective by stating "NATO has a nuclear shield, it is building a stronger and stronger defence shield, it needs a cyber shield as well," according to Agence France-Presse. [1]

The Security & Defence Agenda website states that it "regularly brings together senior representatives from the EU institutions and NATO, with national government officials, industry, the international and specialised media, think-tanks, academia and NGOs." [2]

It is, in short, one of dozens if not scores of trans-Atlantic elite planning bodies, quasi- and supra-governmental alike, on both sides of the ocean, ones which demand to be addressed by leaders of what style themselves model open and transparent societies. Secretary of State Hillary Clinton's recent appearance at the Council on Foreign Relations is another instance of the practice and the principle. [3]

In fact, Deputy Defense Secretary Lynn has an article in the current issue of Foreign Affairs, the journal of the Council on Foreign Relations, entitled "Defending a New Domain: The Pentagon's Cyber Strategy."

Pentagon, State Department and White House officials - and their European counterparts - enter and leave government service but maintain lifetime memberships in organizations like the Security & Defence Agenda and the Council on Foreign Relations.

The Brussels-based think tank lists among its partners, in addition to NATO and the Mission of the United States of America to NATO, American arms manufacturers Boeing, Lockheed Martin, Raytheon and United Technologies as well as their European equivalents.

William Lynn came to his current Pentagon position from that of senior vice president of Government Operations and Strategy for the Raytheon Company.

Corporate leadership posts with weapons firms, membership in private trans-Atlantic planning bodies and top positions in national governments are all but interchangeable roles, held either successively or simultaneously.

Lynn's comments before the Security & Defence Agenda gathering also included the demand that NATO apply the concept of "collective defense" - which is to say its Article 5 military intervention provision - to the realm of information technology and computer networks, as seen above at the same level of seriousness and urgency as maintaining a nuclear arsenal and constructing a global interceptor missile network. In his words, "The Cold War concepts of shared warning apply in the 21st century to cyber security. Just as our air defences, our missile defences have been linked so too do our cyber defences need to be linked as well." [4]

As with stationing nuclear warheads in Europe, as far east and south as Turkey, and the "phased adaptive approach" multilayered missile shield in Eastern Europe from the Baltic to the Black Seas, building a cyber warfare system - for that in truth is what is being discussed - in all of Europe as part of an even broader - global - project depends upon the compliance and complicity of NATO's 26 members and 13 Partnership for Peace adjuncts in Europe.

U.S. tactical nuclear weapons in Belgium (20 bombs), Germany (20), Italy (50), the Netherlands (20) and Turkey (90) - the numbers are estimates, only the Pentagon knows the true figures and of course will not divulge them - were brought into and are kept in Europe under NATO arrangements. The affected countries have never conducted referendums to determine whether their citizens support the basing of American nuclear arms on their soil notwithstanding NATO's claim to be a "military alliance of democratic states in Europe and North America." No European population is clamoring to be saved - from whom? from what? - by the Pentagon's nuclear gravity bombs. Or its interceptor missiles. Or its cyber warfare operations.

No more than the citizens of 35 European nations that have supplied troops for NATO's war in Afghanistan were consulted on whether sending their sons and daughters to Asia to kill and die guarantees the security of their homelands.

"Speaking at his residence in a luxurious suburb of south Brussels, a day after returning from a meeting with President Barack Obama in Washington" earlier this month, NATO Secretary General Anders Fogh Rasmussen told a major British newspaper that "If Iran eventually acquires a nuclear capability that will be very dangerous, and a direct threat to the allies. That is the reason why I am now proposing a new and effective Nato missile defence system."

If Iran acquires a nuclear capacity....As Washington uses NATO to stationed 90 nuclear bombs in Turkey, a state bordering Iran. Weapons that have been stored there for several decades.

The same newspaper quoted Robert Hewson, editor of Jane's Air-Launched Weapons, offering a rare ray of truth on the matter: "Missile defence is more about shovelling money to American contractors than protecting people in Basingstoke." [5]

After meeting with NATO's North Atlantic Council in Brussels on September 15, Lynn said, "I think at Lisbon we will see [a] high-level leadership commitment to cyber defence. It's the foundation for any alliance effort....I was very impressed with the unity of purpose and the similar vision that most nations in the alliance seem to have towards the cyber threat." [6]

Neither the Pentagon nor NATO will be starting from scratch.

This May 21 Lynn's superior, Pentagon chief Robert Gates, announced the launching of U.S. Cyber Command [7], the world's first such multi-service military command. On the same day Lynn "called the establishment of U.S. Cyber Command...a milestone in the United States being able to conduct full-spectrum operations in a new domain," and contended that the "cyber domain...is as important as the land, sea, air and space domains to the U.S. military, and protecting military networks is crucial to the Defense Department's success on the battlefield." [8]

The website of the Security & Defence Agenda reiterated the last point in reporting on Lynn's speech at the Hotel Renaissance in Brussels on September 15. The address called for "[p]rioritising cyberspace as an additional domain of warfare (beyond land, sea and air) in which America must be able to operate freely and defend its territory." How defending mainland America, or even its farflung Pacific island possessions, is achieved by a cyber warfare dome over all of Europe is not explained, anymore than how nuclear bombs in Europe or Patriot Advanced Capability-3 and Standard Missile-3 anti-ballistic missiles in Poland and Romania protect New York City or Chicago. The report reminded its readers that "the Pentagon has built layered and robust defenses around military networks and inaugurated the new U.S. Cyber Command to integrate cyberdefense operations across the military." [9]

The U.S. military has been consistently blunt in defining the purpose of CYBERCOM as being to "deter and or defeat enemies" [10] in the words of its commander, General Keith Alexander.

The use of the word defense in regard to U.S. and NATO cyber warfare operations is the same as it was when the United States Department of War was renamed the Department of Defense in 1947. And in reference to what is called missile defense. A euphemism and a disguise for aggression. The Defense Department has waged war against and in Yugoslavia, Afghanistan and Iraq and launched attacks inside Pakistan, Somalia and Yemen in a little over a decade.

NATO has been working on complementary operations since the beginning of the century, long before the cyber attacks in Estonia in 2007 which led to accusations in the West against Russia and calls for NATO's Article 5 war clause to be invoked.

The Cooperative Cyber Defence Centre of Excellence in the Estonian capital of Tallinn was established five years before, in 2002, and formally accredited as a NATO Center of Excellence in 2008.

In fact NATO's North Atlantic Council implemented the bloc's Cyber Defence Programme in 2002 and "In parallel, at the Prague Summit the same year, heads of state and government decided to strengthen NATO's capabilities. This paved the way for the creation of the NATO Computer Incident Response Capability (NCIRC) in 2002 as a part of the Cyber Defence Programme."

The Cyber Defence Management Authority "is managed by the Cyber Defence Management Board, which comprises the leaders of the political, military, operational and technical staffs in NATO with responsibilities for cyber defence. It constitutes the main consultation body for the North Atlantic Council on cyber defence and provides advice to member states on all main aspects of cyber defence." [11]

In August of 2008 NATO began extending its cyber warfare capacities beyond its 28 member states and created the (North Atlantic) Council Guidelines for Cooperation on Cyber Defence with Partners and International Organisations, which was followed in April of 2009 by the Framework for Cooperation on Cyber Defence between NATO and Partner Countries. In the Alliance's own words, "NATO should be prepared, without reducing its ability to defend itself, to extend to Partner countries and international organizations its experience and, potentially, its capabilities to defend against cyber attacks." [12]

The Lisbon summit will inaugurate a new NATO military doctrine for the next ten years. It will confirm the bloc as a 21st century expeditionary force without geographical or thematic limits, one which will seek any opportunity to intrude itself anywhere in the world under a multitude of subterfuges. [13]

The summit will voice unanimous support for a U.S.-led interceptor missile system to cover all of Europe. It will maintain the position that American nuclear weapons must be kept on the continent for "deterrence" purposes. And it will authorize the subordination of nations from Britain to Poland and Bulgaria under a common American-dominated cyber defense structure for war in the "fifth battlespace," for "full-spectrum operations in a new domain."

2010 Is Deadliest Year for NATO in Afghanistan

KABUL, Afghanistan: Nine service members were killed in a helicopter crash in Zabul Province in southern Afghanistan early on Tuesday, according to a NATO statement, bringing the number of troops killed in Afghanistan in 2010 to 529, making it the deadliest year of the war since the 2001 invasion.

The fatality statistics were tallied by icasualities.org, a Web site that tracks military casualties.

The NATO statement did not list the nationality of the soldiers, but troops fighting in southern Afghanistan are predominantly American and British.

There was no sign of enemy fire in the area, but the crash is under investigation, according to the statement.

This is the deadliest helicopter crash since Oct. 26 , 2009, when two crashes killed a total of 11 service members and 3 agents with the United States Drug Enforcement Administration.

Seven of the service members and the agents died when their Chinook twin-rotor helicopter crashed in western Afghanistan after a firefight with Taliban insurgents. It was unclear whether enemy fire brought it down.

The other servicemen killed that day died when two helicopters collided. Insurgents were not to blame for that crash, according to a NATO spokesman.

The crash also injured one NATO service member, an Afghan National Army soldier and an American civilian.

-NATO is in the process of developing contingency plans to defend Estonia, Latvia, and Lithuania against Russian attacks – the first time since the end of the Cold War that NATO has specifically identified Russia as a potential threat.

Poland and Lithuania will welcome soldiers from throughout Central and Eastern Europe next week as the US Army launches "Exercise Jackal Stone 2010," a multinational military exercise aimed at enhancing military cooperation and increasing readiness in the region.

The exercise is also part of Poland's preparations to become a "framework nation," to enable it to take command of multinational special forces within NATO by 2014.

Exercise Jackal Stone is the latest in a series of exercises staged in the region after the United States began considering the possibility of Russian aggression directed against CEE. The change came after Poland and its neighbors hit the panic button in response to a show of strength from Russia last year.

Poland was outraged in November 2009 when documents obtained by Polish magazine Wprost revealed that Russia had conducted a series of war games with Poland cast as the aggressor. Some 13,000 Russian and Belorussian troops in the Kaliningrad Oblast simulated an amphibious landing on a "Polish" beach. Meanwhile, in the skies above, the Russian air force was busy performing a dummy nuclear strike on "Warsaw."

NATO seeks N. African assist against piracy

LONDON: NATO has sought to recruit North African allies in the battle against pirates.
   
NATO has sponsored an international conference in Tunisia meant to garner support from North African states for anti-piracy operations in the Mediterranean. Officials said the five-day parley would seek to form an intelligence network that would track pirates.

"A dramatic increase in the number of maritime attacks has exposed the vulnerability of vessels to hostile boarding," NATO said. "Curbing the problem is essential for global trade and security."

In a statement on Sept. 14, NATO said the conference in Hammamet, Tunisia, scheduled to begin on Sept. 20, would contain members of the Mediterranean Dialogue. Algeria, Morocco and Tunisia have been members of the dialogue, established in 1994 and revived over the last two years.

Officials said 70 representatives from NATO and dialogue partners would examine the feasibility of the regional anti-piracy network. They said the network would be based on human intelligence rather than satellite or signals data.

NATO has been maintaining a counter-piracy mission in the Arabian Sea and Red Sea. But officials said North African states have also been threatened by piracy.

"Tunisia is both a coastal and maritime country where maritime security and piracy issues are of top priority," NATO said.

New alliance strategy under discussion
   

The mountains of Slovakia hosted the highest military officials of the North Atlantic Treaty Organization (NATO) over the weekend of September 17-19. The heads of defence departments of member states, presided over by Admiral Giampaolo di Paola, the chairman of the NATO group, focused primarily on ongoing military operations, possible reforms in the alliance and the so-called New Strategic Concept.

The conference was hosted by Slovak military authorities in the High Tatras. The venues of the meetings were subject to the highest security measures while the defence chiefs were in-country. In addition to chairman Di Paola, NATO's two Strategic Commanders, Admiral James Stavridis (Supreme Allied Commander Europe, Operations – SACEUR) and General Stéphane Abrial (Supreme Allied Commander, Transformation – SACT) attended the meetings while General David Petraeus, ISAF Commander, participated via video-teleconference, according to NATO reports.

About 450 NATO military officers from all 28 member states comprise the NATO Military Committee and they meet at least three times a year with at least one conference, such as the one in the Tatras, taking place in a member country.

New Strategic Concept discussed

The first day of the conference was mainly devoted to briefings and discussions on the present state of alliance military operations in Afghanistan and Kosovo, with special attention to the national elections simultaneously taking place in Afghanistan. The second day began with a discussion on the possible implications that the New Strategic Concept might have on military aspects of the alliance.

According to a NATO press release, the ongoing work at NATO headquarters in Brussels reviewing NATO's command structure was thoroughly analysed, along with examination of the critical capabilities required to ensure operational effectiveness in a resource-constrained environment.

The outcome of this discussion will be sent forward to the North Atlantic Council in preparation for a NATO Ministerial Meeting that will be held in Brussels in mid October.

Slovak Prime Minister Iveta Radičová officially opened the meeting on September 17. She underlined the important role of the armed forces in a period of newly-emerging security challenges, the Slovak Defence Ministry reported.

Radičová stressed the significance of the development of New Strategic Concept, which is expected to be approved by NATO leaders at their Lisbon Summit in November 2010. She said that the High Tatras conference provided the last chance to influence the shape of the strategy so that it complies with individual national strategies, including Slovakia's, the SITA newswire reported.

After her speech, Radičová told journalists that she believes the inclusion of humanitarian activities, restoration works, peacekeeping operations and assistance during national disasters as a part of the alliance's activities will represent a new important component focusing on civil life, SITA wrote.

Radičová said that Slovakia's contribution to NATO operations is sufficient.

"The Slovak Republic has 676 soldiers in missions, which is more than five percent of our professional Slovak Army," she said, as quoted by SITA....

New suspected U.S. missile strikes in Pakistan, Afghanistan

KABUL, Afghanistan: Suspected U.S. missiles have struck today on both sides of the Pakistan-Afghanistan border. And intelligence officials say they've killed at least 19 alleged militants.

The report comes on the same day that a NATO helicopter crash killed nine international troops. A U.S. military official says a "large number" of Americans were among them, but it's not clear whether troops from other nations were also killed.

The Taliban claimed to have shot down the helicopter, but NATO said there were no reports of hostile fire.

It was the alliance's worst chopper crash since May of 2006, when a Chinook crashed while attempting a nighttime landing, killing 10 U.S. soldiers.

NATO is also reporting that another coalition service member died following an explosion in southern Afghanistan.

Two US drone strikes kill 19 in Pakistan 

Islamabad: At least 19 alleged militants were killed on Tuesday in two missile attacks carried out by suspected unmanned US aircraft in Pakistan's north-western tribal area, security officials said.

The first airstrike targeted a house that suspected Islamic militants were using as a hideout in the border region of North Waziristan and South Waziristan districts, where the Taliban has a strong presence. The area is adjacent to the Afghan frontier.

'The attack was conducted on the information that the commander Shamsullah was present in the house, but he was not there,' said an intelligence official who spoke on condition of anonymity. 'The attack killed at least seven people and destroyed the mud compound.'

A few hours later, as the bodies were being transported to Azam Warsak, an area located some 15 kilometers west of Wana, the main town in South Waziristan, the second drone attack took place.

Three missiles fired from the drone destroyed a compound, another suspected hideout of commander Shamsullah, whose full name is not known, in Azam Warsak.

'Twelve people died and eight were injured,' said a second intelligence official who also asked for anonymity.

The second intelligence official said that Abu Sufian, another of Nazir's commanders, had ordered his followers to leave their hideouts as drone aircrafts were still making sorties in the Azam Warsak area.

It was the 16th air attack this month, reflecting a sharp increase in the CIA-operated strikes which have killed more than 100 people.

Pakistan has publicly condemned the attacks, saying they kill civilians and increase anti-US sentiment, but it is widely believed that government intelligence agencies help to identify the targets.

The United States also avoids openly discussing the drone attacks....

During the exercise, the nations' airmen will exchange airlift, airland and airdrop delivery techniques that will deepen military-to-military relationships between the two nations....

Along with these exchanges, participants will conduct cooperative flight operations, to include aircraft generation and recovery, low-level navigation, tactical airdrop, and air-land missions as well as conduct subject-matter-expert exchanges in the operations, maintenance and rigging disciplines.

"The tactical training and operational interface that our crews accomplish at exercises such as this is invaluable," said Lt. Col. Tim Rapp, the 36th Airlift Squadron commander. "The techniques our two nations share and the relationships we build will significantly ease planning and execution of any future combined efforts."

Although Cope South is just one of the many exercises the 36th AS has participated in this year, the squadron's "Eagle Airlifters" continue to cultivate the common bond that brings them together with the members of the Bangladeshi Air Force.

NATO Team to Make Inspections in Bulgaria

Next week a NATO team will arrive in Bulgaria to review the level of implementation of the agreements between Sofia and Brussels.

The NATO team will be led by Frank Boland, Head of NATO Force Planning Directorate, the Standart learnt.

In the Bulgarian Defence Ministry a review of the forces' objectives will be carried out. These are the operational capacities that the Bulgarian Army is expected to possess as a part of the Alliance.

Bulgaria has lagged behind in implementing these for years. According to sources from the Ministry, certain deadlines would be reconsidered but the commitments would be unchanged.

NATO's review in Bulgaria is necessitated by the coming compilation of the Defence White Book which envisages reduction of the army staff to 26,000 people and the acquisition of modern equipment. Yesterday the document was discussed with experts in the Military Academy.

The destroyer Decatur will leave San Diego on Tuesday on a deployment that is mainly devoted to continuing the development of Aegis Ballistic Missile Defense (BMD), an evolving system that's meant to give the Navy the reliable ability to intercept short and intermediate-range missiles in various phases of flight.

The U.S. Missile Defense Agency is developing BMD as a primary means to detect and neutralize ballistic missiles....The Defense Department has cited particular concern about Iran...says the MDA.

The 505-foot Decatur is one of the first sea-based platforms to stock variants of the Standard missile that can serve as ballistic missile interceptors. Only 21 American warships are "BMD capable," a number that is going to rise, says Admiral Gary Roughead, Chief of Naval Operations.

The Decatur will deploy to the Fifth Fleet area of responsibility , which extends from the Persian Gulf to parts of East Africa.

"In addition to providing ballistic missile defense capacity to two regional combatant commanders, Decatur will support the defense of key Iraqi oil infrastructure in the North Arabian Gulf with coalition partners, as well as participation in maritime security operations," said Commander Jason Salata, a spokesman for Naval Surface Force, U.S. Pacific Fleet, in San Diego.

Defense satellite achieves milestone

REDONDO BEACH, Calif. - A demonstration U.S. missile defense satellite in orbit autonomously transferred target track data from its acquisition sensor to its tracking sensor.

Northrop Grumman and Raytheon, which built the Space Tracking and Surveillance System satellite for the U.S. Missile Defense Agency, said the successful transfer was the first time the capability had been executed in space as part of the STSS program.

"This is a major success for the STSS program," Gabe Watson, vice president of missile defense and missile warning programs for Northrop Grumman's Aerospace Systems sector said. "We proved that the STSS satellites can autonomously transition from target acquisition and track mode using the acquisition sensor to target precision track mode using the multiple band track sensor,

"All of these operations occurred as intended, with no operator intervention. This is the same type and sequence of functions that will be performed on-board during subsequent MDA missile tests."

The data hand-off occurred when the MDA satellite acquired a ground laser operated and pointed by the U.S. Air Force Research Laboratory from the Starfire Optical Range at Kirtland Air Force Base near Albuquerque.

Once the acquisition sensor acquired the ground laser, it formed a confirmed track, which was passed to the track sensor. The track sensor slewed and pointed to the coordinates reported by the acquisition sensor, detected the ground laser and formed an on-board track of the ground laser.

Data were transmitted to the STSS ground systems located at Schriever Air Force Base in Colorado Springs.

MoD clears joint amphibious exercise at US base near China

A year after the Defence Ministry backed out of a military exercise at a US base near China at the last minute, a go-ahead has been given for a joint amphibious exercise at the US Marines base in Okinawa, Japan. The war game, which will involve senior officers of the Indian Navy and Army is scheduled to start later this week and will continue till October.

The same exercise, under the Habu Nag series of war games, was cancelled at the final stage in 2009 when 12 officers who had been earmarked were sent back to their formations days before they were scheduled to depart.

While no reason was given for the last minute pull-out, regional sensitivities were thought to be behind the move. Okinawa is located close to China and has a significant US presence where several military bases are concentrated.

Three drone strikes kill 28 in Waziristan

LAHORE: At least 28 people were killed in three US led drone strikes in the remote areas of South and North Waziristan, a private TV channel reported on Tuesday.

According to sources, the first drone attack was occurred in Miranshah, where the drone aircraft pounded two missiles, killing at least nine people. In the second attack, the US led drone targeted Azam Warsak, some 25 kilometers west of Wana, the main town of South Waziristan tribal district, in which at least 12 people were killed.

The US drone fired five missiles at the office of Shamsullah, a commander of militant group, Maulvi Nazir Ahmed. Four US led drones continued to hover over the area after the attack, which caused great panic among the locals. Whereas, about seven people were killed in where the air strike targeted a vehicle in Bundh.

The US plans to reinforce Arab military power by securing massive arms deals with four Persian Gulf littoral states estimated at an unprecedented amount of USD 123 billion.

The deal with Saudi Arabia worth USD 67 billion is the largest of a package of US arms deals with Persian Gulf states.

The first phase of the agreement, which is yet to be approved by Congress, is estimated at USD 30 billion, The Financial Times reported on Monday.

Under the deal, Saudi Arabia will receive 85 new F-15 jet fighters while another 70 of its fleet will be upgraded, the report said.

The upcoming US deals with Arab countries in the Persian Gulf are widely seen as part of Washington's "Iranophobia" campaign aimed at countering Tehran's growing influence in the region.

Other Persian Gulf states which are to receive US arms include the UAE, Oman and Kuwait.

Theodore Karasik, from the Institute for Near East and Gulf Military Analysis in Dubai, said that the United Arab Emirates had signed contracts to buy military equipment worth between USD 35 billion and USD 40 billion.

The US will also strike a 12-billion-dollar deal with Oman and a 7-billion-dollar with Kuwait by the end of 2014, according to Blenheim Capital Partners, a consultancy that arranges offset deals. The two Arab states will receive upgraded and new command and control systems under the contract.

The total value of the arms deals is estimated at USD122.88 billion.

Arab states around the Persian Gulf have ordered U.S. weapons systems worth a total of $123 billion "to counter Iran's military power," the Financial Times reported.

The biggest slice of this is a $67.8 billion package for Saudi Arabia, including 85 new F-15 jet fighters and the upgrading of another 70; the first phase, worth about $30 billion, goes before the U.S. Congress for approval soon and a later agreement is likely to include improvement of radar and missile defense systems and modernization of the Saudi fleet, the newspaper said.

The United Arab Emirates has signed contracts to buy military kit worth $35.6 billion, the FT said, citing Theodore Karasik, of the Institute for Near East and Gulf Military Analysis, in Dubai. The orders include a high-altitude missile defense system called Thaad that's being developed by Lockheed Martin Corp., the newspaper said.

Oman is likely to spend $12.3 billion and Kuwait $7.1 billion by the end of 2014 on replacing and upgrading aircraft and on new command-and-control systems, the FT said, citing Blenheim Capital Partners, a consulting firm that arranges offset transactions.

Oman's purchases will include 18 new F-16 fighters and upgrades for another 12, the newspaper said.

Navy finalizes plans for U.S. military buildup on Guam

SASEBO NAVAL BASE, Japan: The U.S. Navy firmed up plans Tuesday for a military buildup on Guam that could lead to a historic shift in military forces in the Pacific.

The Navy's record of decision finalizes where facilities will be built for 8,600 Marines scheduled to move from Okinawa by 2014 and identifies the planned pace of the massive construction effort, according to a brief released by the Department of Defense Joint Guam Program Office.

But the Navy delayed decisions on controversial plans to build military training ranges on Guam's ancestral land and to dredge coral in Guam's main harbor for an aircraft carrier berth, according to the brief.

The full report on the buildup was not available immediately after it was signed by Assistant Secretary of the Navy Jackie Pfannenstiel early Tuesday. The joint program office said it would post the full document online by Wednesday.

Utilities funding from the Japanese government is critical, he said.

The United States is in talks with Japan and the Japanese Bank of International Cooperation over the country's $740 million contribution for wastewater, power and water upgrades on Guam.

Japan agreed in 2006 to fund the upgrades as part of the shift of Marines from Okinawa.
