Tbilisi: Georgia, which has suffered its first casualty in Afghanistan since joining the NATO-led forces there, will not suspend or reduce its military presence in Afghanistan, Grigol Vashadze, the Georgian foreign minister said on September 7.

"Georgia will change nothing in its commitments undertaken as a partner [to the coalition forces]," Vashadze said, while speaking at a joint news conference with his visiting Estonian counterpart Urmas Paet.

"Unlike other European states, we are [geographically] closer to Afghanistan and presence of our hero soldiers in Afghanistan first and foremost serves to Georgia's national interests. This is a tragic loss, but it can not serve as a reason to suspend our mission to Afghanistan," he said.

Company commander from the 31st infantry battalion, first lieutenant Mukhran Shukvani, 28, died and another Georgian soldier was badly wounded while on mission as a result of explosion of improvised explosive device, the Georgian Ministry of Defense said on September 5. No other details of the incident were reported.

Georgia sent its 31st infantry battalion to Afghanistan in April, 2010 to serve alongside with the U.S. marines in the province of Helmand.

With this deployment Georgia increased its military presence in Afghanistan about 950 soldiers. Georgia first deployed a company-sized unit in Afghanistan under the French command in November, 2009.

The Estonian Foreign Minister, who expressed condolences over death of the Georgian soldier, said that Georgia's contribution to Afghan mission was "absolutely important for international security point of view."

"[Georgia's contribution] is also a very clear political signal from the Georgian society… and Estonia, as a member state of NATO, is very grateful that Georgia is participating in ISAF mission in Afghanistan," Urmas Paet said.

NATO soldier killed in Afghanistan 


KABUL: A Taliban attack against NATO-led troops claimed the life of a soldier in Afghanistan on Tuesday bringing the number of fatalities to 12 since the beginning of this month, the alliance said in a statement.

"An International Security Assistance Force service member died following an insurgent attack in southern Afghanistan today," the statement added.

However, the statement did not identify the nationality of the victim, saying it is ISAF policy to defer casualty identification procedures to the relevant national authorities.

Troops from U.S., Britain, Australia, Canada and Holland have been stationed in the restive southern region to strengthen peace in this part of the militancy-ridden country.

More than 500 NATO soldiers with majority of them Americans have been killed in Afghanistan since January this year.

Vilnius: President of the Republic of Lithuania Dalia Grybauskaite met with the Federal Chancellor of Germany, Angela Merkel. The German Chancellor is visiting Lithuania at the invitation of the President of Lithuania.

The President and the Chancellor discussed Lithuanian-German bilateral relations, possibilities to strengthen further their economic relations, and the EU agenda – measures to overcome the economic crisis and to enhance energy independence of the Baltic countries.

"Lithuania has always enjoyed German support for its efforts to join the European Union and afterwards. Thanks to this support, many projects important for Lithuania are advancing. I am happy to be able to state that Germany continues to demonstrate understanding of the concerns of our country and the whole Baltic region and to support Lithuania in any area," President Dalia GrybauskaitÄ— said.

According to the President, successful development of the Baltic Sea region will not be possible unless energy dependence of the Baltic countries is eliminated, which calls for higher European support and attention for strategic energy and transport projects in Lithuania and other Baltic states, informed BC press service of the president.

Talking about the development of the EU's relations with its Eastern neighbours, President Dalia Grybauskaite and Chancellor Angela Merkel underlined that Lithuania and Germany favoured a consistent and constructive dialogue between the EU and Russia and supported the EU's Eastern Neighbourhood Policy covering relations with Ukraine, Belarus, Moldova, Armenia, Azerbaijan, and Georgia.

The President and the Chancellor also discussed bilateral cooperation within NATO.

Speaking about the lessons given by the crisis, Merkel stressed the need for a uniform policy in the EU which should be applied not only to the current euro area member states, but also to the future ones.

Grybauskaite also talked about the security and defence issues. "After a six-year NATO membership, the Baltic region will finally have defence plans, and Germany is one of the countries which have contributed to that, President Dalia Grybauskaite said. "There have been ongoing discussions since last autumn, which have finally led to real defence plans for the Baltic region after its six-year membership. This is a serious achievement," the head of state said at a joint news conference with German Chancellor Angela Merkel on Monday.

"Germany is one of the countries thanks to which Lithuania will finally have its real defence plans. I think that we will take the decision this autumn," Grybauskaite said. The Lithuanian president said that Lithuania and Germany shared common interest in discussions about the future of NATO, economic cooperation related to Afghanistan's issues. The president also welcomed the fact that "Germany's cargo has found its way to Afghanistan via Klaipeda."

Grybauskaite emphasised that she sought win-win agreements with reference to the NATO Strategic Concept which is to be approved at the summit in Lisbon in November. "It is in the interest of all NATO member states that the new concept would adjust NATO's future to new challenges and threats. NATO should change because the situation changes, similarly as life," Grybauskaite said.

Second Hungarian soldier dies in wake of Afghanistan convoy attack


Budapest: A Hungarian soldier died on Tuesday in a Budapest hospital, two weeks after being seriously injured while serving with NATO forces in Afghanistan, the Defence Ministry announced.

Warrant Officer Gyorgy Kolozsvari had been travelling with a convoy ambushed on August 23 en route from the Hungarian base at Pul-i-Kumri towards the city of Mazar-i-Sharif in northern Afghanistan.

A female Hungarian soldier died at the scene while Kolozsvari was critically injured and fell into a coma. Following emergency treatment he was brought back to Hungary two days after the attack.

The 37-year-old officer was transferred to intensive care at Budapest's Honved (Army) Hospital, which treated the Formula 1 driver Felipe Massa after he received horrific head injuries during the 2009 Hungarian Grand Prix.

Hungary currently has 360 troops deployed in Afghanistan as part of the NATO International Security and Assistance Force (ISAF), according to NATO's website.

Kolozsvari is the fourth Hungarian soldier to have been killed while serving in Afghanistan.

NATO To Keep ACT in Norfolk, Expand Missile Shield

NATO plans to keep its Allied Command Transformation (ACT) in Norfolk, Va., despite Pentagon plans to shutter U.S. Joint Forces Command, NATO Secretary-General Anders Fogh Rasmussen said Sept. 7. In other news, he told reporters in Washington the alliance will expand plans for a theater missile defense system into a "territorial" system to which he hopes Russia will contribute.

NATO leaders have "no plans to move" ACT elsewhere, Rasmussen said, adding that he expects the command will remain in the southeastern Virginia town no matter the fate of Joint Forces Command (JFCOM).

In a cost-cutting move, Defense Secretary Robert Gates announced earlier this summer his intention to terminate JFCOM and several Pentagon shops. Since then, defense officials have been mum on the fate of ACT, the only NATO command based outside Europe.

Alliance officials "believe it makes sense" to keep the command in Norfolk, Rasmussen said.

On missile defense, Rasmussen said NATO plans to spend 200 billion euros ($257.7 billion) to expand plans for a theater missile defense system into a "territorial system." Such a move would build upon existing plans to spend 800 billion euros on a missile shield, he told reporters.

Just hours before a planned meeting with U.S. President Barack Obama, Rasmussen said moving to a territorial system for "only 200 billion euros" would be a bargain because the shield would vastly expand the alliance's defense against enemy missile attacks, especially if Russia takes up his coming offer to participate.

If it is "technologically feasible" to move to a territorial system with greater coverage "at only 200 billion euros, why shouldn't we" he said.

Finally, Rasmussen said the alliance's soon-to-be completed strategic concept document will devote ample brainpower to "emerging threats," such as cyber attacks, missile strikes, energy security challenges and terrorism.

NATO Experts Group Paying Visit to MoD

A NATO Experts Group has paid an official visit to Georgia.

The purpose of the visit is to evaluate fulfillment of obligations undertaken by Georgia under the IPAP [Individual Partnership Action Plan] and ANP [Annual National Program].

The first meeting was held today at the Ministry of Defence.

The NATO delegation met with Deputy Defence Minister Nodar Kharshiladze and top brass of the MoD and JS.

Within the four-day visit, the NATO Group of Experts will arrange meetings with representatives of the Ministries of Finance and Internal Affairs and the National Security Council.

Meetings are also scheduled with military attaches of the Alliance and
representatives of member states` embassies.

Chief of the Group Frank Boland, who is at the same time the Head of Force
Planning Directorate NATO HQ, is due to arrive in Georgia tomorrow and will meet with Georgian high-ranking officials.

Within the framework of the NATO basic course, he will deliver lectures on
NATO-related issues for different governmental representatives. Under the
visit's agenda, delegation members also plan inspect the National Defence
Academy.

The Experts Group will leave Georgia on the 10th of September.

Bulgarian Defense Minister Heads for Talks with Polish Counterpart

-Statements by senior Bulgarian and US officials have made it clear that the precise form of the implementation of the missile shield in Europe will be determined after the NATO summit in Lisbon in November when the Alliance is expected to adopt the missile defense in Europe as its own project, upgrading it from a purely US initiative.

Bulgaria's Defense Minister Anyu Angelov is heading to meet with his Polish counterpart for talks, which likely have to do with the US missile shield in Europe.

According to the official statement of the Bulgarian Defense Ministry, Gen. Angelov is flying off to Poland on Sunday for a two-day visit during which he will meet with his Polish counterpart Bogdan Klich in order "to discuss NATO's new strategic concept, the transformation of the Alliance, and the deepening of the bilateral cooperation in the field of defense."

The Ministry press office also says Angelov and Klich are also going to discuss the perspectives of the Permanent Structured Cooperation of the EU in the field of defense as well as the policies and initiatives to be taken up by Poland after the country assumes the Rotating EU Presidency in July 2011.

The statement of the Bulgarian Defense Ministry makes no mention of the US missile defense in Europe but this matter will most likely be discussed by the two ministers as both Bulgaria and Poland are crucial allies of the United States in Eastern Europe.

Under the original Bush Administration missile defense in Europe plan, interceptor missiles were supposed to be stationed in Poland while a radar was to be set up in the Czech Republic. The Obama Administration has altered this plan to go at first for sea-borne elements of the missile shield in Europe, and to station them in Bulgaria and Romania at a later stage.

As Romania is expected to host the interceptor missiles, Bulgaria might likely host the radar system. Statements by senior Bulgarian and US officials have made it clear that the precise form of the implementation of the missile shield in Europe will be determined after the NATO summit in Lisbon in November when the Alliance is expected to adopt the missile defense in Europe as its own project, upgrading it from a purely US initiative.

Bulgaria's potential participation in the US missile defense in Europe has been discussed since January 2010, according to the formal acknowledgment of US Ambassador in Sofia James Warlick. It has already caused deep trouble for Bulgarian Defense Minister Anyu Angelov because he made a blunder by stating on TV that Bulgaria must join the shield in order to be protected from missiles fired by Iran and Syria – to which Syria reacted by threatening to break off its diplomatic relations with Bulgaria. Angelov's gaffe nearly cost him his job.

During his visit in Poland, Gen. Angelov will visit the 18th International Defense Industry Exhibition (MSPO) in Kielce which will feature over 350 participants from Europe, the US, Canada, and the Middle East.

Uganda sends 750 more soldiers to Mogadishu

Kampala: Uganda has sent an extra 750 peacekeepers to Mogadishu to reinforce the thin presence of the African Union forces in Somalia.

The latest deployment is a fulfilment of the pledge by Uganda made during the July African Union summit in Kampala to send extra 2,000 peacekeepers.

This brings the total number of African peacekeepers to 7,000 as Guinea and Djibouti prepare to send two battalions. The army Spokesperson, Lt. Col. Felix Kulayigye, said the deployment was concluded last week. "They have been there for one week and we hope this will boost our capacity to neutralise the enemy," he said.

The UPDF Commander Land Forces, Lt. Gen. Katumba Wamala, said last week that Guinea and Djibouti are waiting for military hardware from AU to deploy. Meanwhile, the AU forces have created new nine strategic bases in Mogadishu to secure roads linking key government installations. The AU peacekeepers have been guarding the presidential palace, Kilometer Four, Mogadishu Port and airport. The extra forces, according to Col. Kulayigye will reinforce the AU forces in these newly-created bases, announced by AU commissioner on Somalia, Wafula Wamunyinyi.

According to defence experts, the situation in Somalia has worsened and therefore requires more 20,000 troops to be deployed across the country. Uganda and Burundi are currently the only countries contributing troops to Amisom.

Testing for a land-based defense system would bring a new complex to the island

The Pentagon is planning a $278 million program to increase missile testing on Kauai that would improve the protection of Europe from ballistic missiles from countries such as Iran, and provide an additional element of defense for Hawaii from North Korean threats, officials said.
The "Aegis Ashore" testing would have a land-based missile defense capability similar to the successful ship-based ballistic missile systems on 21 U.S. Navy ships, including six cruisers and destroyers based at Pearl Harbor.

The Obama administration announced in September 2009 plans for the "Phased Adaptive Approach" for the protection of Europe using Navy ships with ballistic missile defense and two land-based versions, probably in Romania and Poland, that would each have 24 SM-3 missiles.

Riki Ellison, chairman of the nonprofit Missile Defense Advocacy Alliance, said the Aegis Ashore program to be tested on Kauai would be "the cornerstone for the system that they are offering to protect all of Europe."

The U.S. Missile Defense Agency also tests ship-based Aegis ballistic missile defenses and the Terminal High Altitude Area Defense missile system on Kauai.

Asked how much of an expansion the Aegis Ashore would represent, Tom Clements, a PMRF spokesman, said by e-mail that "there will be several more flight tests at PMRF over the next five years."

"The decision to conduct new test programs here is an indication that PMRF continues as a range of choice, and a viable source of continued high-tech industry and employment for the island of Kauai," Clements said.

On June 28, the Missile Defense Agency conducted a test of the Terminal High Altitude Area Defense with an interceptor missile launched from Kauai. The test represented the intercept of a short-range missile inside the Earth's atmosphere, and was the seventh of seven tests, all successful.

On July 31, 2009, the Aegis-equipped destroyer USS Hopper fired an SM-3 missile against a simulated short-range ballistic missile launched from Kauai.

The test marked the 19th successful intercept in 23 at-sea firings for Aegis ballistic missile defense, which is designed to defeat short- to intermediate-range missiles above the Earth's atmosphere, and has more than twice the engagement range of the Terminal High Altitude Area Defense missiles.

The systems are part of a layered U.S. ballistic missile defense that includes bigger, more powerful ground-based interceptors in California and Alaska.

The Obama European missile defense plan represents a shift to a more mobile framework from President George Bush's 2006 decision to place 10 long-range ground-based interceptors in Poland.

The 21-foot-6-inch SM-3 missiles, which cost about $9 million to $10 million apiece for Block IA versions, use a kinetic warhead that smashes into a ballistic missile, destroying it.

A phased deployment for Europe calls for ship-based protection in 2011, and the possible deployment of Aegis Ashore in Romania in 2015. Poland is being considered for the ashore missile defense in 2018.

To meet the 2015 time line, an Aegis Ashore test bed and prototype would have to be built by 2012 at the Pacific Missile Range Facility, Ellison said.

Lockheed Martin last month received a $69.8 million contract from the Missile Defense Agency for the redesign of the Aegis ship-based system to a land-based architecture.

A fiscal 2010 military estimate for the Aegis Ashore program on Kauai places the cost at $278 million for a complex that would include a Mark 41 launcher, a four-story building with a SPY-1 radar and three 125-foot test towers.

U.S. Defense Secretary Robert Gates in June 2009 ordered the possible use of the Terminal High Altitude Area Defense in Hawaii when North Korea threatened ballistic missile firing tests in the path of the state.

Officials said the high altitude and Aegis Ashore systems would provide very limited response capability to an intercontinental ballistic missile, but future generations of the SM-3 missile would be more capable.

SPS GALICIA, Djibouti: Five Combined Joint Task Force - Horn of Africa coalition officers visited the Spanish Naval amphibious assault ship SPS Galicia September 1, 2010 to connect with their foreign counterparts and learn the mission.

The purpose of the coalition officer ship visit is to show the importance of the missions of other military branches and to see how similar they are, said Army Specialist Melissa Ortiz, CJTF-HOA assistant coalition officer coordinator. "It's a great chance for officers of different branches of service and different countries to get together."

The ship visit included a tour of the vessel and the chance to comingle with foreign counterparts....

Even though CJTF-HOA is not directly involved in counter-piracy operations in the Gulf of Aden, the U.S. Navy and other coalition navies conduct counter-piracy missions under U.S. Navy Central Command Forces (NAVCENT) and European Union Naval Forces (EUNAVFOR).

There are currently 18 coalition officers deployed for three to 12 months to CJTF-HOA, representing countries from Africa, Europe, the Middle East and Asia.
